UAE on track to cut over 300kt carbon emissions in transport sector by 2030

The UAE is on track to save around 150kt of oil equivalent in energy and reduce CO2 emissions by 309kt across the entire transport sector by 2030, said Sharif Salim Al Olama, Undersecretary for Energy and Petroleum Affairs in the Ministry of Energy and Infrastructure.
This comes as Al Olama spoke on Monday at a panel discussion during the Electric Vehicles Innovation Summit (EVIS 2025), held from April 21 to 23 at the Abu Dhabi National Exhibition Centre (ADNEC).
The official discussed progress in greening mobility across the country as part of the UAE Energy Strategy 2050, noting the vital role of the private sector in complementing government efforts.
'The invitation is open for the private sector to co-create with us and build that future that we are anticipating,' he said.
A key example of this collaboration is Abu Dhabi's Smart and Autonomous Vehicle Industry (SAVI) Cluster, created through the Abu Dhabi Investment Office (ADIO), Al Olama said.
Launched in 2023, the SAVI Cluster serves as a model of private sector engagement, providing a comprehensive framework of incentives, regulatory support, and technical guidance.
This initiative aims to encourage the private sector to pilot, manufacture, and implement smart solutions in the rapidly evolving transport sector.
'We are seeing very good results so far,' Al Olama said, pointing to the success of the SAVI Cluster in driving innovation in mobility. Building on this model, the Ministry of Energy and Infrastructure has expanded efforts through the creation of the EV Majlis, a platform for open dialogue among electric vehicle (EV) manufacturers, infrastructure providers, and policymakers.
The EV Majlis has played a crucial role in expanding the EV ecosystem in the UAE. One of its major successes was the launch of the UAEV network, a significant milestone that has contributed to a remarkable increase in EV sales.
In 2022, EV sales in the country were around 7%. By the end of 2024, that number had surged to over 25%, according to Al Olama.
The ministry is also partnering with BEEAH to create the first battery recycling facility in Sharjah, focusing on the recycling of lithium-ion batteries. Additionally, the ministry is collaborating with PacCapital to introduce electric two-wheelers, and with Charger to offer on-demand emergency charging solutions.

Earlier this month, the UAE Government launched a new federal strategic planning cycle as part of its ambitious 'We the UAE 2031' vision, marking a shift toward a more agile, AI-powered, and resource-optimised approach to governance. This new framework shortens the government's strategy cycle to a three-year timeframe, aiming to deliver faster, smarter, and more impactful public services. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, directed all ministries and federal government bodies to develop strategies rooted in innovation, flexibility, and advanced technology to ensure the goals outlined in 'We the UAE 2031' are achieved with greater speed and efficiency. The UAE's holistic strategy - balancing foresight with innovation, regulation, and collaboration - provides a valuable blueprint for other countries to accelerate digital transformation, Jad Haddad, Partner and the Global Head of Quotient – AI by Oliver Wyman, told Aletihad . Haddad leads regional advisory work on public sector transformation and AI strategy and has supported national-level clients across the GCC on planning models, data-driven governance, and workforce modernisation. 'The UAE's approach to data-driven governance stands out for its strong leadership commitment, integrated data infrastructure, and balanced regulatory framework emphasising ethics and privacy,' he said. 'By fostering public-private partnerships and focusing on citizen-centric services, the UAE accelerates AI adoption while ensuring tangible benefits for residents.'AI is positioned as a core pillar of governance under the new planning cycle. According to Haddad, this will transform federal services by enabling data-driven decision-making, personalised public experiences, and enhanced inter-agency collaboration. 'AI and predictive models enable the UAE to optimise government spending and human capital by forecasting budget needs, preventing inefficiencies, and automating routine tasks,' he added.'This enhances workforce planning, talent matching, and performance monitoring, driving resource efficiency and supporting sustainable, agile, and citizen-focused governance.'Haddad also pointed out that agile governance at the federal level prioritises citizen engagement, adaptive regulations, and rapid responsiveness, ultimately 'transforming the government into a flexible, efficient system that delivers timely, inclusive solutions nationwide'. Upskilling for the Future Lisa Lyons, Regional Transformation Centre of Excellence Lead, Mercer – IMEA, noted that success depends on how effectively the UAE nurtures and deploys future-ready skills. 'Equipping talent with AI skills is the linchpin in transforming ambition into sustainable leadership,' she told Aletihad . Lyons pointed to the recent partnership between the Dubai Government Human Resources Department (DGHR) and Dubai AI Campus to train over 10,000 individuals in the field of AI by 2030 as a strong example of the UAE's commitment to prioritising AI skills Abu Dhabi Government Digital Strategy 2025-2027, led by the Department of Government Enablement, includes an AI for All initiative designed to empower citizens with AI capabilities. Backed by a Dh13 billion investment, the strategy aims to build a fully AI-native government by digitising services, automating operations, and deploying over 200 AI solutions across federal entities. 'The biggest opportunity is for organisations to invest in the development of critical AI skills to enhance long-term productivity and differentiate the organisational employee value proposition when bidding for talent. Investing in critical AI skills is how we turn AI from a tool into a true catalyst for growth,' Lyons said. The UAE's focus on AI is fostering a culture of continuous learning and workforce transformation within the public sector, said Saqr AlMaazmi, Head of Government and Public Sector Consulting, Mercer UAE. Kuwait's Combined Group lands $240mln GCC contracts

