Governor Scott signs bills on health insurance, drug use, technology

MONTPELIER, Vt. (ABC22/FOX44) – Vermont's Phil Scott had a busy day Thursday as we near the end of the legislative session. He signed six bills into law, and allowed one to become law without his signature.
H. 1, which adds exemptions to reporting to the State Ethics Commission, was not signed by Scott. However, he still allowed it to become law, saying that 'it does not rise to the level of a veto' but encouraging legislators to revise it in the future. He objected to any law weakening the State Ethics Commission after its power was strengthened last year.
H. 105 relates to the Youth Substance Awareness Safety Program, which provides an alternative to young offenders of drug laws, where they can enroll in an educational program instead of going through civil courts. The bill lowers the minimum age for enrollment from 16 to 10 and includes alcohol-impaired youth drivers in the scope of the program.
H. 222 allows state courts to require people convicted of domestic violence offenses to complete an accountability program before they are released from a restraining order. It also allows courts to require an offender return vehicles shared by them and a victim.
Vermont exempts some home kitchen businesses from licensing fees
H. 231, about fish and game management, increases penalties for snaring animals. It also makes it an offense to transport a cocked crossbow in a vehicle.
H. 458 increases accountability for state technology programs. It requires that the state's Agency of Digital Services include more detailed information in its reports, including summaries of the scope, timeline, status, and budget of each of its individual projects.
H. 482, about health insurance, allows the Green Mountain Care Board to reduce hospital reimbursement rates for insurers if the insurer is at risk of going bankrupt. It also allows the board to reduce a hospital's budget if the hospital went over budget the previous year, and to appoint an independent overseer to a hospital the board thinks may be out of compliance.

Finally, H. 504 approves minor changes to the charter of the City of Rutland, including changes to the city's purchasing policy.
Legislators are still working on some major new legislation, especially an education reform package that Phil Scott decided not to sign after a compromise was reached by the House and Senate.

But the Osmo 360 does have a page on DJI's US website for the item — and like the Mavic 4 Pro, which similarly skipped the US, two camera retailers are offering the Osmo 360 anyhow. B&H and Adorama are already taking pre-orders for both the $549.99 Osmo 360 and its $699.99 'Adventure Combo,' as well as an exhaustive range of accessories: If you're interested, you might also try to call: last time, I found Adorama taking phone orders for models that were already in stock but not yet listed as such on the website. DJI never explained to us how the Mavic 4 Pro had a limited release at retailers, or whether it would honor its warranty on those sales, so we're not expecting answers here either. But we did ask the company why it decided not to officially launch the Osmo 360 here, and a spokesperson would not say. 'There are multiple reasons behind why the Osmo 360 will not be available through DJI officially in the U.S. We do not have a timeline on when or if this will be available, but we will keep you posted if there are any updates,' Regina Lin tells The Verge. Presidential library for John Adams and son in Quincy, Massachusetts is of "national importance," CEO says

A presidential library for John Adams and his son John Quincy Adams is a step closer to becoming a reality in Quincy, Massachusetts. Adams was the nation's second president, and his son was the sixth, but there's no presidential library for either of them. "This is a family who changed America and built America. The fact there isn't something already is shocking," said Quincy City Councilor Scott Campbell. There are sites connected to the Adams family all over Quincy, including their home and farm. The next chapter will be a new Adams Presidential Center. Dr. Kurt Graham, the former director of the Harry Truman Presidential Library and Museum in Independence, Missouri, became the center's first president back in October. "It is unbelievable, really, to think that we're at this stage in our evolution as a nation, and we have yet to honor John and John Quincy in, in a very meaningful way," Graham said. "This is not just simply something for Quincy or for Boston or for Massachusetts. This really is something of national importance." So when will it be open? "I would say let's do it right, as opposed to do it quick. Let's make sure that we can afford it. Make sure we have the right spot for it, and make sure it's complementing other things in the area," Campbell said. "The Adams family itself, they're involved. They've been at every function. They look at this as a capstone to their family's achievements." One of the officers on the Board of Directors is retired U.S. Marine Corps General Joseph Dunford.
