
Future Of Work In Focus As HRD Ministers Meet In Jeju

APEC employment and labor ministers kicks off critical discussions in Jeju on Monday, calling for overhauls in employment systems and skills strategies as economies grapple with the dual disruption of technology and aging.
Chaired by Min-suk Kim, Acting Minister of Employment and Labor of the Republic of Korea, the 7th APEC Human Resources Development Ministerial Meeting underscores the urgency of adapting workforce systems to new realities shaped by artificial intelligence, demographic shifts and the growing complexity of employment types.
'Around the world, we are witnessing profound shifts in the way we work. New forms of employment are becoming more common and accordingly policies to protect workers are evolving. In this context, labor market increasingly face job disparities and polarization,' Acting Minister Kim said in his opening remarks.
'To turn these challenges into opportunities, our collective action to enhance the adaptability and the resilience of labor market is more important than ever.'
Held under the theme 'Sustainable Labour Markets and Jobs for the Future,' the meeting marked the first gathering of APEC labor ministers in more than a decade with the last ministerial meeting held in Ha Noi, Viet Nam in 2014.
Acting Minister Kim urged member economies to retool institutional frameworks to meet the demands of a modern workforce. He called for flexible wage and work-hour systems, tailored to performance and job roles, highlighting that a more flexible system 'will enable us to respond more effectively to changing conditions and support smoother transitions for workers across sectors.'
He also urged his counterparts to strengthen and expand more high-quality employment opportunities in labor markets, including investing in education and training so young people can acquire the skills they need to thrive in the future workforce.
'At the same time, we must ensure broader participation in the labor force, particularly among women and older workers,' Acting Minister Kim said. 'This requires re-skilling and upskilling workers with digital capacities throughout their life cycle, with a focus on digital competencies such as AI.'
The Chair emphasized the importance of enhancing institutional and financial support to safeguard the rights of workers in diverse forms of employment, including platform workers, stressing that 'no one should fall through the cracks.'
'Of course, these are not challenges that any single economy can solve alone. They require deeper cooperation and shared responsibility,' Acting Minister Kim added.
'Closer collaboration is required to make sure that all workers can benefit equally from future transformations,' he continued. 'Despite our different economic and social contexts, all 21 APEC member economies are united by a common goal: building sustainable labor markets and jobs.'
Acting Minister Kim proposed the regular convening of a Sustainable Jobs Forum to bring together government and business stakeholders from across the Asia-Pacific to translate policy dialogue into action.
The full-day ministerial program continued with plenary sessions focused on labor flexibility and active workforce strategies, featuring presentations from member economies and international institutions such as the International Labour Organization and the Organisation for Economic Co-operation and Development.

A powerful earthquake off the coast of Kamchatka jolted the Asia-Pacific just hours before emergency officials from APEC economies convened in Incheon for the 21st meeting of the APEC Emergency Preparedness Working Group (EPWG), a timely reminder of how disasters can ripple across the region without warning. 'Disasters know no borders, and they affect not only local communities but have long-term consequences for entire economies,' said Kim Gwang-yong, Vice Minister of Korea's Ministry of the Interior and Safety, in his welcome address. 'Cooperation and solidarity among APEC economies are more important than ever.' Vice Minister Kim highlighted Korea's recent experiences with typhoons, heavy rainfall and wildfires, noting that the country has continuously improved its disaster management systems. He also emphasized Korea's commitment to sharing these best practices with fellow APEC economies and expanding cooperation in ICT-based early warning systems, disaster prediction models using artificial intelligence (AI), and community-centered disaster resilience strategies. The meeting's agenda covered digital-based disaster risk management strategies, community leadership in disaster response and strengthening multi-layered governance. Experts and officials discussed enhancing early warning systems, leveraging big data and satellite technologies and developing resilient infrastructure that can support disaster-affected communities. Sessions also focused on advancing collaborative governance, bridging gaps in disaster risk management, and preparing communities for emerging risks. EPWG co-chair Dayra Carvajal of the United States Federal Emergency Management Agency, urged members to recognize the compounding risks affecting the region's interconnected systems. 'From devastating earthquakes to wildfires and catastrophic flooding, this year has once again underscored the interconnected impacts of disasters in Asia-Pacific,' she said. 'These compounding stressors that ripple through shared infrastructure remind us that events in one economy are frequently felt elsewhere.' 'This year, we must endeavor to identify concrete and practical ways in which to strengthen the systems that sustain regional economic growth and prosperity: our infrastructure, markets and supply chains.' The agenda featured project updates and best practice exchanges by member economies including on topics such as disaster risk prediction and whole-community preparedness in urban, coastal and inland areas. Delegates examined how to bridge gaps in early warning systems, scale agile and adaptable governance across central and local levels and enable technology-driven disaster leadership. 'The more we prepare, the more we can reduce disaster damage. And the more we cooperate, the stronger our response can become,' Vice Minister Kim concluded. Looking ahead, the group emphasized that continued collaboration under the newly launched EPWG Strategic Plan 2025–2027 will be essential to turn this momentum into durable systems of protection and preparedness. The EPWG meeting is a key platform for promoting APEC's vision of a resilient and prosperous future, with discussions expected to result in actionable policies and collaborative projects that can mitigate disaster risks, enhance regional preparedness and protect the lives and livelihoods of the 2.9 billion people who call the APEC region home.

