
Gold seizure: Govt to pay Rs84.8m to Rangers (Punjab) after 36 years
Pakistan Rangers (Punjab) is a Civil Armed Force, under the administrative control of MoI&NC with primary role of guarding the Eastern International Border of Pakistan from Head Marala to Sadiqabad. The involvement of Pakistan Rangers (Punjab) had increased manifold on Internal Security assignments, VIP protection duties etc. in ICT and within Punjab.
According to sources, HQ Pakistan Rangers (Punjab) had intimated that on May 27, 1989, the Pakistan Rangers confiscated 25 kg of gold in the area of responsibility of Post Narowal and amount of confiscated gold i.e. Rs.565,396,780/- was deposited in the public exchequer through the State Bank of Pakistan.

Pakistan Rangers (Punjab) further intimated that as per Rule 4(3) of the Customs Reward Rules 2012, the Rangers are eligible for a reward of Rs.84.809 million @ 15% of the total amount i.e. Rs.565,396,780/.
The Finance and Revenue Divisions supported the proposal and Law & Justice Division stated that the Pakistan Rangers (Punjab) seized the gold in 1989 but the proceeds thereof have been realized in 2024.
Under sub-rule (2) of rule 4 of the Custom Reward Rules, 2012 the amount of reward shall be sanctioned after realization of the whole of the duties and other taxes involved. As such, the Customs Reward Rules, 2012 shall be applicable instead of Customs Reward Rules, 1973 for the reasons explained in sub-rule (2) of the said rule 4. Mol&NC also highlighted the factor that caused delay in finalization of the case.
On May 13, 2025, approval of the ECC was requested for Technical Supplementary Grant (TSG) amounting to Rs.84.809 million under head A06103-Cash Award to Pakistan Rangers (Punjab) under Demand No.062 Combined Civil Armed Forces (L01531) during CFY 2024-25, being essential requirement of the force.
During the ensuing discussion the forum was informed that the instant case merits consideration as per Custom Reward Rules, 2012, because the amount against confiscated gold was realized in 2024. The forum was also informed that the case could not be concluded timely due to legal proceedings and some procedural lapses. MoI&NC, however, apprised the forum that this will not recur in future and they further ensured that the reward money shall reach deserved personnel or their heirs as per Law.
After detailed discussion, the ECC approved the proposal with the directions that there shall not be any recurrence of such inexplicable phenomenon where the gold confiscated in 1989 has been disposed off in 2024.
The Forum also approved that reward money shall reach deserved personnel i.e. those recorded in seizure report or their heirs in accordance with Reward Rules mentioned in the summary.

EV subsidy: 116,000 electric bikes, 3,170 electric rickshaws/loaders to be introduced
The Economic Coordination Committee (ECC) of the Cabinet approved on Tuesday a summary regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan, the Finance Division said. The ECC met under the chairmanship of Finance Minister Muhammad Aurangzeb, who joined the proceedings virtually. The meeting deliberated on several key economic matters, including the rollout of a new energy vehicle policy, extension of grants-in-aid for Quaid-i-Azam University, and approval of a technical supplementary grant related to the Telegraphic Transfer Charges Incentive Scheme. Pakistan launches National Electric Vehicle Policy 2025-30 'The committee considered and approved a summary submitted by the Ministry of Industries and Production regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan. 'A budgetary provision of Rs9 billion has already been made for FY2025-26 to finance this initiative. The scheme also includes the provision of free electric bikes to top-performing students of government colleges,' the Finance Division said. 'As per the approved plan, 116,000 electric bikes and 3,170 electric rickshaws/loaders will be introduced in two phases. In the initial phase, expected to be launched by the prime minister shortly, 40,000 electric bikes and 1,000 electric rickshaws/loaders will be rolled out.' Meanwhile, the ECC also reviewed and approved a technical supplementary grant of Rs30 billion, requested by the Finance Division, to settle outstanding claims from the previous fiscal year amounting to Rs58.26 billion under the Telegraphic Transfer Charges Incentive Scheme. The committee directed the Finance Division to coordinate with the State Bank of Pakistan (SBP) to work out the payment modalities for the grant. It also instructed the Finance Division to complete a detailed assessment, including analysis of pros and cons, financial modalities, and opportunity cost of the Pakistan Remittance Initiative, in collaboration with the SBP, and present its final recommendations incorporating stakeholder feedback by mid-September, following a thorough analysis due by the end of August. Additionally, the ECC approved in principle a bailout grant of Rs2 billion for Quaid-i-Azam University, contingent upon the preparation and presentation of a comprehensive financial self-sustainability plan. The university, in collaboration with the Higher Education Commission, is required to submit a clear roadmap outlining the strategy to achieve long-term financial stability and reduce dependency on future bailout packages. The session was attended by Federal Minister for Power Sardar Awais Ahmed Khan Leghari, Minister for Petroleum Ali Pervaiz Malik, Minister for National Food Security and Research Rana Tanveer Hussain, along with senior officials from relevant ministries, divisions, and departments.

FBR to disallow 50% business expenditure
ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made. K-IV project: governor says Centre has already released Rs20bn
KARACHI: Governor Sindh Muhammad Kamran Khan Tessori has announced that the federal government had already released Rs 20 billion out of the Rs 40 billion requested for Karachi's development, to be executed through elected representatives. He also proposed a meeting at Governor House with Chamber representatives to discuss the K-IV project and explore the possibility of transferring its ownership to the business community for expedited execution. Governor, who graced the closing ceremony of the 20th edition of the iconic 'My Karachi – Oasis of Harmony' Exhibition, organized by the Karachi Chamber of Commerce & Industry (KCCI), has praised KCCI for organizing the event in a vibrant and engaging manner. Emphasizing the need for secure infrastructure and access to basic services, he stressed that both federal and provincial governments must work closely to address Karachi's genuine challenges. He urged the business community to collaborate with his office and legislators for shaping strategic industrial and infrastructure development initiatives. Governor Tessori further revealed plans to issue a recommendation letter for a prestigious civil award to Chairman Businessmen Group (BMG) Zubair Motiwala in recognition of his unmatched contributions to Karachi's business ecosystem.
