Govt launches portal for ‘Udyami Mitras'

Lucknow: UP govt launched the Human Resource Management System (HRMS) portal for 'Udyami Mitras' on Monday. It will enhance investor facilitation and internal efficiency.
The cloud-based HRMS portal has been integrated with the state's Nivesh Sarathi platform and designed to digitise and streamline key administrative functions for Udyami Mitras including attendance, leave, payroll, Form-16 generation, and other HR operations.
It provides real-time access to employee records, promotes transparency, and reinforces administrative oversight across district and state levels. By transitioning from manual to system-based workflows, the portal enables end-to-end automation of HR processes.
UP industrial development minister Nand Gopal Gupta 'Nandi', who launched the portal, said it will strengthen the institutional framework for investor support in UP.
"Udyami Mitras play a critical role in translating UP's investor-friendly policies into on-ground impact. With the launch of this system, we are further empowering them with digital tools to function more effectively," he said.
Under the Mukhyamantri Udyami Mitra Yojana launched in 2023, over 110 trained Udyami Mitras have been deployed across districts and industrial authorities. They act as facilitators between investors and govt, supporting tasks such as land identification, MoU tracking, investment proposal verification, industrial interactions, and resolution of bottlenecks through platforms like Nivesh Mitra, Nivesh Sarathi, and OIMS.

Visakhapatnam: District collector M N Harendira Prasad instructed the officials concerned to expedite the land acquisition process for the Visakhapatnam metro rail project and other top priority projects within the district. During a meeting held on Saturday morning in the Collectorate meeting hall, a review was conducted on the land acquisition process, issuance of notifications, and other matters regarding the metro rail project, expansion of regular railway line, and others projects. Discussions were held on the land acquisition process for the laying of third and fourth lines between Visakhapatnam and Gopalapatnam, flyover construction between Pendurthi and Simhachalam north station, and development works between Vadlapudi Junction, Gajuwaka-Kanithi Road, and Duvvada-Simhachalam lines. The Collector inquired about the extent of land required and the action taken so far and directed the completion of the remaining tasks promptly. As part of Phase-1 of the Visakhapatnam metro rail project, the collector discussed the land acquisition process for works to be undertaken in three corridors and issued guidelines to the concerned officials on various aspects. Revenue officials were instructed to expedite the Form-2 notification process and submit reports within the stipulated time. Attention was directed towards conducting a social survey for the rehabilitation and reconstruction scheme for affected families within the project area. Instructions were given to identify govt and private lands and take further action. A strategic approach was advised for acquiring 9 acres and 22 cents of suitable private land for structural needs, following regulations. The importance of adhering to timelines was emphasised. The meeting was attended by joint collector K Mayur Ashok, district revenue officer B H Bhavani Shankar, Visakhapatnam RDO P Srilakha, special deputy collector Sudhasagar, tourism officer Madhavi, Tahsildars and other officials.

Last Updated: The UP government's decision aligns with the Union Budget 2024, where the Centre also proposed reducing stamp duty on property deeds executed in favour of women. The Uttar Pradesh government has approved a major relief for women property buyers. In a significant move aimed at empowering women, the UP Cabinet has approved a 1% discount in stamp duty on properties valued up to Rs 1 crore, if purchased in the name of a woman. The decision was taken earlier this week during a Cabinet meeting chaired by Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow. Until now, the stamp duty exemption was restricted to properties worth up to Rs 10 lakh, where a maximum discount of Rs 10,000 could be availed. With the latest decision, this exemption now applies to properties worth up to Rs 1 crore, significantly expanding its scope and impact. Sharing details of the move, UP Labour Minister Anil Rajbhar said, 'The government believes this decision will help middle-class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society." He added that this step will further strengthen the Mission Shakti programme, which is focused on making women self-reliant and empowered. The UP government's decision aligns with the Union Budget 2024, where the Centre also proposed reducing stamp duty on property deeds executed in favour of women. Officials said the state's move is expected to lead to a sharp rise in property registrations in the names of women. Vikas Tomar, executive president and business head at Square Yards, welcomed the decision and said it would particularly benefit the mid-segment market: 'The Uttar Pradesh government's decision to reduce stamp duty by 1% for women on property purchases up to Rs 1 crore is a positive step and will likely boost sentiment among women aspiring to own a home… With this added incentive, we're likely to see greater interest in the mid-range category across cities like Noida, Greater Noida, and Ghaziabad, with more buyers moving forward with purchases under women's ownership." Vikas Bhasin, MD of Saya Group, called the move beneficial but urged the government to go further: 'Stamp duty and other levies form a significant part of home-buying costs, and any reduction helps buyers save a substantial amount of money. However, we have consistently advocated for a broader reduction—especially since it is charged in addition to GST on under-construction properties. The government should consider reducing these charges for all homebuyers to make ownership more affordable." Sahil Agarwal, CEO of Nimbus Realty, echoed a similar sentiment on the decision and said, 'It's a progressive step. At a time when interest from women buyers is steadily increasing, this rebate could tip the scale. From an industry perspective, it aligns well with the current demand wave we're witnessing in suburban NCR, which is witnessing a rise in co-owned properties and purchases by women-led households. Four IIT-Kanpur profs to impart AI training to Uttar Pradesh MLAs, schedule worked out

Professors from the Indian Institute of Technology-Kanpur (IIT-K) will conduct classes over two days for members of the Uttar Pradesh legislative assembly in order to introduce them to the fundamentals of artificial intelligence (AI) and its potential use in governance. The workshop will feature hands-on demonstrations, as well as examples of software solutions developed at IIT-Kanpur, to showcase indigenous efforts in AI. (PICTURE FOR REPRESENTATION) In its July 17 edition, HT was the first to report ('AI to help UP MLAs with digitisation of files, reports') that the upcoming monsoon session of the UP assembly will see a special IIT-Kanpur designed class on artificial intelligence for legislators, aimed at motivating them to use technology for various legislative works. Now, the details of the training schedule have emerged. The sessions will be held on the assembly premises and they will involve four faculty members from IIT-K's department of computer science and engineering. The programme aims to familiarise legislators with AI tools, their practical applications, and the ethical and technical nuances involved in their use. Prof Nitin Saxena, who is leading the initiative, said the workshop will cover a range of tools, including ChatGPT, and show how public representatives can deploy them in their day-to-day responsibilities such as drafting official notes, organising surveys, conducting constituency research and enhancing public communication. 'One of the key aspects of the training is to inform legislators that not everything generated by AI tools is accurate,' Prof Saxena said. 'Equally important is knowing how to spot such errors and exercise human judgment when using platforms like ChatGPT.' Through Saxena and his team, legislators will also be introduced to a curated list of AI tools that can support governance, improve transparency, and make decision-making more data-driven — a skill set increasingly relevant in public administration. The workshop will feature hands-on demonstrations, as well as examples of software solutions developed at IIT-Kanpur, to showcase indigenous efforts in AI. Following the initial session, MLAs interested in delving deeper into the subject will be invited to the institute for further training. Prof Saxena added that the material being shared is already available in the public domain. 'The idea is to make this knowledge accessible and actionable in legislative contexts. We will also touch upon the economics of AI and its emerging role across governance.' The state government's initiative has drawn appreciation for attempting to bridge the technological literacy gap in politics at a time when AI is reshaping policy-making across the world. The schedule for the sessions has already been finalised, with professors set to begin instruction in the coming weeks.
