Preparations in full swing as Malaysia readies to host ASEAN Education Roundtables
A Bernama check at the event venue - a hotel here - today observed workers making final preparations ahead of the forum's commencement tomorrow.
The workers were also seen busy decorating the venue with floral arrangements.
Throughout the two-day programme, beginning tomorrow, the ministers and senior officials are expected to deliberate on a new framework that will guide the region's educational direction moving forward.
In addition to the closed-door ASEAN Ministers of Education Roundtable session on June 19, Malaysia's Ministry of Education (MOE) will host the ASEAN Forum on Education tomorrow with the same theme, 'Accelerating Innovative Strategies: Mitigating Out-of-School Children and Youth (OOSCY) Challenges.'
Education Minister Fadhlina Sidek is scheduled to deliver her remarks on Thursday.
For higher education segment, key items on the agenda include the expected endorsement of the ASEAN Leaders' Declaration on Higher Education and the ASEAN Global Exchange for Mobility and Scholarship (ASEAN GEMS).
This marks Malaysia's fifth time as ASEAN Chair, following previous terms in 1977, 1997, 2005 and 2015.

AKPS Tightens Officer Screening To Curb ‘Counter Setting'
PUTRAJAYA, July 24 (Bernama) -- The Malaysian Border Control and Protection Agency (AKPS) is stepping up efforts to curb 'counter setting' activities at the country's entry points, through stricter personnel vetting and policy reforms. Director-general Datuk Seri Mohd Shuhaily Mohd Zain said the agency is drafting a policy to ensure only officers with clean disciplinary records are deployed at border posts. 'As a new agency involving personnel from Immigration, Customs and other departments, we've inherited legacy issues. We aim to break that cycle through proper screening,' he told reporters today. Counter setting, a term referring to illicit dealings at immigration counters, has long been a concern, and Shuhaily said policy support and internal cooperation were key to addressing it. In a related development, a male immigration officer in his early 30s was arrested today after he was found with nearly RM8,000 in cash and three mobile phones, allegedly in breach of internal directives. The officer, with only four years in service, has been handed over to the Malaysian Anti-Corruption Commission (MACC) in Selangor and is being investigated under Section 17A of the MACC Act. 'This is someone with 30 years of service ahead. Unfortunately, the lack of a swift mechanism to terminate such officers remains a major challenge,' Shuhaily said. He also noted public misconceptions about disciplinary procedures, with many assuming corrupt officers are simply transferred. However, he said that civil servants are entitled to due process, which takes time.

Do Not Politicise, Belittle RM100 SARA Assistance, Great Value For The Poor
BUTTERWORTH, July 24 (Bernama) -- The provision of additional cash assistance of RM100 to Malaysian citizens, aged 18 and above, through the Basic Rahmah Contribution (SARA) programme should not be politicised, but rather seen as a form of concern for the poor. Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri said downplaying the value of the RM100 assistance was like belittling the poor in this country because it had a great impact on the daily lives of the less fortunate. "If he is a rich man, T20, he would indeed look down on RM100, but does he know how many people in this country are in the B40 group…how much RM100 is to them and for rich people, he doesn't understand whether RM100 is a big deal or not. "Do they know how many kilogrammes of rice RM100 can buy, how many chickens it can buy? So, if the (government) initiative is good, we have to say it is good, if it is not good, we have to say it is not good, not to belittle it,' he told reporters after attending the PENN 2.0 Special Fund Financing Briefing and Presentation Ceremony here tonight. Explaining further, Ramanan said all parties should show empathy and understand the reality of the lives of low-income groups, especially in challenging economic conditions. Anwar, who is also the Finance Minister, yesterday announced several major initiatives as a sign of appreciation from the MADANI Government to the people, including the one-off RM100 grant under the SARA programme, the delay in toll hikes for 10 highways, and the lower RON95 petrol price subsidy at RM1.99 per litre. KPWKM Channels Over RM20 Mln To PSK To Assist Vulnerable Groups
KUALA LUMPUR, July 24 (Bernama) -- The Ministry of Women, Family and Community Development (KPWKM) has channelled RM20.65 million this year to Voluntary Welfare Organisations (PSK) that provide services to the elderly, the disabled (OKU) and children. KPWKM Deputy Minister Datuk Seri Dr Noraini Ahmad said the assistance included food and beverages, special allowances for disabled students, volunteer allowances as well as administrative and infrastructure grants. "The assistance is based on the principle of welfare as a shared responsibility, hence PSK are encouraged to obtain additional funding sources without relying entirely on the government," she said. Noraini said this during the winding-up session on the debate on the Annual Report and Financial Statement of the Malaysian Human Rights Commission (SUHAKAM) 2023 for KPWKM at the Dewan Rakyat sitting today. Regarding the proposal to establish a special ministry for the elderly in preparation for Malaysia as an ageing country, she said the National Senior Citizens Advisory and Legislative Council would be the main platform to coordinate the issue. Deputy Minister of Rural and Regional Development Datuk Rubiah Wang, while winding up the debate on the report on the human rights of the Orang Asli, said the government was committed to ensuring that no group was left out in all aspects, including democratic rights. She said the Orang Asli Department (JAKOA) had implemented various initiatives, including organising awareness campaigns for voters in Orang Asli villages in collaboration with the Election Commission (EC) and civil society organisations to provide a clear understanding of the importance of being a voter. "To ensure that physical access is not an obstacle, JAKOA also helps to facilitate transportation and logistics, especially for communities in the interior and difficult to access," she said. While winding up the debate for the Ministry of Housing and Local Government (KPKT), the relevant Deputy Minister Datuk Aiman Athirah Sabu said the government was developing a one-stop centre to standardise the application and approval procedures for premises and hawker licences.
