IMFC-J Succesfully Facilitates Five Projects Worth RM16.5 Bln In JS-SEZ To Date

KUALA LUMPUR, May 19 (Bernama) -- Five major investment projects have been fully facilitated through the Invest Malaysia Facilitation Centre Johor (IMFC-J) to date, representing RM16.5 billion in committed investment in the Johor-Singapore Special Economic Zone (JS-SEZ), said Johor Menteri Besar Datuk Onn Hafiz Ghazi.
He said the IMFC-J is currently in active engagement with 47 more investors, with potential investments totalling RM40.1 billion, across key sectors such as manufacturing, data centres, and energy from key markets such as Singapore, China, and South Korea.
"In just over two months since its launch, IMFC-J has received more than 300 investor enquiries, with 100 focused on the Forest City Special Financial Zone alone.
"But as a facilitator, the job of the IMFC-J is also to convert the very real interest into actual investments, and that is exactly what it has been delivering on," he said during his opening address at the 'JS-SEZ Partners Dialogue: Advancing Facilitation' forum today.
IMFC-J was launched last February in collaboration with federal partners, jointly operated and led by Iskandar Regional Development Authority (IRDA), Invest Johor, and Malaysian Investment Development Authority (MIDA) to remove bottlenecks and fast-track investor journeys within the JS-SEZ.
In the meantime, Onn Hafiz highlighted that Johor has secured RM27.4 billion in total approved investments in the first quarter of 2025 - a record-breaking achievement - as it took the state nine months in 2024 to reach the same milestone.
"We currently have an additional RM23 billion in the investment pipeline, expected to materialise by the end of this quarter. If these numbers hold, and we believe they will, Johor will exceed RM50 to RM60 billion in total investments in 2025, surpassing last year's RM48.5 billion - this will position Johor yet again in the top three investment destinations in Malaysia," he added.

For the financial year ended March 31, 2025, Paragon Globe achieved a net profit of RM105.6 million, reversing the previous year's net loss of RM1.2 million. Revenue surged to RM306.3 million from RM51 million the year before, primarily driven by strategic land disposals and robust industrial property sales. Paragon Globe executive chairman Datuk Seri Edwin Tan Pei Seng said the strong performance was largely attributable to a RM337.3 million disposal of 67.6 acres of industrial land at Desa Cemerlang to Bridge Data Centres. 'Apart from strategic land sales, we experienced high demand for industrial developments at Pekan Nenas, significantly contributing to our earnings,' he added. 'Looking ahead, our growth will be underpinned by residential launches such as Calia Residences and The Iconic at Stulang Laut, along with continued industrial projects.' Paragon Globe recently opened its flagship RM10 million PGB Experience Gallery in Johor Bahru, aimed at enhancing customer engagement and centralising sales activities across its diverse project portfolio. Tan highlighted the strategic advantage of Paragon Globe's industrial projects – Desa 27 and Desa 100 – which are ideally located to leverage the Johor-Singapore Special Economic Zone (JS-SEZ). These projects have attracted prominent multinational tenants, including Hunter Amenities International and Meiban Technologies. Despite global economic uncertainties, Tan expressed optimism about Johor's property sector, buoyed by initiatives such as the JS-SEZ and the Johor-Singapore Rapid Transit System Link. 'PGB remains committed to resilience, diversification, and sustainability, positioning ourselves to adapt swiftly and effectively to market changes,' Tan said. On shareholder returns, he said the company was actively reviewing its capital allocation strategy, including the possible introduction of a structured dividend policy, balancing prudent reinvestments with shareholder rewards. 'Despite global economic uncertainties, we remain optimistic about Johor's property market outlook, driven by sustained regional growth initiatives. PGB remains committed to resilience, diversification, and sustainability, positioning ourselves to adapt swiftly and effectively to market changes,' concluded Tan.

