
Luxury western suburbs retreat hits major setback
It took a long and sometimes bitter battle with the City of Nedlands and State Government intervention to get the hot springs facility approved in 2023, but a two-year deadline to begin construction expires next week without substantial work commencing.

'Labour shortages (and) supply chain issues have increased development cost and undermined the delivery of the Tawarri Hot Springs,' read a letter from Urbis planning consultant Tim Dawkins.
'Price increases have affected nearly every aspect of the construction.'
Mr Dawkins said the cost to build the facility in 2025 had nearly doubled to $45 million from the $25m price tag estimated two years ago.
Claremont Hotel proprietor and FJM Property principal Barry Jones is spearheading the wellness retreat dream, which former premier Mark McGowan called a 'strategic tourism attraction' for WA when he endorsed the idea in 2023.
The Tawarri dream attracted significant backlash from Dalkeith and Nedlands locals, including another former Premier Richard Court, throughout the approval process.

The luxury spa development would be built on a 5508sqm lot along the Esplanade in place of the Tawarri Function Centre, which has been closed for seven years.
Plans show a range of indoor and outdoor pools, saunas, treatment rooms, a rooftop terrace and a licensed restaurant and cafe with indoor and outdoor seating.
Developers forecast that it would attract 142,000 patrons a year, including 14 per cent from overseas.
Public consultation on the request for a time extension closed on Wednesday ahead of the WA Planning Commission decision.

‘I know there's concern' says Alcoa Australia president Elsabe Muller as US miner fights for South West mine
Alcoa's new local chief Elsabe Muller insists the US bauxite giant is putting 'all effort in' to win approvals to keep mining the State's Jarrah Forest as the plans undergo lengthy public scrutiny. The Pittsburgh-headquartered miner and alumina refiner is fighting to secure two environmental ticks from the State Government to expand its bauxite mine in the South West, and to increase production capacity at the Pinjarra Alumina Refinery. Asked whether she was confident Alcoa would get the green light for its expansion plans, Ms Muller told a WA Mining Club event the miner was 'putting all effort in to make sure that we're getting the support to get approval.' Alcoa's existing approvals were locked in under a State agreement in 1961 and therefore have not gone through WA's current environmental assessment regime to make sure they meet modern standards . 'For any mining company, you tend to mine where the deposit can be economically extracted. Now, in our case in WA, you find it in the Jarrah Forest,' operations president Ms Muller said on Thursday. She referenced research from the Global Aluminium Council that claimed demand for the metal would increase between 30 per cent and 40 per cent by 2030. 'It will double by 2050 because you do need it to decarbonise. There's no substitute,' she said. 'We obviously need to enter new mining areas so that our refineries can keep operating for decades to come.' WA's Environmental Protection Authority launched a 12-week public comment period for the plans at the end of May, a move Alcoa said earlier this month would mean it was unlikely a Ministerial decision would be made by early 2026, as had been anticipated. The miner has also faced substantial community concern since it was served an official notice by the Department of Water and Environmental Regulation in 2023, after inspectors found Alcoa had built a pipeline and funnelled toxic PFAS-contaminated waste over Samson Brook dam despite a works application still being 'under assessment'. Asked how it would address these concerns during the public feedback period, Ms Muller said on Thursday that Alcoa had 'never impacted drinking water' and had implemented a reservoir protection zone 'to absolutely make sure we will not'. 'I know that there's concern. We've never impacted drinking water.'

WA spends up on electronics in June but EOFY sales may just be a one-off retail sugar hit
The Reserve Bank of Australia's two rate cuts this year have encouraged WA consumers to take advantage of end of financial year bargains in June, but one expert warns the retail sugar hit may just be a one-off. West Australians spent up on mobile phones, computers and white goods during the mid-year clearance discount season, with Bankwest's latest report showing transaction volume for electric appliances surged 21 per cent month-on-month in June. The bank's monthly analysis crunches the numbers on WA customer credit and debit activity to spot responses to fluctuating economic conditions. Bankwest Curtin Economics Centre director Alan Duncan said cost-conscious shoppers tend to be interested in big-ticket items, like white goods, during any promotional events, whether that's EOFY, Black Friday or Boxing Day sales. 'The quantum of saving appears to be much greater, so if you're spending $1000 rather than $1500 or $2000 on an electrical appliance then of course that's going to seem relatively attractive,' he said. But Professor Duncan said it was too early to tell if the bank data showed a broad recovery in consumer spending, pointing to the slight 2 per cent growth in transaction value in June. 'You are seeing a shift towards appliances, recreation and department stores, but a shift away from other consumptions and I think for that reason it's not necessarily that there is a net substantial increase in spending,' he said. 'You do see people being aware of potential value in sales items and going for those, but then maybe moderating what they spend in other months of the year. 'There are also some risks on the horizon, particularly if . . . rents continue to grow.' Recreation and department stores recorded a 14 per cent and 11 per cent growth in transaction volume, respectively, in June. Discount stores and other services, like courier services and roadside assistance companies, posted a 4 per cent decline. It comes as recent data from property listings platform Domain earlier this month revealed Perth house rents lifted 0.7 per cent, or $5, to a fresh high of $700 a week in the June quarter. Professor Duncan said a weekly rent of $700 would eat up about 62 per cent of the average single person's $1125 disposable income — more than double the threshold that constitutes mortgage stress. Local business owner Frank Beverwijk said sales for computers, laptops and accessories at his Arrow Computers was 'okay' in June and that it had picked up from prior months. Asked if further interest rate cuts would encourage more spending among his customers, Mr Beverwijk: 'Absolutely'. 'Everyone is in survival mode so that would be the case,' he said. 'When the mortgage rates are sky-high even small businesses . . . are very worried about borrowing money to either make money or (just) to have spare cash around.' Investors have upped their bets on an August rate cut after recent data showed Australia's jobs boom stalled in June.

Mosman Park residents vote against underground power
The push to bring underground power to Mosman Park will likely halt after a recent community survey found about 70 per cent of the small council's residents were against the planned project. The council surveyed locals about the prospect of fronting the cost themselves — potentially up to $16,000 — to put power underground by 2029, rather than waiting their turn in Western Power's scheduled program. Under Western Power's Targeted Underground Power Program, where that cost would be subsidised by the State Government, underground power in Mosman Park is not anticipated until between 2035 and 2045. But in order to go ahead, the town needed a minimum of 70 per cent support from at least a 30 per cent response rate. Of the 2286 letters sent out to affected property owners, 744 responded with an clear preference (69.5 per cent) to wait for the subsidised rollout. Just 227 (30.5 per cent) respondents supported fast-tracking the project, with 42.6 per cent citing how it would improve neighbourhood aesthetics as their main reason. Other western suburbs councils, including Subiaco and Peppermint Grove, have completely transitioned to underground power.
