FO says looks forward to working with members as Pakistan assumes UNSC presidency for July
In a statement, the Foreign Office (FO) said that Pakistan will undertake this responsibility with a deep sense of purpose, humility and conviction. and its approach will continue to remain anchored in the purposes and principles of the UN Charter, respect for international law, and a steadfast commitment to multilateralism.
'As a country that has consistently advocated dialogue and diplomacy, Pakistan brings to the Security Council an objective, principled and balanced perspective shaped by its foreign policy, past experience at the Council and its long-standing contributions to the maintenance of international peace and security including through UN peacekeeping and peace-building efforts,' the statement said.
It added that Pakistan has pursued a transparent, balanced and consultative approach and was mindful of the multiple, interlocking challenges to international peace and security across the Middle East, South Asia, Africa, Europe, Latin America and other regions.
The immense human cost of these crises demands a Security Council that is responsive, credible and effective, the FO said.
Historic moment: Pakistan to assume UNSC presidency next month
The Presidency will convene two high-level signature events during July: an open debate on 'Promoting International Peace and Security through Multilateralism and the Peaceful Settlement of Disputes', to be held on 22 July, the press release said.
A briefing on 'Cooperation between the United Nations and Regional and Sub-Regional Organizations: The Organization of Islamic Cooperation (OIC)' is also scheduled for 24 July.
Deputy Prime Minister and Foreign Minister of Pakistan Ishaq Dar will chair the meetings and will also preside over the quarterly open debate on the Question of Palestine on 23 July 2025.

OCAC seeks SIFC intervention over petroleum levy on furnace oil
The Oil Companies Advisory Council (OCAC) has sought intervention from the Special Investment Facilitation Council (SIFC) over the government's decision to impose a petroleum levy (PL) of Rs82,077 per metric ton on furnace oil (FO), Business Recorder learnt on Wednesday. 'On behalf of the Oil Companies Advisory Council and its member companies, we express our deep concern and strong protest regarding the imposition of a Petroleum Levy of Rs82,077 per metric ton on Furnace Oil, effective July 1, 2025, through the Finance Act, 2025,' the OCAC wrote in a letter to the SIFC, dated July 1, 2025. 'This levy comes in addition to Climate Support Levy (CSL) of Rs2,665 per metric ton on FO, and poses a serious threat to the overall business environment in the country,' it added. President Zardari gives assent to Finance Bill 2025 In a separate statement, OCAC chairman Adil Khattak said the imposition of climate support and petroleum levies on FO would raise its price by more than 80% making many industries, shipping and independent power producers (IPPs) unviable. 'It is fashionable to blame IMF [International Monetary Fund] for everything under the sun but the two probable reasons given: to cut down carbon emissions or meet the revenue shortfall do not justify this ill advised decision. 'If industrial and power production is to be sacrificed to reduce greenhouse emissions then wouldn't Thar coal be the next target; after all the Bretton Woods Institutions both IMF and World Bank discourage use of coal,' he said. According to Khattak, the revenue expected from the petroleum levy (PL/PDL) is also going to be 'a pipe dream' as the price increase would wipe off local sales. 'The refineries forced to export it's total FO production would face substantial loss due to increase in logistics cost and discounted export prices causing substantial dent in their upgrade plans already on hold due to non- resolution of the sales tax issue on permanent basis in spite of numerous meetings and assurances. 'We expect support from Petroleum Minister who, within a short period of assuming office, has proved his grit not only in understanding complex challenges but taking these head-on. We also hope that SIFC would play an effective role in withdrawal of PDL on FO and permanent resolution of the sales tax issue paving the way for the long awaited $6 billion investment in refineries upgrade,' Khattak said. FO is a deregulated product, and its pricing is governed by market forces. It is mainly used for meeting energy needs of domestic industry. The OCAC in the letter argued that the imposition of what it called a substantial fiscal burden would have widespread and adverse financial repercussions across multiple sectors of businesses, threatening their viability and long-term sustainability. 'This measure stands in stark contrast to the Government of Pakistan's stated commitment to promoting domestic manufacturing. Rather than enhancing revenues, it is likely to significantly reduce or eliminate FO sales within the country, thereby decreasing associated sales tax revenues and undermining industrial competitiveness. Additionally, it would also defeat the objective of collection of envisaged revenue by imposing PL and CSL on FO.' Downstream oil sector deregulation: OCAC refuses to endorse any future road map The letter further stated that imposition of PL and CSL would substantially increase fuel costs, and it also would nullify the gains from recent renegotiations with the IPPs while still obligating the government to make capacity payments effectively increasing the burden on national finances without any corresponding benefit. 'In light of the above, we strongly urge SIFC to intervene and recommend the withdrawal of the PL & CSL on FO. This will help restore policy consistency, support critical sectors of the economy, and uphold the principles of fair and sustainable economic development,' OCAC said.