SHAH ALAM, July 15 (Bernama) -- Parking management through a concessionaire has been in use in Selangor since 1996 and as of June, five local authorities (PBTs) still outsourced parking management to concessionaires, says State Local Government and Tourism Committee chairman Datuk Ng Suee Lim. Ng said the implementation of concessionary parking management, which will be signed and enforced on Aug 1, will improve the existing system. "This (privatisation) has its pros and cons, so this time the state is ensuring a win-win situation by adopting the approach of using Smart Intelligent Parking (SIP), with the Menteri Besar Selangor Incorporated or Selangor MBI playing a role in parking management," he said at his office at the Selangor State Secretariat Building (SUK) today. Ng said the decision to implement the management system stemmed from the 33rd/2024 State Executive Council Meeting (MMKN) which convened on Nov 28, 2024, and was confirmed in the 34th/2024 MMKN on Dec 6, 2024. 'The Selangor government agreed in principle to implement parking management (TLK) through a collaboration between the Selangor MBI and private companies. 'Then the 12th/MMKN 2025 on April 23, 2025, confirmed by the 13th/MMKN 2025 on April 30, 2025, agreed that a wholly owned subsidiary under the MBI Group, namely Rantaian Mesra Sdn Bhd, be appointed to implement the Smart TLK management in the state of Selangor,' he said. Meanwhile, Ng said the Smart Parking model would involve a tripartite collaboration between the local authority (PBT) as the body determining policy, payment rates and parking zones, Rantaian Mesra as the system coordinator responsible for technical reporting, and the concessionaire appointed. "This implementation will be formalised through a tripartite agreement between the specific PBT, the concessionaire and Rantaian Mesa Sdn. Bhd to define clearly each party's role, scope and responsibility that comply with the prescribed governance," he said. Ng said the concessionaire would invest RM200 million for the Smart Parking Infrastructure, including the installation of 1,800 closed-circuit cameras in the four PBTs involved in the first phase.

MARC Ratings: Triple ‘A' with stable outlook for Johor

PETALING JAYA: Malaysian Rating Corporation Bhd (MARC Ratings) has assigned an unsolicited sub-sovereign credit rating of AAA, with a stable outlook, to Johor. The rating reflects the state's resilient and growing economy, consistent fiscal surpluses, low debt levels, and a stable political landscape supporting its long-term development. MARC Ratings noted that Johor plays a key role in Malaysia's economy, contributing RM148.2 billion or 9.5% to the national gross domestic product (GDP) in 2023. This strength is driven by a robust services sector – making up 54% of its GDP – and the country's largest agricultural sector, accounting for nearly 20% of national output. Johor's proximity to Singapore has generated significant spillovers in retail, hospitality, and investment, reinforcing its economic momentum. The upcoming Johor-Singapore Special Economic Zone (JS-SEZ) is expected to accelerate high-value growth by attracting advanced industries. In terms of fiscal management, Johor's debt has remained at just 0.1% of GDP from 2021 to 2023 – one of the lowest in the country – thanks to disciplined financial practices and growing tax revenues. The state has recorded consistent fiscal surpluses over the past decade, with the only deficit occurring in 2021 due to pandemic-related revenue declines, MARC Ratings said. These efforts have allowed Johor to build healthy reserves, rising to RM2.4 billion in 2023 from RM1.8 billion in 2013. At the same time, it has maintained a strong focus on development, with 39.4% of total expenditure allocated to development projects between 2019 and 2023. While Johor's revenue structure is solid, MARC Ratings said, it remains reliant on traditional sources like quit rent and land title premiums. To boost fiscal sustainability, the state has introduced new revenue-enhancing measures for 2025. The consolidated funds-to-expenditure ratio, though slightly reduced to 143.3% (2019–2023) from 174.5% (2014–2018), still signals strong liquidity and financial flexibility. MARC Ratings also highlighted Johor's consistent political stability as a key strength. 'The stable outlook reflects our expectation that Johor will continue its disciplined fiscal practices and maintain healthy surpluses in the medium term,' it said. 'Strong revenue from established sources and robust economic activity will support financial stability. Moving forward, additional revenue growth and efficient development spending will be crucial to preserving Johor's strong credit profile.'
