Why last-minute revamp of 13th Malaysia Plan, Rafizi asks govt

Former economy minister Rafizi Ramli said the 13th Malaysia Plan is an important document for the nation.
PETALING JAYA : Former economy minister Rafizi Ramli has questioned the government's decision to revamp the 13th Malaysia Plan (13MP), slated to be tabled in Parliament at the end of July.
Rafizi said the last-minute overhaul of the next five-year development plan would raise concerns among the civil servants who prepared the 13MP, market analysts, and Malaysians as a whole.
The PKR MP for Pandan also asked whether the changes would be rushed since there would be insufficient time to refer the plan to the inter-agency planning group, the technical working group, and experts who formulated the initial 13MP.
'Why is this overhaul of the 13MP arising now when there was no such issue raised when the economy ministry and I tabled the contents of the 13MP previously?
'The 13MP is an important document for the nation and Malaysians, developed by thousands of Malaysians from various segments of society. If we're not careful, the 13MP will be dragged into political polemics which would end up affecting the people's confidence in the final document.
'If this happens, it would be a great injustice to those who worked hard on the 13MP over the past year,' he said in a statement.
Earlier today, the government announced that finance minister II Amir Hamzah Azizan has taken on the duties and functions of the economy portfolio, and given the duty of overhauling the 13MP.
Amir said he had received 'a lot of feedback' from his Cabinet colleagues on the plan, which necessitated an overhaul of the document.
Rafizi said the preparation of the 13MP started in September 2024 when feedback was obtained from all stakeholders, first through the inter agency planning group which involved every government ministry and agency.
Then, he said, there was a technical working group comprising policy experts in specific areas, from health, fiscal and education reforms to micro, small and medium-sized enterprises.
He said there were also numerous engagements between the economy ministry and state governments, industry players, and MPs from September to December 2024.
'At the same time, there was a 'top down' process, namely the development of key policies that were bold and radical, running concurrently involving the economy ministry and experts.
'These policies, categorised according to the various fields, were identified as key catalysts for structural reforms in those areas. These bold and radical policies that were proposed may not have been acceptable to the relevant ministries.
'That's why I tabled them to the prime minister multiple times beforehand between February to April, and tabled it twice to the Cabinet to achieve a compromise and consensus,' he said.
Rafizi said there was a tight schedule to prepare and table the 13MP compared with previous Malaysia plans.
He also said the 13MP was fully developed by civil servants without the involvement of external consultants.

Umno supreme council may address Hishammuddin's suspension on Monday, says Ahmad Maslan

KUALA LUMPUR, June 28 — The suspension of Datuk Seri Hishammuddin Hussein is set to be discussed at the Umno supreme council meeting on Monday. According to Berita Harian, Umno supreme council member Datuk Seri Ahmad Maslan said the meeting will be held in the evening, and if Johor Umno chairman Datuk Onn Hafiz Ghazi raises the issue, it will be addressed. 'I'm not stating whether I support or oppose it, but this issue must follow the established procedures. 'The original suspension decision was made by the supreme council, so any further decisions will also be taken during the meeting. 'We'll wait until Monday,' he said during a press conference in Bachok today. Earlier reports indicated that the Sembrong Umno Division had proposed reinstating Hishammuddin's membership to strengthen the party ahead of the upcoming general election. Hishammuddin's Umno membership was suspended for six years, or two supreme council election terms, starting January 27, 2023.

Sarawak to continue ALAF project in phases extend electricity supply to underserved communities

KOTA SAMARAHAN (June 28): The Additional or Late Applicant (ALAF) project will continue to be implemented in phases by the Sarawak government as part of its efforts to extend electricity supply to underserved communities, said State Minister for Utility and Telecommunication, Dato Sri Julaihi Narawi. He said the initiative has received a total allocation of RM315 million for Phases 1 to 4, which are currently being carried out progressively. 'Under the 13th Malaysia Plan (13MP), the Sarawak government has also approved an allocation of RM550 million to continue implementing the ALAF programme in rural areas across the state in phases,' he told a press conference after the handover ceremony for Phase 8 of the Village Street Lighting (LJK) Project at Kampung Merdang Lumut here today. He explained that the implementation of ALAF is conducted on a rotational basis to ensure equitable distribution, especially for longhouses and villages located in remote and hard-to-reach areas. 'Sarawak is vast, and one of the main challenges lies in its topography, distance, terrain, and various other constraints which require coordination across multiple agencies,' he said. Julaihi also sought to clarify misconceptions held by certain quarters that Sarawak prioritises electricity exports, particularly to Kalimantan, over the needs of its own rural communities. 'Let us not be misled. Electricity exports to Kalimantan have been ongoing since 2016 and are not provided free of charge. Instead, they are sold at tariffs significantly higher than local rates. 'We support our neighbours, but our own people will always remain the priority. That is why ALAF is still ongoing and will continue to be implemented,' he stressed. He further disclosed that Sarawak will supply 30 megawatts (MW) of electricity to Sabah through a power exchange agreement, with the potential to increase the supply to 50MW or even 80MW, depending on grid stability. 'In addition, we have approved the allocation of no less than 1,000MW of electricity to Singapore via undersea cable, along with another approved supply allocation to Peninsular Malaysia, also not exceeding 1,000MW,' he added. He also revealed that there are plans to supply electricity to Brunei in the future. However, he assured that this will not compromise domestic demand. 'At present, Sarawak is capable of generating up to 5.8 gigawatts (GW) of electricity, compared to current demand of approximately 4.8GW. This leaves us with a sufficient energy reserve margin. 'This clearly shows that we have more than enough to meet our local needs. Rural electrification remains a top priority through ALAF,' he said.

Government reviews 13MP after thorough discussions, says Fahmi

KUALA LUMPUR: The government's decision to review the 13th Malaysia Plan (13MP) was not made hastily but followed detailed discussions over the past two weeks, according to Communications Minister Datuk Fahmi Fadzil. He explained that the process began with a draft presented by the Economy Ministry secretary-general to the Cabinet. 'We've actually discussed this. In my press conference a few weeks ago, I mentioned that the Prime Minister (Datuk Seri Anwar Ibrahim) had issued a directive to review the draft presented by the Economy Ministry secretary-general,' Fahmi said during a press conference after launching the Nadi Aspirasi Nasional Bersama Anak Muda (NANBA) programme. He emphasised that all policies and decisions must first undergo Cabinet scrutiny. Last Friday, ministries were instructed to study the draft and submit feedback. A special Cabinet meeting was then held to consolidate these inputs, leading to further refinements. Fahmi, who also serves as the MADANI government spokesman, noted that the review process revealed several areas requiring adjustments, prompting the Cabinet to assign Second Finance Minister Datuk Seri Amir Hamzah to oversee the Economy Ministry's functions. The decision comes after former Economy Minister Datuk Seri Rafizi Ramli questioned the review, calling it a rushed response to social media criticism. However, Fahmi reiterated that the move was procedural and aimed at ensuring the 13MP aligns with national priorities. The 13MP is set to be tabled in Parliament on July 31.
