India's Social Security Coverage Leaps From 19% To 64.3% Of Population In Last 10 Years

New Delhi: India has recorded a phenomenal expansion of social security coverage from 19 per cent in 2015 to 64.3 per cent in 2025. This means that 64.3 per cent of India's population, comprising 94.3 crore people, are now covered under at least one social protection benefit.
This unprecedented increase has also been acknowledged by the International Labour Organisation (ILO) on its ILOSTAT database. This 45-percentage point jump over ten years marks one of the most significant expansions globally.
In terms of the number of beneficiaries, India now ranks second in the world after China in providing social protection to citizens. The Ministry of Labour and Employment is working closely with the ILO for a national social protection data pooling exercise to obtain a holistic picture of social protection coverage in India.
Under this project, encrypted Aadhaar is being used as a unique identifier across 34 major Central schemes such as MGNREGA, EPFO, ESIC, APY, and PM-POSHAN, to identify unique beneficiaries. Financial inclusion has been at the heart of India's social security push. As of June 18, 2025, over 55.64 crore people hold Jan Dhan accounts, giving them direct access to government benefits and formal banking services.
The Aadhaar programme has helped create a unique digital identity system. As of June 27, 2025, over 142 crore Aadhaar cards have been issued. This system supports authentication and delivery of benefits to the right person at the right time.
The DBT system has streamlined welfare payments, reducing leakages and delays. Cumulative savings have reached Rs 3.48 lakh crore as of March 2023, reflecting its efficiency and scale. More than 51.06 crore people enrolled in PM Suraksha Bima Yojna, 23.64 crore people in PM Jeevan Jyoti Bima Yojna.
Apart from this, over 51.35 lakh workers in PM Shram Yogi Mandhan Yojna and more than 3 crore women to be empowered as Lakhpati Didis, over 4 crore houses have also been allotted under PM Awas Yojna to uplift the poor, the official figures show.
As per the ILO, social security is the protection that a society provides to individuals and families to ensure access to health care and to guarantee income security. It is especially important in times of old age, sickness, unemployment, disability, maternity, work injury or the loss of a breadwinner. Defined in ILO conventions and UN instruments, social security is recognised as a basic human right.
India has a wide-ranging social security system comprising social insurance and social assistance schemes at both the central and state levels. These include welfare payments, mandatory social insurance with contributions from the employer and employee, and other employer-based benefits. In addition to these, there are also schemes providing in-kind benefits like food, health, shelter, security, etc.
Phase I of this pooling exercise started on 19th March 2025 and includes ten states including Uttar Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Tamil Nadu, Odisha, Andhra Pradesh, Telangana, Karnataka, and Gujarat.
This data pooling exercise will not only strengthen India's global reputation as a social protection pioneer but also facilitate the Central government, states and UTs to optimise welfare spending and move closer towards sustainable financing of social protection. It will help the states in identifying unique beneficiaries under state-specific social protection schemes.

The move, it said, would ease the process for both voters and booth level officers (BLOs). "They have to just verify their details from the 2003 electoral rolls in the ER and submit the filled-up enumeration form. The electors, as well as the BLOs, will be able to readily access these details," the EC said in a press statement. With the 2003 data made publicly available, nearly 60% of the electorate would not have to furnish any documentation. Only the remaining 40% -- around 3 crore voters – will be required to submit one of 11 specified documents to establish their date and place of birth. The EC further clarified that any voter not listed in the 2003 rolls may still use an extract from those rolls as proof for their mother or father, instead of providing separate documentation. "As per instructions, anyone whose name is not in the 2003 Bihar electoral roll can still use the extract of 2003 electoral roll rather than providing any other documents for his/her mother or father. In such cases, no other document would be required for his/her mother or father. Only the relevant extract/details of the 2003 ER would be sufficient. Such electors would have to submit the documents, only for themselves, along with the filled-up enumeration form," it added. Tired of too many ads? go ad free now The EC said physical and online copies of the 2003 electoral rolls were being made freely available to all BLOs, as per instructions issued on June 24. This is to ensure that electors have easy access to documentary evidence while completing their forms. Despite these assurances, several opposition parties have questioned the timing of the revision – barely four months before the state assembly elections. They allege that the process is designed to selectively remove names from the rolls by demanding documents beyond Aadhaar for voter verification. They have also criticised the short timeline between June 25 and July 26 to complete the process. The EC, on its part, reiterated that the revision of electoral rolls ahead of elections was a legal requirement under Section 21(2)(a) of the Representation of the People Act, 1950 and Rule 25 of the Registration of Electors Rules, 1960. It stressed that such updates, both intensive and summary, have been carried out annually for the past 75 years. "The electoral roll is a dynamic list and must be regularly updated to account for deaths, migration for work, education or marriage and the addition of new voters turning 18," the commission said. It also cited Article 326 of the Constitution, which states that only Indian citizens aged 18 or above and ordinarily residing in a constituency are eligible to be registered as voters. Amid continuing scepticism, Jan Suraaj Party founder Prashant Kishor said, "The political parties doubt the process because the BJP recently won the elections in Haryana and Maharashtra where the same process was adopted. It is the EC's responsibility to explain to them why the process was so necessary and why it was started so late in Bihar."

The Indian Railways is set to implement a nationwide passenger fare hike for second class passengers on long distance trains starting from July 1, 2025. This will be the first increase since the last fare hike in 2020. The maximum fare hike, Indian Railways stated, will be 2 paise per kilometre. Fares for non-AC coaches will rise by 1 paisa per kilometre, while AC classes will see an increase of 2 paise per kilometre. However, there will be no fare changes for suburban trains and ordinary second-class travel for distances up to 500 kilometre. For second-class journeys exceeding 500 kilometre, fares will increase by only 0.5 paisa per kilometre. Monthly season tickets (MSTs) will remain unaffected, providing relief to daily commuters. There will be no changes in fares for Monthly Season Tickets (MSTs) and Suburban train fares. Additionally, other charges like the reservation fee and superfast surcharge will remain unchanged. Other Changes In addition to the fare hike, Indian Railways will tighten rules for Tatkal ticket bookings. Starting July 1, 2025, only passengers who have completed Aadhaar verification will be allowed to book Tatkal tickets via the IRCTC website or mobile app. From July 15, 2025, an OTP-based Aadhaar authentication will become mandatory during the Tatkal booking process. This move aims to increase transparency and reduce fraudulent bookings. Indian Railways is also working on preparing the final reservation chart eight hours prior to a train's departure, replacing the previous norm of four hours. This significant shift aims to enhance transparency and passenger convenience. The move, currently under pilot testing, is expected to benefit waitlisted passengers by giving them additional time to make alternate plans if their tickets remain unconfirmed. Alongside the early charting initiative, Indian Railways plans to launch a modernised Passenger Reservation System (PRS) by December 2025. Developed by the Centre for Railway Information Systems (CRIS), the upgrade will streamline ticketing operations and enhance user experience. Once implemented, the upgraded PRS will be able to process over 1.5 lakh ticket bookings per minute, marking a nearly fivefold increase from the current capacity of 32,000 bookings per minute.
