After more than 20 years, Sarawak labour law finally updated, aligning rights with peninsular Malaysia

KUCHING, May 2 — Employees in Sarawak finally have access to the benefits their counterparts in Peninsular Malaysia are enjoying as the amended Sarawak Labour Ordinance (SLO) came into effect yesterday.
Malaysian Trades Union Congress (MTUC) Sarawak Division chairman Zaidi Nasar said Sarawakian workers had waited for such labour reforms for over 20 years.
Among the key changes now in force are a seven-day paternity leave for male employees, and an extension of maternity leave from 60 to 98 days, aligning with national standards and offering stronger support for working families.
'The maximum weekly working hours has been reduced from 48 to 45 hours to ensure the better wellbeing and productivity of employees. In addition, contract workers now enjoy stronger protections including fairer contract periods and access to employment benefits equivalent to permanent employees,' he said in a statement issued today.
Zaidi said overtime pay had been adjusted to be comparable to workers in Peninsular Malaysia while there will be increased protection for workers' rights relating to workplace safety, including stricter regulations for employers to provide a safe and risk-free work environment.
He said workers are now given the opportunity to apply for Flexible Working Arrangements, which allow them to adjust their working hours, work locations and work methods to improve their work-life balance.
He added that employers must consider these applications fairly in line with the interests of the company's operations and the wellbeing of their employees.
'The SLO is now extended to all workers regardless of salary limit or type of employment. This ensures that all workers in Sarawak are fully protected under labour laws, providing fairness and wellbeing to every worker including professionals and executives,' he said.
Zaidi pointed out that enforcement mechanisms are also strengthened to ensure that employers comply with labour regulations, with stricter action against non-compliance.
According to him, this success is a testament to the joint efforts of the leadership and trade unions in championing the rights of Sarawakian workers.
'With this amendment, the Sarawakian workforce sector is now able to enjoy benefits on a par with their counterparts in Peninsular Malaysia. Well done to the leadership that truly listens and acts in the interests of Sarawakian workers,' he said. — The Borneo Post

