‘ST imposition under EFS will sabotage export industry'

FAISALABAD: Addressing at a press conference, Senior Vice Chairman of the Pakistan Hosiery Manufacturers & Exporters Association (PHMA), Hazar Khan, warned that the imposition of sales tax at the import stage under the Export Facilitation Scheme (EFS) will sabotage the export industry.
He cautioned that the government's move to impose sales tax at the import stage within the EFS framework would be another severe blow to apparel and textile exporters, who are already under immense financial pressure. He emphasised that the collection and refund process of sales tax is not only inefficient but also provides opportunities for corruption through fake refunds, while genuine exporters face long delays in getting their refunds.
The value-added textile sector strongly believes that the EFS should be continued in its original form as it existed prior to Budget 2024-25, to ensure liquidity and transparency in the value chain. This stance is also supported by the inter-ministerial committee, led by the federal minister for Planning, under the directives of the prime minister.
Chaudhry Salamat Ali, Group Leader of PHMA, stated that the EFS was developed through consultation with stakeholders and has streamlined, digitised, and improved the efficiency of the export process. Fully automated under WeBOC and PSW systems, the scheme has provided financial relief to exporters.
He highlighted that APTMA is using outdated machinery with poor quality and high costs, while value-added garment production requires yarn that meets international standards. The government allowed yarn imports under EFS, which is a key reason for the increase in exports.
Arif Ihsan Malik, former Chairman of APBUMA, mentioned that duty-free yarn imports have long been allowed under various SROs, similar to policies followed by Bangladesh, Vietnam, and other countries. He refuted APTMA's claim that 100 of their mills have shut down, calling it baseless and demanding that they share accurate data with the media. He also advocated for allowing commercial importers to bring in yarn under EFS so that small and medium-sized exporters can benefit as well.
Mian Kashif Zia, former chairman of PHMA, said that the apparel industries in Bangladesh and Vietnam also rely on imported raw materials and their governments run similar facilitation schemes. Imposing sales tax under EFS would defeat its core purpose.
Mian Farrukh Iqbal, former Chairman of PHMA, stated that the government has set a $60 billion export target under the 'Uraan' programme, which will be at risk if the EFS is withdrawn. He further claimed that APTMA produces substandard yarn which fails to meet international expectations, thus compromising the quality of garments made from it.

ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal directed concerned stakeholders to complete the Karachi-Chaman National Highway (N-25) into a high-standard expressway project by August 2027 and exert all their efforts in making it a landmark development milestone for the country. Calling for immediate completion of required formalities, the planning minister has directed the National Highways Authority (NHA) that the groundbreaking ceremony be scheduled for August 14, 2025. Iqbal, Monday, chaired a meeting with Ministry of Communications, NHA and Frontier Works Organisation (FWO) officials to review the progress of the N-25 project. During the meeting, the NHA officials briefed the minister on the project's status, highlighting that the dualisation of the Hub Bypass had been added to the revised PC-1 project, following the Minister for Communications' recommendation on June 20th. The revised PC-1 is expected to be submitted by July 2nd, they stated. Calling the N-25 a critical route for transportation between Sindh and Balochistan and a potential gateway for Central Asia, Minister Iqbal reaffirmed its potential to uplift the socioeconomic development of Balochistan. Earlier, in line with the minister's directives, NHA had invited bids from state-owned enterprises (SOEs) on June 17th, with bid opening scheduled on July 2nd. The Frontier Works Organisation (FWO) provided an update on the project's progress, stating that work is being carried out in four sections. Notably, 68 per cent of the work on the 51km stretch from Jiwa to Surab has already been completed. Calling for immediate completion of required formalities, the planning minister directed the NHA that the groundbreaking ceremony be scheduled for August 14, 2025. He also reviewed plans for construction of service areas along the expressway and emphasised the need for well-designed facilities catering to the needs of truckers. 'Well-equipped service areas should be constructed on both sides of the expressway, providing rest areas, fuel pumps, restaurants, vehicle workshops, and other essential amenities,' he stressed. The minister further directed that input be taken from representatives of truck companies to determine ideal locations for these service areas. Among the mini service areas to be constructed along the expressway, some of them should be larger, offering comprehensive services to truckers, stated the minister. Expressing concern over security, the minister stated that 42 FWO workers lost their lives during the construction of N-85. He emphasised the need for strict security measures and conveyed this to the Balochistan government, stressing that Gwadar city and N-85 must be secured under all circumstances. The minister also advised that a dedicated security force be established for N-25, with security deployment aligned with the work schedule. Furthermore, the planning minister emphasised the importance of considering potential future expansion of expressway lanes due to increased regional connectivity. 'Considering flow of traffic in the next few decades, the development of this expressway must be executed in a way that it's easier to expand it into six lanes, whenever needed in future,' stated the minister. PCDMA chief exposes rampant EFS exploitation

