Traders reject SRO 175, issue ultimatum

KARACHI: Expressing deep frustration and alarm over the Presidential Ordinance introducing SRO 175, trader representatives from across Pakistan strongly condemned the measure in an emergency meeting held here on Tuesday.
Organised by the All City Traders Ittehad Association, the gathering marked a unified and forceful rejection of the ordinance, which businessmen described as a "draconian law" that grants unchecked powers to the Federal Board of Revenue (FBR).
Participants voiced grave concerns that SRO 175 would lead to the misuse of authority by tax officials, disrupt commercial activity, and violate fundamental business rights. In response, trader leaders issued a 15-day ultimatum demanding the immediate withdrawal of the ordinance, warning of escalating protests and a nationwide shutdown if their demands are not met.
The meeting, held at a local hall, featured physical participation from local trader leaders and video-link attendance by representatives from across the country.
Sharjeel Goplani, Patron-in-Chief of the All City Traders Ittehad Association, provided an in-depth critique of the ordinance, calling it economically destructive and constitutionally questionable. He warned that the law empowers the FBR to operate without oversight, posing a serious threat to both businesses and the broader economy.
Among the key attendees were Atiq Mir, Hakeem Shah, Minhaj Gulfam, Zahid Amin, Jameel Paracha, Waqas Azim, Rana Rais, Rana Waheed, Muhammad Ahmed Shamsi, Yaqoob Bali, Nasir Makani, Ejaz Bhatti, Chaudhry Ayub, Syed Muhammad Saeed, Aslam Parvez, Muhammad Zaki, Haseeb Akhlaq, Tayyab Siddiqui, Muhammad Ismail Lalpuriya, Maqsood Faraz, Shakir Fancy, Arshad Khan, Asif Gulfam, and others.
Via video link, the meeting was joined by Ajmal Baloch (President, Anjuman Tajiran Pakistan), Kashif Chaudhry (President, Tanzeem Tajiran Pakistan), Abdul Rahim Kakar from Quetta, and Sindh-based leaders Ameen Memon and Haroon Memon.
Traders unanimously declared SRO 175 a black law and announced the launch of the 'Save the Economy Movement.' They vowed to resist the ordinance through organized civil disobedience. Measures include barring FBR teams from entering marketplaces, boycotting and besieging banks that release funds without account holder consent, and surrounding FBR offices nationwide.
If the government fails to respond within the deadline, traders warned of countrywide strikes and potential demonstrations at FBR headquarters and Parliament. 'There is complete national unity among traders on this issue,' the association's spokesperson affirmed in the joint declaration.

In a statement issued on Wednesday, the association made a direct appeal to Prime Minister Shehbaz Sharif, Federal Finance Minister Muhammad Aurangzeb, and Federal Board of Revenue (FBR) Chairman Rashid Mehmood Langrial, calling for the immediate withdrawal of what it has described as "black laws" that have raised alarm across Pakistan's business community. PYMA Chairman Muhammad Saqib Goodluck, while voicing the concerns of yarn traders and related stakeholders, stated that these new legal provisions would open the doors to unchecked harassment and intimidation of legitimate businesses. He said that empowering FBR officials with wide-ranging discretionary powers under Articles 37-A and 37-B is unjust but sends a negative signal to entrepreneurs and industrialists already grappling with inflation, high utility costs, and uncertain policy environments. "If the government is genuinely serious about increasing tax revenues, it must create an environment that encourages businesses to grow and prosper," Saqib Goodluck asserted. "Thriving businesses contribute more to the national exchequer. But policies that stifle entrepreneurship will only shrink the tax base and hurt the economy." He further stated that these laws portray business owners as suspects instead of law-abiding citizens, warning that actions based merely on suspicion erode the principles of fairness and justice. The statement added that, calling for a change in direction, the PYMA chief urged the government to introduce policies focused on economic growth and improving the ease of doing business. "Such measures will help ensure industrial sustainability, generate employment, and ultimately strengthen the national economy," he concluded.

Listen to article The cement industry recorded modest overall growth in the fiscal year 2024-25 despite a continued decline in local demand, according to data released by the All Pakistan Cement Manufacturers Association (APCMA). Total cement despatches reached 46.221 million tonnes in FY25, up 2.05% from 45.291 million tonnes the previous year. This marginal growth was driven largely by a 29.46% surge in exports, which rose from 7.110 million tonnes in FY24 to 9.204 million tonnes in FY25. However, domestic sales dropped by 3.05%, falling from 38.181 million tonnes to 37.017 million tonnes. In June 2025 alone, overall cement despatches declined by 2.69% year-on-year to 3.457 million tonnes, compared to 3.552 million tonnes in June 2024. Domestic sales fell sharply by 15.65% to 2.597 million tonnes, while exports saw a significant 81.70% increase, reaching 859,204 tonnes from 472,865 tonnes in June 2024. North-based mills despatched 2.445 million tonnes in June 2025, a decline of 10.21% from 2.723 million tonnes in June 2024. South-based mills despatched 1.01 million tonnes, up 21.99% year-on-year. In the domestic market, North-based mills saw a 14.43% decline, selling 2.237 million tonnes, while South-based mills saw a sharper drop of 22.50%, selling 360,814 tonnes locally. Exports from the North surged 91.05% in June 2025 to 207,975 tonnes from 108,861 tonnes a year earlier. South-based mills also recorded a robust 78.91% rise in exports, reaching 651,229 tonnes. For the full fiscal year, North-based mills despatched 30.726 million tonnes domestically, down 2.60% from 31.545 million tonnes in FY24. Exports from the North rose 15.56% to 1.684 million tonnes. Combined, total despatches from the North fell 1.79% to 32.410 million tonnes. South-based mills recorded domestic despatches of 6.291 million tonnes, reflecting a 5.21% decline. However, exports soared 33.04% to 7.519 million tonnes, lifting total despatches from the South to 13.811 million tonnes, up 12.38% from the previous year. An APCMA spokesperson said declining domestic demand remains a serious challenge for the sector and appealed to the government to reduce duties and taxes on cement. He stressed that cement is a basic necessity, not a luxury. "We must find ways to increase the domestic off-take in order to utilise the idle capacity that will attract economic growth as well as employment opportunities and increased revenue for allied industries," he added.

Temporary mobile registration system launched for expats

Overseas Pakistanis can avail the FBR tax-free mobile registration facility for 120 days per each visit under the Federal Board of Revenue (FBR) policy. The Pakistan Telecomm-unication Authority (PTA) is facilitating this service through its free, automated Temporary Mobile Registration System, available via DIRBS portal: said a news release. This module has been introduced for those overseas Pakistanis and foreign nationals who do not intend to keep their mobile device in Pakistan and will be applicable for only one mobile handset device. To avail of this facility, the applicant shall provide his/her credentials including passport number, date of arrival and intended date of departure, mobile SIM issued in his/her name, and IMEI(s) of the device. The new system shall carry out real-time validation from FIA's Integrated Border Management System (IBMS) to verify the date of arrival of the applicant. On the lapse of 120 days of the stay of the applicant, the IMEI(s) utilised under this facilitation shall be suspended and will not be utilised on local network services. In case, the same applicant visits Pakistan again, he/she will be required to re-apply for this temporary facilitation, by re-entering the credentials which were used for the 1st or previous registration under this scheme. This system will not only facilitate overseas Pakistanis and foreign nationals coming to Pakistan on a short-term basis but will also create a positive image of the country. Likewise, the checks introduced under this system will ensure that only the genuine overseas Pakistani/foreign national avails the said facility.
