Experts question Rachel Reeves' spending promises

Experts have questioned whether Rachel Reeves will be able to meet the spending promises she made on Wednesday, given how many of them require a sudden and unprecedented drop in the asylum backlog.
The chancellor said on Wednesday she would save £1bn by drastically reducing the number of asylum seekers waiting for a decision on their claims and ending the use of hotels to house them.
The policy is aimed both at winning over Reform voters, many of whom list the use of asylum hotels as a major concern, and at freeing up cash for other priorities such as affordable housing. But economists and aid experts warned that the savings would be difficult to achieve.
Jonathan Thomas, a senior fellow at the Social Market Foundation thinktank, said: 'The political priority is to 'end the costly use of asylum hotels in this parliament', not by housing asylum claimants elsewhere, but by 'clearing the asylum backlog, increasing appeals capacity and continuing to return those with no right to be here'.
'All of these things are really hard to do and – assuming the investment in the Border Security Command is not sufficient to stop people arriving irregularly in the UK – hostage to fortune; of who, and how many, continue to arrive in the UK to claim asylum.'
Gideon Rabinowitz, director of policy and advocacy at Bond, which represents aid organisations, said there was 'a lack of urgency within government to reduce these costs'.
Labour promised before the election to end the use of hotels for asylum seekers, with a senior Home Office official confirming earlier this year the ambition would be to achieve this by the end of the parliament.
On Wednesday however, Reeves put the expected savings from this policy into the government's budgets, meaning ministers now have to achieve them to be able to spend what they want to elsewhere. Her aides added that the reductions in the asylum backlog would enable the housing department to spend less on housing people in temporary accommodation – cash which will be used instead to pay for the £4bn a year affordable homes scheme.
So far however, the Home Office has had little success in reducing hotel costs.
Much of the department's hotel spending for asylum seekers qualifies as international aid. But documents released last week show it plans to spend £2.2bn on aid this year – only slightly below the £2.3bn it spent last year.
Ministers say their plans over the next few years will enable them to rapidly reduce reliance on asylum hotels.
The Home Office is planning, for example, to move more people into empty 'medium-sized' accommodation, with officials examining proposals from nearly 200 councils seeking to recondition disused tower blocks and student accommodation.
Angela Eagle, the immigration minister, told MPs on Tuesday that the government had received 198 applications to convert unused housing which also includes former teaching colleges.
Appearing before the home affairs select committee, the minister said the government was discussing proposals with local authorities to investigate 'medium-sized' accommodation options.
These could replace the current use of hotels but operate on a smaller and more localised scale than disused military bases as suggested by the last government.
'The idea with medium-sized is things like old voided tower blocks or old teacher training colleges or old student accommodation that isn't being used where you could have numbers of rooms that are more than you would get with dispersed accommodation,' she said. 'The idea is you would move from hotels into that kind of thing rather than old military bases or Pontins holiday parks.'
Karen Bradley, the Conservative chair of the committee, said on Wednesday however: 'If hotels disappear there will still need to be stock of short-term accommodation to deal with unpredictable levels of irregular migration. Targets on their own are not enough, they need to be delivered – and for that we need to have workable solutions.'
'Unless these savings are made there will be a knock-on effect on the ability of the Home Office to achieve its wider aims. Policing, immigration and counter-terror will all struggle to meet the ambitious targets the government has set itself.'

One in eight (12%) people with a salary over £100,000, but with no parental wealth to fall back on, feel 'trapped' by their current financial commitments, a survey has found. More than two-fifths (44%) do not feel that they are able to comfortably meet their financial commitments each month, according to the research commissioned by wealth manager Killik & Co. Despite their high salaries, nearly a fifth (18%) of high earners in this group admit that their financial commitments are causing them stress and anxiety. Over a quarter (28%) said that the cost of supporting loved ones is reducing their financial savings while 26% said their own personal financial commitments are impacting their financial cushion. The most common monthly financial commitment, aside from household expenses and utility bills, was insurance (66%), including health, home and car cover. Nearly half (47%) of those surveyed have commuting costs, and 45% have private healthcare or other medical expenses. Over a third (36%) have credit card debt to pay. This group is also largely focused on the short term, the research indicated, with the majority (56%) thinking only a year ahead when planning finances and only 3% planning more than five years in advance. Will Stevens, head of wealth planning, Killik & Co said: 'A high tax burden, loss of free childcare, family dependants and mortgage costs all stack up and make it difficult for even those on the highest salaries to build up financial resilience. 'If they are not due an inheritance, it's clear even those on six figures and above are struggling to build up savings to ensure longer-term financial stability for their family. 'Provided money is managed carefully, this doesn't need to be the case. Upweighting pension contributions, managing salary increases and childcare support, and seeking financial advice to ensure your estate is well structured from a tax perspective, can all help high earners avoid the common traps which block them from accumulating wealth.' More than 2,000 people across the UK who are earning £100,000 or more and do not stand to inherit money from parents and whose parents cannot support them financially were surveyed by Censuswide for the research carried out in April and May.