MIRI (July 4): Investing in human capital is not a choice but a strategic necessity, said Sarawak Deputy Minister of Women, Childhood and Community Wellbeing Development Datuk Rosey Yunus. She said without quality human capital, even the infrastructure, investments, and economic policies would not yield optimal outcomes. Delivering her opening speech for the Sustainable Sarawak Seminar 2025 organised by Pustaka Negeri Sarawak yesterday, she said the state is currently in a crucial phase of transitioning from a resource-based economy to one driven by knowledge, technology, and innovation. Her speech was read by Political Secretary to the Sarawak Premier, Sarkawi Suhaili, who represented her at the event. Themed 'Human Capital as the Driver of Sarawak's Economic Sustainability', the seminar is in its third edition and held for the first time in Miri. 'I am confident that by strengthening human capital development ― especially among youth, women, the B40 group and rural communities ― we can not only reduce inequality, but also elevate Sarawak's economy to a more sustainable and inclusive level,' she said. Rosey explained that human capital development is not limited to the labour force, but includes all segments of society who are knowledgeable, skilled, ethical, and competitive ― individuals who can actively contribute to the state's development. 'We need more Sarawakians to have access to lifelong education, relevant skills training including TVET, and professional growth opportunities,' she said. She pointed out that the Sarawak government has prioritised human capital as one of the main pillars under the Post Covid-19 Development Strategy 2030 (PCDS 2030 to achieve high-income status by 2030. However, she added that success will require collaboration across multiple sectors, including educational institutions, training agencies, industries, civil society organisations, and grassroots communities. 'We must ensure every Sarawakian ― regardless of background ― has equal opportunity to contribute to the state's development. 'This is the true meaning of sustainable development: when economic growth goes hand-in-hand with empowering the people,' she said. Rosey expressed hope that the seminar would serve as a constructive platform to generate fresh ideas and foster strategic collaborations for a more sustainable and resilient Sarawak. The initiative, she noted, is part of Pustaka Negeri Sarawak's ongoing awareness and advocacy efforts on the Sustainable Development Goals (SDGs), entrusted to the agency by the Premier. She said the seminar offers a valuable platform to reassess strategies, share best practices, and develop a more integrated approach to human capital development in Sarawak. BINTULU (July 3): The Sarawak Labour Department (JTK Sarawak) has inspected 3,514 employer premises across the state as of May 2025, said JTK state director Awang Raduan Awang Omar. He said that from these inspections, 390 notifications were issued to employers for various violations under the Sarawak Labour Ordinance (Chapter 76). 'During the same period, 729 labour-related cases were received and handled by labour offices throughout Sarawak. 'From January to May 2025, JTK Sarawak offered 563 compounds amounting to RM876,000. A total of RM31,475,212.52 in employee compensation was recorded,' he said. He shared this during the Customer Engagement Day and Anti-Forced Labour Awareness campaign at Dewan Suarah, Bintulu on Wednesday, as part of the Labour Go Rural Area Programme (L-GRAP) 6.0. The event was officiated by Deputy Minister of Infrastructure and Port Development Dato Majang Renggi. Officially launched on June 30, Raduan said the L-GRAP 6.0 features a convoy of 21 vehicles travelling across Sarawak and even crossing into neighbouring Brunei Darussalam before heading to Lawas. He said the journey, which began in Kuching, will span seven days with stops in Sibu, Bintulu, Miri, and culminating in Lawas on July 5, before returning to Kuching on July 6. The convoy was flagged off at the Sultan Iskandar Building lobby and is making its way across rural and coastal areas, aiming to bridge the information gap for communities that often face limited access to legal and labour-related information. 'Since its inception in 2020, L-GRAP has evolved into a vital platform for labour education, employment legal advocacy, and inter-agency collaboration involving government departments, local communities, and industry players,' he said. On July 1, 2025, the convoy stopped in Sibu where it carried out a corporate social responsibility (CSR) activity at Rumah Seri Kenangan, engaging residents in various programmes before continuing to Kampung Penan Muslim to distribute aid. The highlight of the L-GRAP 6.0 tour will be held on July 4 at Hotel Seri Malaysia, Lawas, through the 'Protect Workers, End Forced Labour' campaign. Each stop along the route features outreach activities including legal advice, labour-related talks, fraud awareness sessions, career counselling, and more. Raduan said a key focus of L-GRAP 6.0 is to raise awareness of amendments to the Sarawak Labour Ordinance (Chapter 76), which came into effect on May 1, 2025. These amendments he said provide improved protections and benefits for workers in Sarawak. The programme emphasises the importance of understanding labour laws that safeguard workers' rights and clarify employers' responsibilities. This year's programme also includes public awareness on risks of overseas employment for Sarawak workers, implementation of Malaysia's minimum wage policy, social Security Schemes for self-employed individuals and housewives and Job scams and employment fraud prevention. In addition, the Social Security Organisation (Perkeso) is conducting MyFutureJobs open interviews in Bintulu and Lawas, providing opportunities for jobseekers to secure employment on the spot. L-GRAP is now an annual flagship programme under JTK Sarawak, running successfully since 2020. It reflects the Ministry of Human Resources' (Kesuma) long-term initiative to bring government services closer to rural communities, while empowering citizens with knowledge about their rights under national labour laws.

Speaking to reporters after delivering her talk titled 'Generative AI in Media: Balancing Innovation & Responsibility' at the Sarawak Media Conference (SMeC) 2025 here today, Soh highlighted ongoing efforts to build partnerships between the two regions. 'I also run a ground-up initiative called AIGents of Change in Singapore, and we have been working very closely with the Singapore Global Network. 'The sole mission of the Singapore Global Network is to strengthen friendships between Singapore and forward-looking, visionary regions like Sarawak,' she told The Borneo Post . Soh, who has a background in corporate communications and over eight years of background as a global keynote speaker in AI, media, and blockchain, also expressed admiration for Sarawak's digital and technological initiatives – particularly the development of its own AI model known as DeepSAR (DeepSarawak), designed to suit the state's unique digital landscape and resources. 'I think DeepSAR is very mind-blowing to me. 'How would a leader even think of DeepSAR? That process of thinking is so inspiring. Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg must have such insight and conviction that Sarawakians can do it – that we can succeed on the global stage,' she said. Soh said she hopes to tap into her current collaborations with the Singapore Global Network to build closer ties with Sarawak's youth and community. 'I wish to leverage my working relationship with the Singapore Global Network to strengthen engagement with young people in Sarawak, as well as the broader community. 'I believe Sarawak is a visionary society, and I feel privileged to have had the opportunity to visit,' she added. She also shared a personal connection to Sarawak from her school days. 'When we were 11 or 12 years old, Sarawak and Sabah were always mentioned in our social studies books – about the formation of Malaysia, and how Sarawak, Singapore, and Sabah came together to form the country,' she recalled. Reflecting on the potential for deeper cross-border collaboration, Soh expressed optimism that partnerships can be explored further.