Issued by the APEC Digital Economy Steering Group Incheon, Republic of Korea, 29 July 2025 APEC member economies have concluded a two-day meeting of the Digital Economy Steering Group in Incheon, Republic of Korea, with renewed momentum to strengthen cross-border collaboration on digital regulation, online safety and sustainability. From artificial intelligence (AI) to online scams and environmental impact, the meeting focused on the critical balance between enabling innovation and safeguarding users, particularly vulnerable groups such as women, youth, as well as small businesses. 'There is growing recognition that growth in the digital economy must go hand in hand with trust, inclusion and responsibility,' said Ichwan Makmur Nasution, Chair of the Digital Economy Steering Group (DESG). 'The solutions we're exploring are not only about technology. They're about protecting people, building resilience and ensuring no one is left behind.' Throughout the meeting, delegates grappled with how to align digital regulations across borders without stifling innovation. Conversations around data privacy, cybersecurity and AI governance reflected the diversity of legal systems and policy approaches in the region, while underscoring a shared urgency to create interoperable, forward-looking digital frameworks. One of the central policy dialogues examined how economies can better manage harmful online content, misinformation and abuse. These issues threaten not only individual safety but also social trust and economic participation. The discussion highlighted the disproportionate impact of online harms on women and youth, urging greater investment in digital literacy, user protection and responsible platform governance. As part of its forward agenda, the group examined the environmental footprint of AI and digital infrastructure. From growing energy demands to electronic waste, members explored how policy and innovation can work together to reduce the sector's impact while supporting continued digital growth. Ongoing and proposed APEC-funded projects covered a wide range of priorities, from AI policy cooperation and Privacy Enhancing Technologies (PETs) to micro, small and medium enterprises' access to digital trade. It's about building alignment where possible and respecting diversity where needed, so that our cooperation continues to deliver real value to people across the APEC region.' Held under the APEC 2025 theme ' Building a Sustainable Tomorrow, ' the DESG meeting was part of the broader Third Senior Officials' Meeting (SOM3) hosted by Korea. During this meeting cluster, there will be over 30 events related to digital innovation, including at the upcoming APEC Digital Ministerial Meeting and the Global Digital and AI Forum to be held on 4-5 August.

North Korea bans foreign tourists to newly opened beach resort
North Korea is banning the entry of foreign tourists to a recently opened mega beach resort, a move that dims prospects for the complex that leader Kim Jong Un hailed it as "one of the greatest successes this year". DPR Korea Tour, a website run by North Korea's tourism authorities, said in a notice that the eastern coastal Wonsan-Kalma tourist complex "is temporarily not receiving foreign tourists". It gave no further details including why a ban was established or how long it would last. North Korea says the complex can accommodate nearly 20,000 guests. The resort opened to domestic tourists July 1 before receiving a small group of Russian tourists last week. Observers expected North Korea to open the resort to Chinese tourists while largely blocking other international tourists. Ban comes after visit by Russia's top diplomat The announcement came after Russian Foreign Minister Sergey Lavrov flew to the complex to meet Kim and Foreign Minister Choe Son Hui for talks last weekend. ADVERTISEMENT North Korea and Russia have sharply expanded military and other cooperation in recent years, with North Korea supplying weapons and troops to back Russia's war against Ukraine. During a meeting with Choe, Lavrov promised to take steps to support Russian travel to the zone. "I am sure that Russian tourists will be increasingly eager to come here," he said. But experts say North Korea likely decided to halt foreign travel to the zone because of a newspaper article by a Russian reporter who travelled with Lavrov that implied North Koreans at the zone appeared to be mobilised by authorities and not real tourists. "The North Korean government is believed to have determined that it would face some negative consequences when it opens the site to foreigners," said Oh Gyeong-seob, an analyst at Seoul's Korea Institute for National Unification. Analyst Lee Sangkeun of Seoul's Institute for National Security Strategy said the ban could be associated with difficulties in recruiting Russian tourists because many would consider North Korea too far away and the trip too expensive. ADVERTISEMENT Ban likely won't remain for long Experts say North Korea must open the Wonsan-Kalma zone, the country's biggest tourist complex, to Russian and Chinese tourists, given what was likely a huge construction and operational expenditure from the country's tight budget. "If foreign tourists aren't allowed to the site, no Russian rubles, Chinese yuans and dollars won't come in. Then, North Korea can't break even and it has to shut down the resort," said Ahn Chan-il, head of the World Institute for North Korean Studies think tank in Seoul. Kim has said the site would be "one of the greatest successes this year" and "the proud first step" in tourism development. North Korea's state media reports the Wonsan-Kalma site has been crowded with local tourists. The first group of 15 Russian tourists arrived in the resort July 11 after visiting Pyongyang, the North Korean capital, NK News reported earlier this week. "It was magnificent. Everything is new, clean and stunning," Russian tourist Nina Svirida said in the report. North Korea has been slowly easing the curbs imposed during the Covid-19 pandemic and reopening its borders in phases. But the country hasn't said if it would fully resume international tourism. In February, North Korea allowed a small group of international tourists to visit the northeastern city of Rason, only to stop the programme in less than a month.
