EPF 3.0: Withdraw PF by swiping from ATMs

Theoretically, the money lying in our provident fund, or PF, account, is touted as our safest asset class, not subject to any attachment or lien or any market volatility. Practically, though, the very idea of taking out this money makes us fret, courtesy the cumbersome process of making claims for PF withdrawal and the associated long waiting periods for requisite approvals from the Employees Provident Fund Organisation (EPFO).
However, the situation is going to change as the EPFO is rolling out its upgraded platform EPFO 3.0, most likely in June, for its 9 crore members. EPF members will be able to take out their PF money instantaneously via ATMs, just like from bank accounts, simply by swiping their PF withdrawal (ATM) cards. For such withdrawals, the members will need to keep their Universal Account Number (UAN) activated and seed their Aadhaar in their bank accounts. The EPFO has extended the last date for activating UAN and Aadhaar seeding in bank accounts to June 30.
Currently, for PF withdrawals, EPF members are required to fill their online composite forms on the EPFO website. Though the specified period for settling such composite claim forms by the EPFO is 20 days, in reality, it takes much longer to get one's PF money.With the upcoming UPI integration and withdrawal facility via ATMs, PF withdrawal settlement is set to become swift and hassle-free. The withdrawal limit is expected to be kept at Rs.1 lakh or 50% of the accumulated balance. However, an official notification from the EPFO in this regard is still awaited.
Pull-out provisions
Withdrawal from EFP account is permitted for multiple purposes, albeit under certain conditions and till a specified limit. Here are some common instances of taking out PF money.
This well-intended reform of enabling PF withdrawals via ATMs is revolutionary indeed. However, the practical implementation of this enabling functionality will be subject to the fulfilment of existing prescribed conditions for partial and full withdrawal of PF money by members. According to the scheme of the Employees Provident Fund & Miscellaneous Provisions (EPFO) Act, 1952, EPF members can withdraw their entire balance of fund contributions at the time of retirement from service. The rules also permit partial withdrawals by EPF members during the continuity of their service, for certain specified purposes and subject to the fulfilment of prescribed conditions. For a bird's eye view of the same, refer to the graphic.This watershed moment in PF reforms may have its fair share of tax implications too, with which everyone must be acquainted. Unlike bank balance withdrawals, not all EPF withdrawals via ATMs will be tax free. According to Rules 8 and 9 of Part A of the Fourth Schedule to the Income Tax Act, withdrawals are tax-free only if they are made out of recognised EPF accounts and after rendering continuous service of five or more years with one or more employers.Paradoxically, the current time-consuming and tedious process of submitting claims to take out money, and getting approvals, inherently acts as a disincentive or a deterrent for EPF members from making frequent and early withdrawals. Given the practical difficulties, EPF members usually prefer to wait till retirement to withdraw their funds.However, the upcoming EPFO 3.0 facility for withdrawals via ATMs is naturally going to tempt EPF members to take money out of their PF account, more frequently and much before the completion of five years of continuous service. This, in turn, will make such withdrawals taxable at the applicable slab rates of the concerned EPF members, as per the provisions of the Income Tax Act.Another practical consideration to be mindful of while taking out PF money from ATMs will be the applicability of tax deducted at source (TDS) provisions. Any PF withdrawal via ATMs in excess of Rs.50,000 before completion of five years of service will require TDS at 10%, as per Section 192A of the Income Tax Act on premature withdrawals. Thus, the tempting urge of withdrawing one's PF money by just a swipe of the card needs a cautious and well-informed restraint. Provident fund money is our retirement corpus, so we should swipe it carefully.

