Morocco to spend 6.2 billion dirhams on livestock replenishment program

Morocco will allocate 6.2 billion dirhams to a livestock replenishment program aimed at reviving herds severely affected by years of drought, Agriculture Minister Ahmed El Bouari announced on Thursday.
Spanning 2025–2026, the program will dedicate 3 billion dirhams in 2025 and 3.2 billion in 2026. It includes measures such as debt relief and restructuring for livestock farmers, as well as subsidies for animal feed, Bouari said during a press briefing following the Government Council meeting in Rabat.
The program will also support farmers who retain breeding female livestock and will include veterinary campaigns, genetic improvement, and artificial insemination efforts, he added.
On May 12, during a Council of Ministers, King Mohammed VI urged the government to implement a livestock replenishment program, emphasizing that support operations should be managed by committees under the supervision of local authorities.
This initiative follows the King's February 26 message, in which he urged Moroccans to forgo the Eid Al-Adha sacrifice due to the country's ongoing economic and climate-related hardships that have led to a sharp decline in livestock numbers.

In addition, these new numbers reflect significant growth compared to the same period in 2021 and 2022, when Morocco's travel spending reached MAD 4.15 billion ($453.3 million) and MAD 7.95 billion ($869.3 million) during the same period, respectively. The relatively low numbers recorded in 2021 and 2022 were attributed to the lockdowns and travel restrictions triggered by COVID-19. In 2024, a survey by market research firm Sunergia listed travel preferences of Moroccans, showing that Spain, France, and Italy are the favorite international destinations for Moroccans. The three destinations attract 29%, 27%, and 17% of Moroccan visitors, respectively. Turkiye is also one of the top destinations for Moroccans, with 15% of the Sunergia survey respondents ranking the country as their favorite destination for summer vacation. As for local tourism, Moroccans prefer Tangier as a destination for tourism, alongside Marrakech and Agadir. About 38% of Moroccans see Tangier as their top destination, followed by Marrakech (33%), Agadir (26%), and Tetouan (22%). Cash circulation recorded its lowest levels in November 2024 at MAD 412 billion ($ 45.14 billion), before rising to MAD 414 billion ($ 45.31 billion) in February. The peak occurred in August at 446 billion ($ 48.86 billion), then declined to MAD 444 billion ($ 48.59 billion) by year-end. Economic implications and concerns The continued rise in cash circulation presents several economic challenges, including reduced financial transparency, increased tax evasion, growth in undeclared activities, and diminished effectiveness of monetary policy. These concerns have prompted Bank Al-Maghrib to encourage citizens and merchants to adopt electronic payment methods. Tax amnesty success Government Spokesperson Mustapha Baitas announced in early 2025 that the temporary tax settlement operation 'yielded exceptional results that significantly exceeded initial expectations.'