ISLAMABAD: Pakistan has assumed the Presidency of the United Nations Security Council (UNSC) for the month of July 2025, Foreign Office (FO) Spokesperson Ambassador Shafqat Ali Khan announced here on Tuesday. Pakistan undertakes this responsibility with a deep sense of purpose, humility and conviction, he added. 'Our approach will continue to remain anchored in the purposes and principles of the UN Charter, respect for international law, and a steadfast commitment to multilateralism,' Ambassador Khan remarked. As a country that has consistently advocated dialogue and diplomacy, Pakistan brings to the Security Council an objective, principled and balanced perspective shaped by its foreign policy, past experience at the Council and its long-standing contributions to the maintenance of international peace and security including through UN peacekeeping and peace-building efforts, the FO spokesperson highlighted. Pakistan's Permanent Representative to the UN, Ambassador Asim Iftikhar Ahmed will preside over the meetings on key global issues during the month of July. In preparing the Council's Programme of Work for July, Pakistan has pursued a transparent, balanced and consultative approach. We are mindful of the multiple, interlocking challenges to international peace and security across the Middle East, South Asia, Africa, Europe, Latin America and other regions. It is worth mentioning here that Security Council's presidency is part of Pakistan's two-year term as a non-permanent member of the UNSC, which began in January 2025. Courtesy: X@PakistanUN_NY Pakistan calls for resolving long-standing conflicts as part of efforts to combat terrorism as the country assumes the rotating presidency of the United Nations Security Council (UNSC) for the month of July, amid escalating global conflicts and humanitarian crises, such as in Gaza. The announcement of Pakistan's new role at the top-most forum was made simultaneously by the United Nations and the Foreign Office in Islamabad. "Pakistan assumes the rotating presidency of the Security Council for the month of July," the UN stated on the social media platform X. FO spokesperson Shafqat Ali Khan said in a statement on Tuesday that Pakistan's approach during its UNSC presidency would be to continue to remain anchored in the purposes and principles of the UN Charter, respect for international law, and commitment to multilateralism. Deputy Prime Minister and Foreign Minister Ishaq Dar in a separate tweet on X said that Pakistan's presidency came at a time of escalating conflicts and humanitarian crises across the world. "We will strive to steer the Security Council towards responsive and effective action grounded in dialogue, diplomacy and peaceful dispute resolution," Dar wrote on X. Simultaneously with the UNSC presidency, the Permanent Representative of Pakistan to UN at Geneva Ambassador Kamran Akhtar has been elected as president of the 53rd session of the United Nations Industrial Development Board (UNIDO). Earlier, Pakistan's Permanent Representative to UN Ambassador Asim Iftikhar Ahmad addressed an 'Ambassadorial-Level Consultations on UN80 and the Future of the UN Counterterrorism Architecture'. The UN80 Initiative is a system-wide push to reaffirm the UN's relevance in a rapidly changing world. "The UN's counterterrorism discourse must not only address the response factors but also the underlying and preventive factors," he said. "We must also clearly distinguish between terrorism and the legitimate struggle against foreign occupation and the right to self-determination," he added. Ahmad stressed the need for the UN Office of Counterterrorism (UNOCT) to integrate respect for human rights and rule of law to prevent abuse of counterterrorism actions by the member states. "The more we shy away from addressing these issues, the more prolonged our counterterrorism efforts will be." Separately, speaking at a briefing on the situation in the Middle East, Ambassador Ahmad called on the UNSC not to remain "a bystander" amid the deepening humanitarian crisis in Gaza, with Israeli military attacks on aid-seeking civilians continued to exact a devastating toll on lives and infrastructure. The Pakistani envoy described the "new aid distribution mechanism" as not only contrary to international humanitarian law and human dignity, it also places starving civilians in direct danger, forcing them to cross active combat zones in search of food and water. "This is a death trap. The result is a grotesque cycle of horror. Over 500 people have been killed while trying to access humanitarian aid. There is no need to reinvent the wheel with militarised, dangerous and unlawful schemes," he said.
