China not seen as likely to use navy to secure Hormuz Strait
Strait of Hormuz if Iran threatens to close it as Middle East tensions rise, a top US analyst told reporters Monday.
Although China depends heavily on Middle Eastern oil, its approach would be shaped by quiet negotiations and self-interest, not direct military intervention, Richard Fontaine, chief executive of the Center for a New American Security, a Washington-based think tank, said.
He pointed to attacks by Iran-aligned Houthi rebels in the Red Sea last year, when Beijing reached an agreement with the group to spare Chinese-flagged vessels.
'China acted, but it just cut a separate deal with the Houthis,' Fontaine said. Its focus, he added, was 'protecting its own interests' rather than policing global waterways.

Although about 16 per cent of China's seaborne crude came from Iran in early 2025, CNAS analysts said its approach would remain shaped by long-standing economic interests.

China, Vietnam set for first joint army drills as US trade war draws neighbours closer
China and Vietnam are set to conduct their first joint army training exercise, according to the Chinese defence ministry. In a statement posted on its website on Sunday, the ministry announced that the joint exercise would be held this month in southern China's Guangxi Zhuang autonomous region, which borders Vietnam. Closer defence cooperation this year – which marks the 75th anniversary of diplomatic ties – has included the Chinese military's first-ever appearance at Vietnam's annual celebration of the fall of Saigon.

Iran, UK, France, Germany eye nuclear talks amid sanction warnings
Iran , Britain , France and Germany could hold talks next week on Tehran's nuclear programme, Iran's semi-official Tasnim news agency reported on Sunday, following warnings by the three European countries that failure to resume negotiations would lead to international sanctions being reimposed on Iran. 'The principle of talks has been agreed upon, but consultations are continuing on the time and place of the talks. The country in which the talks could be held next week has not been finalised,' Tasnim reported, quoting a source informed on the matter. The report on possible talks comes a few days after the foreign ministers of the so-called E3 nations, as well as the European Union 's foreign policy chief, held their first call with Iranian Foreign Minister Abbas Araqchi since Israel and the US attacked Iranian nuclear facilities a month ago. The three European countries, along with China and Russia, are the remaining parties to a 2015 nuclear deal reached with Iran – from which the United States withdrew in 2018 – that lifted sanctions on the Middle Eastern country in return for restrictions on its nuclear programme. The E3 have said they would restore UN sanctions on Tehran via the so-called 'snapback mechanism' by the end of August if nuclear talks that were ongoing between Iran and the US before the Israel-Iran air war do not resume or fail to produce concrete results. Iranian Foreign Minister Abbas Araghchi has warned European nations against invoking the 'snapback' mechanism for sanctions if nuclear talks between Tehran and Washington were to stall. AP 'If EU/E3 want to have a role, they should act responsibly and put aside the worn-out policies of threat and pressure, including the 'snapback' for which they lack absolutely moral and legal ground,' Araqchi said earlier this week.

Happiness in Hong Kong must be the focus, along with civil service efficiency
Poised to deliver his fourth policy address in September, Chief Executive John Lee Ka-chiu is gearing up to show that his administration is delivering on his ' result-oriented ' leadership. This may be the reason he revealed last month that the government was considering a new accountability system for senior officials. Advertisement Lee seems to have started paving the way for the proposed reform around the time the Switzerland-based International Institute for Management Development released its World Competitiveness Ranking in June. Hong Kong made it back into the top three for the first time since 2019, ranking third. Lee quickly took credit for the city scoring 99.2 out of 100 by attributing the rise in the ranking to enhanced efficiency due to his civil service reforms. It's worth noting the survey ranked Hong Kong second on government efficiency, beaten only by Switzerland. It may be quite a leap to conclude that increased government efficiency came from civil service reforms. The institute ranked Hong Kong first for tax policy and business legislation. We ranked sixth in public finance, 10th in institutional framework and 30th for societal framework. These are all factors that the institute considers when scoring for government efficiency. Switzerland, meanwhile, is first in institutional framework and fourth in societal framework. Singapore, which came in second overall, is second in institutional framework and 12th in societal framework. Advertisement Institutional framework takes into account the adaptability and stability of government policy, and this is where I believe Lee is looking to improve. While Lee framed Hong Kong's ranking as being the result of civil service reforms, recall that Hong Kong ranked first in government efficiency from 2019 to 2021.
