
Chair of Film Otago Southland seeks to modernise
Recently appointed Film Otago Southland chairman George Dawes has said pairing dramatic locations with local talent and facilities will keep the region on the global production map.
As the owner of a Dunedin video company, he brings both practical and artistic knowledge to the role.
Film Otago Southland, a non-profit trust funded by southern councils and the Southern Institute of Technology, links productions with local crews and facilities, provides advice on film permits and permissions as well as advocating for film-friendly policies and legislation.
It covers a wide region across Queenstown Lakes, Dunedin, Southland, Central Otago, Waitaki and Clutha.
These regions continue to attract productions ranging from international features to television commercials.
Oscar-winning drama The Power of the Dog beautifully captured Central Otago's stark landscapes.
Dunedin and Oamaru hosted Netflix romance The Royal Treatment , local coming-of-age comedy Uproar filmed in Dunedin, while Brad Pitt's Heart of the Beast was based in Queenstown.
While international titles grab headlines, the trust aimed to grow domestic production.
International shoots must hire New Zealanders, so building local capacity benefits both sides.
Productions needed to satisfy Immigration New Zealand requirements and show they were using local crews.
"Immigration [New Zealand] won't just give out visas for everyone just because they are coming for a film.
"There has to be opportunities for New Zealanders."
Three aspects the trust aimed to promote were world-class locations, world-class crew and world-class facilities.
One of the challenges in the South was having options to move indoors when bad weather prevented exterior shoots.
There had been several facility investment proposals in recent years such as the Ayrburn film precinct development near Arrowtown and the proposed Silverlight Studios near Wānaka.
"We take a view that any investment in screen capacity is good and we would support any developer that can get it over the line."
Simplifying the permit process remains a key challenge.
Film Otago Southland connects productions with the Department of Conservation (Doc), Land Information New Zealand and local councils.
It also advises on gaining access to privately owned land.
"Sometimes it is just knowing who the landowner is and knowing which locations are accessible."
The government is reviewing proposals to modernise concessions, including filming permits managed by Doc.
Updated concession rules could better reflect modern filming trends, including lighter camera gear and the use of drones instead of helicopters.
"A lot of Doc's processes are set in legislation, so the timeframes around concessions processing and the notification periods are set.
"I think what we would really like to see is a modernisation of the permitting process."
The footprint of film production has shrunk over the past 20 years thanks to technology and innovation, but the permitting process does not yet reflect that reduced impact.
For example, the permitting rules do not clearly distinguish between crew sizes, from "micro" to small or medium teams.
"I suspect we will get there. Doc has been really good at doing what they can to support film."
Film Otago Southland also supported the Southern Film Collective with funding.
"That is a group that is focused on growing the creation of content and IP in the lower South Island.
"So it is producers, writers, directors trying to work together to grow the industry."
While the trust remained focused on attracting overseas projects, it also wanted to foster productions created locally.
"They have a benefit wider than just a film crew that comes into town for a period of however long.
"So while that is all really important, we want to see that other part of the industry develop as well."

Winner encourages contest entries
Ōtepoti Dunedin musician Keira Wallace, 18, winner of the 2024 Play It Strange youth songwriting competition, is urging other young creatives to have a go this year. Winning the Play It Strange competition earned Keira a $10,000 grant, time in a recording studio, and the support of a mentor as they went through the process of recording their winning song Lambs Aren't Waking Yet . The Play It Strange charitable trust works to promote and inspire songwriting among New Zealand secondary school students through competitions and performance opportunities. The 2025 Play It Strange songwriting competition is open now to students in years 9-13, offering a top prize of a $10,000 new music single package, funded through NZ on Air, mentor sessions, a $1000 Rockshop voucher and an artist development session with Sole Music Academy founder Sascha Vee. Ten national finalists will also receive smaller prize packages. The competition closes on July 16. Keira was a Taieri College student when they won the competition on their fourth attempt with a songs quickly demoed in their bedroom over two days. "I kind of left it to the last minute, and I was hopeful but not really expecting to win," Keira said. "So it was very exciting to win and have the chance to work with my mentor musician Dave Kean on recording my song at Roundhead Studios in Auckland. "Alex Corbett produced the track and I had a friend there to play violin and mandolin — it was heaps of fun." A music video for Lambs Aren't Waking Yet was also created by Wanaka-based Bunker Street Film Co and included filming on location in Tarras. The single was released earlier this year through Keira's own distribution platforms, and they played release shows in Lyttelton and Dunedin. "The whole process was really fun — you get so much support with Play It Strange," Keira said. Receiving a $1000 Rockshop voucher was also a real bonus, enabling Keira to buy their first electric guitar. Now studying Music and Marketing at the University of Otago, Keira continues to perform solo and is also a member of shoegaze rock band Motheaten and folk-country duo Dolly Possum with Kristian Groves. "It's a different and enjoyable experience to perform alongside others in the band and in Dolly Possum," they said. "At university I'm taking an array of music papers, including composition and production, in the hopes of ending up somewhere in the music industry in the future." Keira heartily recommended the Play It Strange experience and urged other young musicians to give it a go as well. "It is an incredible opportunity." "I found it really inspiring and have been doing more recording at home — I'm working on an EP at the moment."

Chris Brown pleads not guilty to two further charges in London
Grammy-winning singer Chris Brown on Friday pleaded not guilty to two further charges related to the serious beating of a music producer with a bottle in a London nightclub in 2023. Brown, 36, denied the more serious charge of attempting to cause grievous bodily harm at a hearing last month. The singer, wearing a light brown suit, pleaded not guilty to assault causing actual bodily harm to Abraham Diaw at the Tape nightclub in the swanky London neighbourhood of Mayfair in February 2023. He also denied having an offensive weapon — a bottle — in a public place during the short hearing at Southwark Crown Court. Around 20 fans sat in the public gallery behind the dock for Friday's hearing, with several gasping as the singer of Go Crazy, Run It and Kiss Kiss walked into the courtroom. ADVERTISEMENT Co-defendant — Brown's friend and fellow musician — Omololu Akinlolu, 39, also denied actual bodily harm on Friday. The 2023 attack was caught on surveillance camera in front of a club full of people, prosecutors said. Brown was released in May on bail of £5 million (NZ$11.2 million), which allowed him to start his Breezy Bowl XX tour. Following a series of dates in Europe, he's set to return to North America at the end of July to play in Miami, before moving across the US with a two-night stop in Toronto along the way. Brown, who rose to stardom as a teen in 2005, won his first Grammy for best R&B album in 2011 for F.A.M.E. He earned his second in the same category for 11:11 (Deluxe) earlier this year.
