Musk's X sues to block New York social media transparency law

WASHINGTON: Elon Musk's X Corp has filed a lawsuit challenging a New York state law that requires social media companies to report how they moderate hate speech and disinformation.
The complaint, filed in a federal court in Manhattan, seeks to halt the law, which X argues violates the First Amendment by forcing platforms to disclose sensitive information about their content moderation practices.
'Today, @X filed a First Amendment lawsuit against a New York law, NY S895B,' X's Global Government Affairs team posted Tuesday, adding that it had successfully challenged a similar law in California.
'X is the only platform fighting for its users by challenging the law, and we are confident we will prevail in this case as well,' the company said.
The New York law requires social media companies with over $100 million in annual revenue to submit semiannual reports detailing how they define and moderate hate speech, racism, extremism, disinformation and harassment.
Companies face fines of $15,000 per day for violations, which can be sought by the attorney general's office.
X says the law is 'an impermissible attempt by the State to inject itself into the content-moderation editorial process' and seeks to pressure platforms into restricting constitutionally protected speech.
The lawsuit comes after X successfully challenged a nearly identical California law last year, according to the filing. New York's law is 'a carbon copy' of the California provisions that were struck down, the filing adds.
X claims New York lawmakers refused to discuss changes to the bill after the California ruling, with sponsors saying they declined to meet because of content on X promoted by owner Musk that 'threatens the foundations of our democracy.'
The company argues this indicated 'viewpoint discriminatory motives' behind the law's passage.
Senator Brad Hoylman-Sigal and Assembly member Grace Lee -- who introduced the law -- said in a statement that their act 'does not infringe upon the First Amendment rights of social media companies, nor does it conflict with federal law'.
'Instead, the Stop Hiding Hate Act requires narrowly-tailored disclosures by social media companies to allow consumers to better decide which social media platforms they utilize,' they added.
'The fact that Elon Musk would go to these lengths to avoid disclosing straightforward information to New Yorkers as required by our statute illustrates exactly why we need the Stop Hiding Hate Act.'

KDM deputy president Wetrom Bahanda said former Sabah Treasury permanent secretary Rusdin Riman will be fielded by the party in the Paginatan seat, the Borneo Post reported. 'Although (Rusdin) could not be with us today, his supporters are present and he has contacted me personally. 'Rusdin will be joining our fight for Paginatan,' Wetrom was quoted as saying. Rusdin is reportedly the deputy chairman of Progressive Insurance Berhad, a general insurance firm in which the Sabah government is the majority shareholder. The Paginatan seat is currently held by Parti Solidariti Tanah Airku (STAR) vice-president Abidin Madingkir, who is also an aide to chief minister Hajiji Noor. Abidin won the seat with a majority of 1,323 votes in a nine-cornered contest in the 2020 state polls. At the time, STAR had gone up against Umno, Parti Bersatu Sabah (PBS), Upko, Parti Cinta Sabah (PCS), Liberal Democratic Party (LDP), United Sabah National Organisation (Usno) and Parti Gagasan Rakyat Sabah. STAR and PBS have signed a pact for the upcoming state polls to avoid seat clashes, while the two parties are also part of the Gabungan Rakyat Sabah coalition along with Gagasan Rakyat, LDP, Usno and PCS.

KOTA KINABALU, July 27 — Gabungan Rakyat Sabah (GRS) chairman Datuk Seri Hajiji Noor has confirmed that an electoral pact will be formed between GRS and Pakatan Harapan (PH) for the upcoming 17th Sabah State Election. The Chief Minister said the matter had been discussed among GRS component parties, and a consensus was reached to establish an electoral arrangement with PH. Hajiji, who is also Parti Gagasan Rakyat Sabah (Gagasan Rakyat) president, said the move reflects the ongoing cooperation between GRS and PH within the current state administration. 'Of course, we are ready, but (the electoral pact formula) is not yet finalised. There are still a few matters to iron out,' he told reporters after officiating the Gagasan Rakyat Annual General Meeting 2025 here today. Meanwhile, Sabah PH deputy chairman Datuk Mustapha Sakmud expressed his appreciation to the Chief Minister for upholding the spirit of cooperation between the two coalitions. 'I think it's good news for Sabah,' he said. Mustapha said the next step would involve negotiations on seat allocation and expressed hope that the process would be carried out fairly. Asked how many seats Sabah PH is eyeing in the upcoming state polls, Mustapha said the coalition is targeting between 23 and 25 seats, subject to the outcome of negotiations. (Reuters pic) BEIJING : Billionaire Elon Musk's Tesla outperformed Chinese rivals including BYD, Xiaomi and Huawei in a test of assisted driving technologies on China's highways, according to results published by TikTok owner Bytedance's auto unit Dcar. State television CCTV and Dcar jointly tested the level 2 advanced driving assistance systems (ADAS) from more than 20 electric vehicle brands in China and rated their performance in a series of scenarios with higher risks of accidents on highways and urban traffics. The test videos posted by Dcar went viral on Chinese social media. Tesla scored the best in the highway test among 36 models, with its Model 3 and Model X passing five out of six scenarios, while BYD's Denza Z9GT and Huawei-backed Aito M9 failed in three scenarios. Xiaomi's SU7 passed in one of six. In a Weibo post today, HIMA, the Huawei-led auto alliance, said it declined to comment on the 'so-called test'. BYD and Xiaomi didn't immediately respond to requests for comment. 'Due to laws against data export, Tesla achieved the top results in China despite having no local training data,' Tesla CEO Elon Musk said on his X account today. Tesla has been caught in what Musk described as a 'quandary', as the US doesn't allow its artificial intelligence (AI) software to be trained in China, while the automaker has been seeking approval from Chinese regulators to transfer data saved locally in Shanghai back to the US for algorithm training. 'Domestic brands should face up to the gap with Tesla in autonomous driving,' Wang Yao, deputy chief engineer of the China Association of Automobile Manufacturers, told an auto forum in Shanghai earlier this month. Xiaomi CEO Lei Jun, in remarks after a Tesla Model Y delivered itself from an Austin, Texas factory to its owner in the area roughly 30 minutes away, said 'we will continue to learn' from Tesla which has led industry trends. The test came amid growing safety concerns in China about the ADAS after a highway accident involving a Xiaomi SU7 killed three people in March. State media have blamed misleading promotions for resulting drivers' improper uses of the technologies and the authorities have banned the uses of terms such as 'smart driving' and 'autonomous driving' for marketing driving assistance features. The public security ministry said this week that the country will set out legal responsibilities related to the technology that has yet achieved true autonomous driving. 'Drivers face safety and legal risks if they are distracted in accidents when assisted driving is turned on,' the ministry warned. Xiaomi had seen a slump in new EV orders as a consumer backlash began in April following the fatal trash, but the impact seems short-lived, with its new electric SUV receiving exceptionally strong initially orders after it went on sale last month. Tesla's sales of its China-made electric vehicles edged up 0.8% in June from a year earlier, snapping an eight-month losing streak, but they continued to fall on a quarterly basis in the face of lower-cost new models from its Chinese rivals. Tesla's assisted driving suite is available in China for nearly US$9,000, while the technology from its local rivals including Xiaomi and BYD is without extra cost, pressuring the US automaker's self-driving future. Tesla's technology approach relies solely on cameras as sensors and AI while most Chinese peers including BYD use light detection and ranging (LiDAR) sensors additionally to ensure performance.