KARACHI: Salim Valimuhammad, Chairman of the Pakistan Chemicals & Dyes Merchants Association (PCDMA), has exposed rampant exploitation of the Export Facilitation Scheme (EFS), with fraudulent practices reportedly costing the national treasury a staggering Rs 25 billion. The veteran trade representative warned that the scheme, designed to boost exports, has instead become a pipeline for duty evasion and revenue leakage. Presenting import-export data analysis, Valimuhammad revealed that under Chapters 27 to 32 of chemicals & dyes - particularly 3204 - imports surged by 80% between 2023-2024 while corresponding exports showed no growth. 'This glaring discrepancy proves large-scale duty-free imports are being diverted to local markets instead of being used for export production,' he stated in a press release. The PCDMA chief provided a detailed breakdown showing that just for Chapter 3204 imports, the government should have collected approximately Rs 6 billion in Customs duty and Rs 18 billion in sales tax, totalling Rs 24-25 billion in potential revenue. However, actual collections remained alarmingly low, indicating massive leakage in the system. Valimuhammad proposed urgent reforms to curb EFS misuse, including immediate processing of 18% sales tax rebates and Customs duty refunds upon receipt of export remittances to improve cash flow for genuine exporters. His key recommendation was imposing a complete ban on duty-free imports under EFS without valid export Letters of Credit (LCs). Highlighting the scheme's distortive impact on trade, the PCDMA chairman noted a 25% decline in association membership over two years as regular importers couldn't compete with industries availing duty-free raw materials. 'While importers pay customs duty, income tax and additional sales tax, some industries get completely tax-free imports under EFS - this discriminatory treatment is destroying level playing field,' he argued. 'Dozens of legitimate importers of chamicals & dyes have been forced to shutter their businesses completely as a direct result of these scheme violations.' Expressing frustration over official inaction, Salim Valimuhammad revealed that despite submitting detailed budget proposals to FBR highlighting EFS anomalies and suggesting corrective measures, the association has received no response. He made a direct appeal to Prime Minister Shehbaz Sharif, Finance Minister Muhammad Aurangzeb and FBR Chairman Rashid Mahmood Langrial to immediately restrict EFS benefits only to actual export production and completely disallow duty-free imports without verified export LCs. ISLAMABAD: The Ministry of Commerce (MoC) has amended the Import Policy Order 2022 to allow import and subsequent re-export of defence related vehicles/helicopters/assemblies by State-owned Defence entities and the wholly-owned commercial subsidiaries. In June 2025, the ECC had approved a proposal of Commerce Ministry on this matter on the recommendation of Special Investment Facilitation Council (SIFC). SIFC had requested Commerce Ministry to amend the Import Policy Order (IPO), 2022 to allow import and subsequent re-export of defence related vehicles/helicopters/assem-blies by State-owned Defence entities and the wholly owned commercial subsidiaries. ECC approves Rs2.63trn in supplementary grants for various ministries, divisions Meetings were held in SIFC on the request of two companies, ie, M/s Aero Solutions and M/s Margalla Heavy Industries Ltd wherein concerned Ministries/Divisions including Commerce, Defence, Defence Production, Industries & Production and Federal Board of Revenue (FBR) had supported the proposal with the objective to enhance export potential in the defence sector. According to the SRO. 118, Commerce Ministry said that in exercise of the powers conferred by sub-section (1) of section 3 of the Imports and Exports (Control) Act, 1950 (XXXIX of 1950), the Federal Government has directed that the following further amendments shall be made in the Import Policy Order, 2022, namely: - In the Order, in paragraph 5, in sub-paragraph (1) - in clause (b), after the semicolon at the end, the word 'and' shall be omitted; and (2) in clause (c), for the full stop at the end, the expression '; and' shall be substituted and thereafter, the following shall be added, namely: '(d) State-Owned Defence Production Entities (DPEs) and their wholly- owned commercial subsidiaries registered in the Export Facilitation Scheme of FBR, for manufacture, rebuild, inspection, maintenance, repair, overhaul, up gradation or value addition for the purpose of re-export only, subject to grant of NOC by Defence Production Division. In paragraph 13,- (i) in clause (b), after the word 'airlines', the words 'aviation Maintenance Repair and Overhaul (MRO) organizations of Defence Division and Defence Production Division and their commercial subsidiaries registered in the Export Facilitation Scheme of FBR' shall be inserted; (ii) in clause (q), after semicolon, the word and' shall be omitted; and (iii) in clause (r), for the full stop, the expression '; and' shall be substituted and thereafter, the following shall be added, namely:- '(s) Temporary import of used vehicles or vehicle chassis, irrespective of year of production by State-Owned Defence Production Entities (DPEs) and their wholly-owned commercial subsidiaries registered in Export Facilitation Scheme of FBR, for armouring or bulletproofing for re-export only, subject to NOC by Defence Production Division and Interior and Narcotics Control Division.'; and in Appendix-B, in Part-II, in column (4), against Serial No. 29, for the full stop at the end, a colon shall be substituted and thereafter, the following proviso shall be added, namely:- 'Provided further that, aviation MRO of State-Owned Defence Production Entities (DPEs) and their wholly-owned commercial subsidiaries registered in Export Facilitation Scheme of the FBR may also import goods for the purpose of re-export, subject to NOC by the Defence Production Division.' For the determination of the Input-Output Ratios (IORS) of defense-related technologies under the Export Facilitation Scheme (EFS), it was decided that the requirement of determination of IORS through the EDB may be waived off keeping in view the sensitivities of defense export projects, and as an alternative IORS for the defense export projects may be determined through a committee constituted by MoDP. Amendment for the same in relevant Custom Rules is already under process vide Financial & Accounting Mechanism for Pak - KSA Defence Projects and Similar Other Defence Projects Under Export Facilitation Scheme (EFS) 2021. Ministry of Defense Production (MODP) in this regard has already suggested the composition of said committee to determine the input-output.
