Tenant farmers can access Fasal Bima if authorised by landowners: Govt
Speaking in the Lok Sabha, Union Agriculture Minister Shivraj Singh Chouhan said that even for minimum support price (MSP) purchases, if the landowning farmer provides authorisation, crops grown by tenant farmers can be procured at MSP with the permission of the state government.
Earlier, tenant farmers were unable to receive the full benefit of several government schemes. Chouhan said this is now being addressed.
According to the National Statistical Office's (NSO) Situation Assessment of Agricultural Households survey for 2018–19, 17.3 per cent of the total estimated 101.98 million operational holdings in rural India were on leased land.
The share of such leased-in lands in the total area used for agricultural production stood at 13 per cent.
In previous surveys, the NSO had estimated the share of leased-in holdings at 11.3 per cent and 6.5 per cent, respectively. However, several experts believe these figures are grossly under-estimated, as many tenancy arrangements are oral and undocumented.
Chouhan also stated that tenant farmers or share-croppers can now become members of farmer producer organisations (FPOs). He said more than 650,000 tenant farmers had benefited under PMFBY in recent months, while MSP procurement had been extended to around 4.2 million share-croppers.
He asserted that several reforms introduced by the government had led to the doubling of income for many farmers.
Under the leadership of Prime Minister Narendra Modi, he said, record procurement had been made at MSP, fertilisers were made available at subsidised rates, and insurance claims worth ₹1.83 trillion had been settled.
Chouhan also criticised the previous UPA government for rejecting a proposal to implement the Swaminathan Commission's recommendations, which had called for fixing MSPs by adding a 50 per cent profit margin over the cost of production.

The CEO's office, however, denied receiving any such complaint. Nagesh contested the 2023 polls from Mahadevapura constituency in Bengaluru and lost by a margin of 44,000 votes to BJP's S Manjula. On July 31 this year, in a letter to the state election commission, he said, 'I, H Nagesh, wish to bring to your kind attention that we had earlier during April 2023, submitted a list containing details of alleged forged entries in the voters list pertaining to our constituency 174 Mahadevapura. This issue is of grave concern as it affects the transparency and fairness of the electoral process. However, we have misplaced the list of documents — we do not have a copy of the submitted documents for our records. We kindly request you to share a copy of the document which we had submitted.' The letter was shared on the official X handle of the Chief Electoral Officer, Karnataka, and the reply attached. Yogeshwar S, Joint Chief Electoral Officer, in a letter dated August 2, said that 'this office does not have records of any such letter received from you during April 2023 on the issue of electoral rolls with a list containing details of alleged forged entries in the voter list pertaining to 174-Mahadevapura Assembly constituency, which you have suddenly raised now.' 'This office has a statutory copy of the electoral roll which is also available online and is always handed over to the candidates during the elections, including you while you were a contesting candidate,' the letter said. 'Since then, you have not filed any petition with respect to 174-Mahadevapura Assembly Constituency as per Section 80 of the Representation of the People Act, 1951 nor any appeal to either the first appellate authority or second appellate authority against entries in the electoral rolls published in 2023 as per Section 24 of the Representation of the People Act, 1950,' it said.

The meetings came against the backdrop of the logjam in Parliament over the Opposition's demand for a discussion on the Special Intensive Revision (SIR) exercise in Bihar ahead of the assembly elections in the state. Except discussions in both Houses on Operation Sindoor, Parliament has seen little business ever since the Monsoon session began on July 21. Also, the Lok Sabha last week approved the extension of the President's rule in Manipur for six more months, while the Rajya Sabha is yet to take up the motion for discussion. The President's rule was imposed in the Northeastern state on February 13. The prime minister's meeting with the President also came days after US President Donald Trump announced 25 per cent tariffs on exports from India and an unspecified penalty because of New Delhi's purchases of Russian military equipment and oil. The meetings also came nearly two weeks after Jagdeep Dhankhar on July 21 tendered his resignation as vice president to the President citing health grounds. The vice president also functions as the chairman of Rajya Sabha. The Election Commission last week announced that election of vice president will take place on September 9. The electoral college for the vice-presidential election comprises all elected and nominated members of the Rajya Sabha and all members of the Lok Sabha.