New Delhi: Digi Yatra, the app that allows domestic passengers fast airport entry and boarding, is looking to expand to over 41 airports by the end of 2025. Currently, Digi Yatra can be used at 24 airports, including metro airports like Delhi, Mumbai, Bengaluru and Hyderabad. "We are awaiting launch at four more airports, and in the next three to six months, Digi Yatra will go live at 13 more airports. Upcoming new airports like Navi Mumbai International Airport and Noida International Airport will go live with Digi Yatra directly," said Suresh Khadakbhavi, chief executive officer (CEO) of the Digi Yatra Foundation, in an interview. Launched in December 2022, Digi Yatra has a user base of over 14 million now. The services are currently live at eight private and 16 Airports Authority of India-operated airports. 'We've enabled over 60 million journeys so far and by the end of 2025, the use base will be around 20 million. The adoption rate averages between 30% and 35% across Indian airports," said Khadakbhavi. In the coming few months, Digi Yatra services are expected to be expanded for foreign nationals as well. This expansion will be based on the back of a roll-out of e-passport services. On 24 June, the government announced the roll-out of e-passport services for Indian nationals. The e-passports are enabled with a chip with biometric details. Digi Yatra is currently being tested with e-passport enrolment, which will also enable foreign nationals to use the services. Currently, only Indian nationals can enroll for the services through their Aadhaar card, driving license or voter ID card. 'For example, a foreign citizen working out of India can enroll on Digi Yatra by using their e-passport credentials. Just like Indian nationals, foreign nationals will be able to use the services for domestic flights," said Khadakbhavi. After the agreement, there will be access to verify data with ICAO's Public Key Directory (PKD), which would enable a secure exchange of cryptographic keys related to e-passports. Khadakbhavi is looking at a timeline of three months to implement the rollout. While Digi Yatra will be expanded for foreign nationals taking domestic flights, enabling this for international flights looks difficult for the moment, Khadakbhavi said. With the involvement of multiple stakeholders like the ministry of external affairs, the Bureau of Immigration and the ministry of home affairs, enabling such services is a tricky thing, as per the Digi Yatra CEO. 'When we talk about the international process, it means automated border control, which is a sensitive area. We would not want to fail in this and a good process needs to be defined," he said. He also said that with European Union building EU Digital Identity Wallet, there could be interoperability in the future. However, the Digi Yatra Foundation has maintained its stance that the data is stored in a user's phone and the data shared with the airport is purged in 24 hours. 'We are not storing any personal data on any central location; the entire data is decentralized. If one wants to hack the database, they will have to hack all the phones of all users," added Khadakbhavi.

The Railway Board has proposed preparing the seat reservation chart eight hours before a train's departure. The chart is currently prepared four hours before departure. Officials said that for trains departing before 2 pm, the chart will be prepared the previous day at 9 pm itself. A senior official of the Ministry of Railways said that under the current system, passengers arriving at stations from distant areas would have little clarity on their waitlisted ticket's status while leaving their home. 'Now, passengers will get the update on waitlist status well in advance. There were many complaints regarding the chart preparation time. The passengers coming from remote areas or suburbs of major cities to the Railway Station for taking long distance trains had to go back many times because of non-confirmation of the waitlisted ticket. Now, such passengers will get time to make alternative arrangements,' said the official quoted above. The official said that Railways Minister Ashwini Vaishnaw has directed the board to start implementing this move in phases to avoid disruption. Vaishnaw also reviewed the upgradation of the passenger reservation system, which is expected to enhance the ticket booking capacity by over 1.5 lakh ticket bookings per minute. This will be an increase of around five times from 32,000 tickets per minute in the current system. 'The ticket enquiry capacity will increase ten times from 4 lakh to over 40 lakh enquiry per minute time. Further, OTP-based authentication will be done for Tatkal bookings from the end of July, 2025. The authentication should be done using Aadhaar or any other verifiable Government ID available in the user's DigiLocker account,' said the official. This will be an increase of roughly five times from 32,000 tickets per minute in the current PRS,' it added. The ministry stated the new Passenger Reservation System (PRS) also has a multilingual and user-friendly booking and enquiry interface. In the new PRS, users will be able to submit their choice of seat and see the fare calendar. It also has integrated facilities for Divyangjan, students and patients etc., officials said. 'Streamlined authentication for Tatkal bookings Indian Railways will allow only authenticated users to book Tatkal tickets on IRCTC website and mobile app beginning 1st July, 2025,' the ministry added. It emphasised that OTP-based authentication will be done for Tatkal bookings from the end of July. The minister instructed officials to broadbase the authentication mechanism for Tatkal bookings. 'The authentication should be done using Aadhaar or any other verifiable Government ID available in the user's DigiLocker account,' the press note said. According to the ministry, these measures reflect the Indian Railways' continuous efforts to modernise its systems and make them more citizen friendly.
