Low-deposit home loans support first-time buyers across WA

West Australian25-05-2025
With the rising cost of living, a strong property market and high deposit requirements, homeownership feels out of reach for many.
But for thousands of Western Australians, Keystart has offered an alternative way in.
Since 1989, Keystart has helped more than 124,000 Western Australians get their foot on the property ladder by lowering the barriers to homeownership.
One of the biggest challenges for first homebuyers is saving for a deposit.
Keystart's low-deposit home loan enables more people to get started on their homeownership journey sooner, as it takes significantly less time to save for a deposit compared to traditional lenders.
'All Keystart home loans have lower entry costs with a two per cent deposit requirement and no lenders mortgage insurance, saving our customers thousands,' Keystart CEO Mark Tomasz said.
'With our low deposit, it may not take you very long to save the required amount, helping you get into your own home sooner.'
With Keystart, you can choose to build new, or buy an established or newly built home. Whether it is a house, a unit or an apartment, you can choose what best suits your needs.
As a transitional lender, Keystart's goal is to help you get started, not to be your lender for life.
Once you have built up enough equity in your property, it encourages you to move to another lender who may offer lower interest rates and other benefits.
With loan products designed to respond to market conditions, Keystart continues to support people across metropolitan and regional WA.
Not everyone is eligible for a Keystart loan – to ensure Keystart helps those who need it, there are certain criteria, including maximum property price and income limits.
Keystart's current property price limit on its Low Deposit Home Loan is $730,000. The income limit for singles is currently $148,000, with a family income limit of $218,000 for this loan product.
For a Shared Ownership Home Loan, the property price limit is $615,000 with the singles income limit being $123,000 and the family limit set at $189,000.
Separate property price limits exist in the Kimberley and Pilbara to reflect their unique property market conditions and higher living costs across the region.
The property price limits are reviewed periodically against annualised median house price data sourced from the Real Estate Institute of WA.
Income limits reflect the income required to service the property price limits.
'We're passionate about creating more opportunities to help people enter the property market sooner,' Mr Tomasz said.
'We're here to support you through your journey.
'Whether you're using our guides and resources, engaging with our financial coaching service or tracking your loan progress with our app, we'll set you up for homeownership success.'
Keystart
provides an affordable pathway into homeownership for more Western Australians with low entry cost loans, including two per cent deposits and no lenders mortgage insurance.

Birth Rates in WA plummet: ABS stats show West Aussies are putting off having kids

West Australians are putting off having kids, with new figures showing the number of births last year was the lowest in nearly 20 years. The Australian Bureau of Statistics figures for the December quarter show 30,545 babies were born in WA last year, down from 32,031 the previous year. By comparison, 35,429 babies were born in WA nine years ago . The fact that West Australians are baulking at having babies is in line with national trends. ABS statistics show there were 286,998 births registered in Australia in 2023, resulting in a total fertility rate of 1.50 babies per woman — a record low. WA's fertility rate has now reached a record low of 1.57 babies per woman. WA Senator Dean Smith said he believes cost-of-living pressures were affecting couples' decisions to have children. He pointed to huge increases to Perth's median house price — jumping from $251,000 to $781,000 since 2022, according to REIWA data; and rents for a median-priced house now at $685 a week — as two major cost-of-living hikes. 'An Econnex analysis of WA power bills for 2025-26 found a typical household using 5700kWh annually will pay just over $2200 a year,' Senator Smith said. 'Costs specific to raising children are similarly impacted, something reflected in a July 2024 survey by Canstar Blue, which gathered insights from 2356 Australian parents and found the average monthly cost of raising a child is $1073 — or $12,876 a year. 'These financial pressures have been a significant factor in many Western Australians delaying starting a family, increasing the size of their family, or choosing not to have children at all.' The ABS data also showed WA had the largest annual population growth rate of any Australian State or Territory last year — with a growth rate of 2.4 per cent. But that wasn't due to West Australians having babies. The growth rate was largely attributed to overseas and interstate migration, accounting for about 82 per cent of WA's population growth last year. The natural increase to the State's population, which factors in births and deaths, sat at only 2602 in 2024, compared with 5298 in 2014. 'It is worth noting that the natural increase of the population in WA during the December 2024 quarter was just 2602 — the lowest quarterly increase recorded by the ABS since the June 1981 quarter,' Senator Smith said.

Scarborough Beach Road to be upgraded for new Surf CAT

The intersection of Scarborough Beach Road and West Coast Highway will need to be upgraded to accommodate the State Government's new Surf CAT bus service. Announced as a State election promise, the Surf CAT will be a free bus service connecting Stirling station and Scarborough Beach via Ellen Stirling Boulevard and Scarborough Beach Road. The State Government has allocated $4.3 million for the Scarborough Beach Road and West Coast Highway intersection upgrade, which will introduce new bus priority lanes constructed along Scarborough Beach Road. The $4.3m will also fund bus branding, installation of additional stands, and modifications to traffic light signalling to support the service. Design work on the upgrades is currently under way, with further details expected to be released by the State Government shortly. Although in the same location, the intersection upgrade is separate from Main Roads' long-term plan to sink a section of West Coast Highway, meaning the upgrade may only be used for a few years. Credit: Supplied Last month's State budget allocated a total of $18m for the new CAT service, exceeding Labor's original election promise of $14.2m. According to the State Government, this is due to the project being funded for an additional year, to the end of the 2028-29 financial year. WA Transport Minister and Treasurer Rita Saffioti said the new service would improve access to one of the State's most popular coastal areas and support the local economy. 'Getting more people down to Scarborough will also help support small businesses in the area and add to the vibrancy of the precinct,' Ms Saffioti said. 'The addition of the Surf CAT is part of our broad-ranging plan to make public transport more affordable and accessible for Western Australians, and alleviating pressure on our road network.' Running every 10 minutes during peak periods, including Thursday nights for the Scarborough Summer Markets, the service is expected to take travellers between Stirling station and Scarborough Beach in under 15 minutes. Despite construction works for the bus service not being scheduled to start until later this year, the State Government still expects the Surf CAT to be operational this summer.