Kuwait-based Combined Group Contracting Company has announced that it has secured new contracts in UAE and Oman worth a total KD73.3 million ($240 million) which will be completed within a two-year period. In the UAE, the company snapped up the construction and upgradation contract for Emirates Road - all the way from Al Bade'a Intersection to E55 Intersection. The KD57 million contract was awarded by the Ministry of Energy & Infrastructure, said CGC in a statement. In Oman, the company secured the construction contract for the coastal road at Duqm Coastal & Central Business District (CBD) Roads at Duqm. The KD16.3 million project was awarded by Public Authority for Special Economic Zones and Free Zones (OPAZ). Earlier this year, the Combined Group Contracting said that it had been awarded contracts worth AED1.01 billion ($275.8 million) in UAE. Union Coop and Positive Zero Launch one of the Middle East's Largest Retail Solar Energy Projects

Union Coop (UNIONCOOP:DFM), the largest consumer cooperative in the UAE, in partnership with Positive Zero, a leading provider of decentralised clean energy solutions, has launched one of the Middle East's largest solar energy projects in the retail sector. The long-term agreement will see the installation of solar photovoltaic (PV) systems on roofs and parking areas across Union Coop locations, aimed at significantly reducing carbon emissions and supporting the UAE's net-zero targets. The agreement was signed at Union Coop's headquarters in Al Warqa City Mall, Dubai in the presence of Mr. Mohamed Al Hashemi, CEO of Union Coop; Mr. Mohammed Abdulghaffar Hussain, Chairman of Positive Zero; Mr. Ahmed Al Zarooni, Chief Real Estate Officer of Union Coop; Mr. David Auriau, CEO of Positive Zero; and Mr. Laurent Longuet, CEO of Positive Zero's Generation business, along with other distinguished attendees. Scheduled for completion by mid-2026, the project will cover up to 30 Union Coop sites across Dubai and the Umm Al Quwain Coop headquarters (managed by Union Coop). With an installed capacity of 17.3 megawatts, the system is expected to produce approximately 29.23 gigawatt-hours of clean electricity annually—enough to power over 4,000 homes. The initiative will reduce carbon emissions by up to 21,650 tons each year, the equivalent environmental benefit of planting approximately 325,000 trees. It aligns with the UAE Net Zero 2050 Strategic Initiative and the UAE Energy Strategy 2050, which aims to raise clean energy's share to 30% of the national energy mix by 2030. Commenting on the milestone, Mohamed Al Hashemi, CEO of Union Coop, said: Today marks a landmark moment in Union Coop's journey to become a leader in sustainability.