The typical cost of some popular home renovations has fallen in recent months, analysis of job inquiries indicates. The Checkatrade Home Improvement Index found that prices for bathroom fittings have dropped significantly, with the average cost at £5,525 in the second quarter of this year, down from £5,758 in the first quarter and £6,062 in the final quarter of 2024. In the second quarter of 2025, the average kitchen fitting job was £6,803, down from £7,337 in the fourth quarter of 2024. Typical bedroom fitting costs fell to £3,631 in the second quarter of this year, down from £4,016 in the first quarter. Average prices for painting and decorating, window and door fitting and plastering have also fallen during this year, the analysis indicates. Some price falls have also been seen for bigger-scale building jobs, from £15,358 on average in the third quarter of last year to £12,369 in the second quarter of this year. Checkatrade said typical costs for groundworks and for patios and driveways have also seen some reductions. The second quarter of the year is often a popular time for outdoor work to take place ahead of summer. The website, which has a job estimate calculator, said that, just as rising costs of materials led to price increases last year, some costs falling back are likely to be a key reason behind some declining prices for work. Checkatrade also said that, with the UK having already seen a hot summer, air conditioning prices have also recently been falling. Recent data from Zoopla, which has announced a strategic partnership with Checkatrade, indicated that, if sold in summer, air conditioning could potentially add £4,925 to a property's value typically. Jambu Palaniappan, CEO at Checkatrade, said: 'The latest figures are brilliant news for homeowners. Last year we saw rising costs in the industry, propelled by high material and labour costs. 'A reduction in material costs in particular now appears to be having an impact on reducing the wider cost of work and we are starting to see a return to more normal levels.'

Labour faced mounting pressure last night to shut the asylum hotel at the centre of angry protests. But ministers stayed silent as senior Tories joined demands for migrants to be removed from The Bell Hotel in Epping, Essex, over 'legitimate' concerns about crime. As frustrated organisers of the growing demonstrations said they would not stop until it was closed, fresh clashes broke out outside the hotel yesterday, despite a heavy police presence to separate rival groups of protesters. The demonstrations were triggered after Ethiopian man Hadush Kebatu was charged with sexually assaulting a schoolgirl just days after he arrived in Britain in a Channel dinghy. Police chiefs have already described the unrest at The Bell as a 'signal flare' for another summer of disorder. Epping Council voted unanimously last week to urge the Government to close it. But Treasury minister James Murray refused to comment yesterday when asked why the Government has not listened to the demands. He told Sky News: 'I'm not going to comment on specific cases, but I do understand people's frustration. 'And whilst, obviously, there can never be any place for criminal violence, there's absolutely a right for people to protest about this.' It came after polling found that immigration has overtaken the economy to become voters' biggest concern about the country after the NHS. The survey by Opinium found 49 per cent of people put immigration among their top three concerns – a seven-point increase since May. Meanwhile, Sir Keir Starmer could also come under pressure to act from Donald Trump when they meet in Scotland today, after the US President said he had 'sealed our borders' in America and urged Europe to follow suit. Shadow Home Secretary Chris Philp told the Mail: 'Ministers must recognise the strength of feeling from the public about this hotel, listen to their genuine and real concerns, and shut it down. 'The Government has lost control of our borders. They need to listen to the public anger on this issue and deport all illegal immigrants immediately upon arrival. 'I am furious we are being overwhelmed by illegal immigrants. What has happened at The Bell is a consequence of that.' Opposition leader Kemi Badenoch said 'agitators' were coming in to whip up trouble, telling GB News: 'The Conservatives have been calling for that hotel to be closed down, because you have to show people there is a response when they have legitimate concerns.' Kebatu, 38, is due to be tried for allegedly trying to kiss a schoolgirl as she ate pizza in Epping on July 7, eight days after he arrived in the UK. He denies sexual assault, inciting a girl to engage in sexual activity and a charge of harassment. There were more ugly scenes outside The Bell yesterday when up to 1,000 demonstrators clashed. Around 400 protesting against the migrants – mostly locals – gathered after lunch, with counter-protesters, including of pro-Palestine groups and trade unions, arriving at around 4pm, and staying for barely an hour. Despite police from 31 forces including Merseyside and Lancashire separating them, at least three people were arrested. Sarah White, 40, who organised the protest against the hotel, said: 'We won't stop. Today has been a great opportunity for our voices to be heard. We've got the message out there that we don't want these hotels. 'This, I think, has been the biggest – there's more to come. We need to feel safe – we don't currently. It's shocking. We won't stop until that hotel is closed.' Maureen Chapman, 73, said she felt 'under threat', adding: 'I have grandchildren living locally. We want this closed and we won't stop until it is. Despite police from 31 forces including Merseyside and Lancashire separating them, at least three people were arrested 'These people moaning, would they want it at the end of their street?' The Home Office said: 'The Government is reducing expensive hotel use as part of a complete overhaul of the asylum system. 'From over 400 asylum hotels in summer 2023, costing almost £9million a day, there are now less than 210. We want them all closed by the end of this Parliament. 'People rightly want to see a robust and effective asylum system and we have a duty to support people who would otherwise be destitute and sleeping rough while their case is decided.'
