What's open and what's closed in Minnesota on Juneteenth 2025
Juneteenth became a federal holiday in 2021.
The holiday, which lands on June 19, marks the day that the enslaved people in Galveston, Texas, were told they were free. It was more than two years after the Emancipation Proclamation had been signed. Sometimes called Freedom Day or Emancipation Day, it recognizes the end of slavery.
Because Juneteenth is a federal holiday, many services are unavailable. Though, many stores do remain open. As you're planning which Juneteenth events to attend, note that the below companies and services will not be open on Thursday, June 19.
The U.S. Postal Service does not offer regular delivery on Juneteenth. However, Holiday Premium Priority Mail Express and Sunday/Holiday same-day delivery remain available.
UPS and FedEx operate normally on the holiday, according to their websites.
As it's a federal holiday, expect most government services, including courts, to be closed. Emergency services remain available.
In addition to being a federal holiday, Juneteenth is recognized as a state holiday as well. That means public schools are closed. Most schools are out for the summer, but other services offered by schools, such as summer programs, athletics, and meetings, may not take place. Check with your school to see if services you use are unavailable.
In the Twin Cities, Metro Transit will offer regular service. For other service providers, check before heading out the door.
In Minneapolis and St. Paul, service will run as usual on Juneteenth.
As is the case with most federal holidays, expect banks to be closed. U.S. Bank, Wells Fargo, Huntington Bank, Bremer Bank, BMO, and Affinity Plus Federal Credit Union branches are among the banks that have announced they will be closed on June 19.
Additionally, the New York Stock Exchange and NASDAQ are closed.
Parking meters are not enforced in Minneapolis and St. Paul on Juneteenth.

USPS hikes parcel rates and stamps by 7%
The price of sending packages, letters and bulk mail through the U.S. Postal Service went up on Sunday, to the dismay of mass mailers and e-commerce sellers. The product and service price increases were telegraphed earlier this year and received approval from the Postal Regulatory Commission. The price for domestic shipping service increased about 6.3% for Priority Mail service, 7.1% for USPS Ground Advantage and 7.6% for Parcel Select. Ground Advantage, introduced two years ago, is an economical service for shipping packages up to 70 pounds in two to five business days. It replaced three other parcel delivery products. The minimum charge for small packages now exceeds $4. Meanwhile, the price of a first-class mail stamp increased to 78 cents from 73 cents. Letter and postcard rates on average increased 7.4%. Single-piece letters weighing more than an ounce increased a penny to 29 cents for each additional ounce. The new prices lists are available here. Price increases for mailing services are based on the consumer price index, while shipping services are adjusted according to market conditions. The board of governors said the new rates will keep the Postal Service competitive while providing the agency with needed revenue. The higher shipping rates will impact small-and-medium companies that sell goods online and some could go out of business, said Lucas Zheng, founder of San Jose, California-based startup Samezip. 'Although many companies also provide services cheaper than USPS, only USPS can cover the entire United States and can provide free delivery at home, which is something that no other company can do. In addition, it is still very difficult for small and medium-sized shippers to do pre-sorting because they don't have many packages. For large customers, the price increase of USPS may still be a good thing, because they can do pre-sorting, use multiple package channels, and finally throw the packages that other companies cannot cover to USPS,' he wrote on LinkedIn. Bulk mailers say the rate increases are unwelcome. Keep US Posted, which advocates for greeting card publishers, magazines, catalogs, and printing and paper interests, this month urged incoming Postmaster General David Steiner to call on the board to freeze the mailing rates until after he takes office. 'We believe it is counterproductive for another postage surge to take place immediately before you undertake leadership of the Postal Service, as it will deprive you of the ability to thoroughly assess, and potentially rectify, one of the most destructive policies in DeJoy's Delivering for America plan,' Executive Director Kevin Yoder said in a letter to Steiner. Delivering for America is a 10-year turnaround strategy aimed at improving transportation efficiency and returning the Postal Service to financial viability, including by raising revenue. The Postal Service this month reduced service to remote post offices as part of an effort to streamline inefficient routes and consolidate distribution facilities. Louis DeJoy left as postmaster general in March under pressure from White House, which encroached on the agency's independence. The mail system lost $16 billion in the past two years, partly due to congressional mandates on how to account for worker benefits. The Alliance of Nonprofit Mailers says record rate hikes the past three years have worsened the Postal Services finances. The Association for Postal Commerce, which includes the Alliance of Nonprofit Mailers, last month requested that the Postal Service delay implementation of the rate hikes to Sept. 28 so businesses would have enough time to adjust their own customer pricing. In a June 6 letter to the board of governors, the trade group complained that documentation needed for developers to update commercial mailing software should have been available no later than mid-April, but was not provided until May 1 and is not expected to be finalized until mid-June. 