Allahabad HC questions use of female workforce for men's toilet maintenance
The issue arose while the Lucknow bench of the court was hearing a Public Interest Litigation matter concerning the construction and upkeep of toilets for both men and women in Jeyona village under the Maharajganj block development area of Raebareli district.
A division bench of Justices A R Masoodi and A K Srivastava directed for the filing of a detailed counter-affidavit in the matter and also ordered the personal appearance of the village head concerned in the court on May 22.
The PIL was filed by Jamuna Prasad regarding the state of public toilets in the Jeyona village panchayat. Previously, the bench had summoned the village head to address the issues raised in the plea.
Complying with the court's order, the village head had appeared before the bench and informed the judges that a common toilet facility for men and women was established in the village under the Swachh Bharat Mission.
"Three separate toilets for women and an equal number of toilets for men have been constructed at the same place. In order to monitor the maintenance of the toilets, a self-help group of 12 women, sponsored by the Rural Livelihood Mission, has been engaged," he told the court.
On the court's inquiry about the gram panchayat's approach to maintaining the toilets specifically designated for men, the village head submitted that the same self-help group, comprising only women and engaged for approximately a year, is responsible for the upkeep of all toilets.
This explanation drew a reaction from the bench, which observed, "Maintenance of toilets used by men through a female workforce does not seem to be in line with any scheme evolved by the gram panchayat, which enjoys exclusive control of maintenance."

With one day to go for the commencement of the Parliament's Monsoon Session, Union Minister Kiren Rijiju on Sunday said over 100 MPs have already signed a notice to bring a motion in the House for the impeachment of Justice Yashwant Varma, crossing the required number of signatories. The government said it will bring the motion during the Monsoon Session and has received support from different parties, including the opposition, in this move against 'corruption in judiciary'. Formerly serving in the Delhi High Court, Justice Yashwant Varma has been at the centre of controversy since March 14, when fire personnel discovered wads of half-burnt cash at his official residence in the national capital after a fire broke out there. The then-CJI Sanjeev Khanna constituted a three-member committee of High Court judges to investigate the matter, and on March 20, the SC Collegium proposed that Justice Varma be transferred to the Allahabad High Court. Following the submission of the committee's 64-page report on May 4 — which found credence in the allegation of cash being found at his official residence — CJI Khanna sought Varma's resignation, which the High Court judge refused. Khanna then forwarded the report, along with Justice Varma's reply, to President Droupadi Murmu and Prime Minister Narendra Modi. Khanna reportedly recommended to the President to initiate the process to remove Varma. Varma has been kept off judicial work since his transfer to the Allahabad High Court. Protesting the allegations, he has moved the top court against the committee's findings, saying that mere recovery of cash does not establish his culpability.

Sadhana Samavesha: Development works worth ₹2,578 crore launched in Mysuru
Development works worth ₹2,578 crore — including the inauguration of several schemes and the laying of foundation stones for others in Mysuru district — were launched at the 'Sadhana Samavesha' held here on Saturday. The programme aimed to highlight the Congress government's achievements and send a message to its critics and the Opposition, who had claimed that the government lacked funds for development works, with all its money being spent on the implementation of guarantee schemes. At the mega event held at the Maharaja College ground in the city, which was attended by Karnataka Chief Minister Siddaramaiah, Deputy Chief Minister D.K. Shivakumar, and All India Congress Committee president Mallikarjuna Kharge among others, a large number of people were present to witness the launch and unveiling of foundation stones for various projects. In response to the demand for a spacious bus stand, a foundation stone was laid for a new bus terminal at Bannimantap, to be made at a cost of ₹120 crore. White-topping of key roads in Mysuru will also be taken up at a cost of ₹393.85 crore by the Public Works Department. Further, hostels for students belonging to the Scheduled Caste community are coming up in Krishnaraja, Chamaraja, Narasimharaja, Chamundeshwari, and Nanjangud constituencies at a cost of ₹502.41 crore. These works, too, are being implemented by the Public Works Department (PWD). Four projects under the Swachh Bharat Mission-2, one project for implementing civic works, and two other projects related to water distribution and underground drainage (UGD) were also launched. These are estimated to cost around ₹380.84 crore and are being implemented by the Mysuru City Corporation. The Department of Water Resources has taken up works estimated to cost around ₹419.86 crore, with a majority of those to be implemented in Periyapatna, K.R. Nagar, H.D. Kote, and Nanjangud taluks.