'Software companies, corporate mail centers, and mail service and logistics providers will therefore be forced to take shortcuts to meet an unrealistic deadline as well as seek exceptions for their clients who will otherwise fail to comply with preparation and entry requirements. Either way, July 13 implementation of the new rates is likely to result in misdirected mail, operational bottlenecks, postage payment adjustments, and severe service disruptions,' wrote Michael Plunkett, president of the Association for Postal Commerce. Cook County clerk trying out a ‘smart' ballot drop box for next election, expanding language access
Cook County Clerk Monica Gordon unveiled a new 'smart' ballot drop box on Tuesday, stating she intends to use it for the March 2026 primary election and see if it can be implemented on a larger scale for future elections. The $15,000 tamper-proof drop box features a surveillance camera to record who drops off ballots, an electronic screen to confirm successful deposits and a scanner to record the outside envelopes of the ballots. Clerk officials described it as the first of its kind nationally. During the primary election, the new ballot box is expected to be located at the county's primary election site at 69 W. Washington St., according to a report from the clerk. The box's scanning feature is expected to save clerk employees from having to manually scan envelopes when they are received, while automatically updating the online status of ballots for voters. The envelopes are still transported and processed — taken out of the envelope where votes are scanned and counted — by clerk employees. The machine, according to the clerk's office, strengthens 'election security in response to rising concerns surrounding drop box tampering as reported in other American jurisdictions.' 'Some people … may think, 'Oh, it's my vote. I'm dropping this off. Is my vote really being counted? Is it being tallied? So this provides them some assurance in a secure way,' Gordon said at a Tuesday news conference. The prototype was built by Runbeck Election Services, which also manufactured the large-scale Agilis mail ballot sorting machine the clerk's office currently uses. At the clerk's request, Runbeck utilized the same technology that's used for the Agilis machine on the smart ballot drop boxes to help 'improve coordination and tracking using the integrated system,' said Sally Daly, a spokesperson for the clerk's office. The U.S. Postal Service tracks ballots sent to the clerk via traditional mail, according to Deputy Clerk of Elections Edmund Michalowski. However, drop-box deposits typically take a few days to be scanned and have their status updated online. Ballots dropped in a smart box can be tracked immediately, Michalowski said. 'The fact that we can reconcile an actual received ballot in one of our early voting sites sooner — it just will increase voter confidence,' Michalowski said. A 2025-26 Election and Voter Registration grant from the Illinois State Board of Elections is helping the clerk cover the cost of the machine. Gordon said the office hopes to install smart drop boxes across all 60 early voting locations in suburban Cook County, which would cost $900,000. The clerk's office advertised its new ballot box as being fully compliant with the Americans with Disabilities Act, although Michalowski acknowledged it needed to be adjusted to fit that description. Michalowski said the office was working on lowering the design of the ballot boxes for the final products. As part of a news conference marking the first six months of her full term, Gordon also announced the introduction of 11 'Pocketalk' boxes — small devices the size of a smartphone — at clerk offices that offer instant translation services in up to 89 languages. The devices, which cost $250 each, are available in the vital records, recording, real estate and tax division and elections divisions. Gordon, a former member of the Cook County Board, was appointed to fill the seat of the late Karen Yarbrough in April 2024 and was subsequently elected to a full term in November. The office manages birth, death and marriage certificates, suburban elections, legislation and proceedings of the county board and property transfer paperwork. Among the recommendations included in Gordon's final transition report are hiring other multilingual election judges to serve in areas with a substantial population that speaks the same language, 'removing bureaucratic red tape' for high school students who want to work as election judges and working with the National Association of Counties to advocate for reducing or eliminating federal income taxes for election workers who only work for one day. Also recommended are: Giving office walk-ins a virtual place in line to reduce wait times at clerk offices, exploring self-service kiosks at major offices and reviewing fees for purchasing vital records.
