
Ministry of Finance launches IPSAS Certification to strengthen financial expertise in the Federal Government
Aims to train and certify 100 specialised federal government financial professionals by 2025.
A key milestone in the financial and accounting capacity-building project.
Dubai: The Ministry of Finance has launched the International Public Sector Accounting Standards (IPSAS) certification in collaboration with the Association of Chartered Certified Accountants (ACCA), in yet another move that is set to bolster strategic partnerships and reinforce its position as a global leader in public finance.
The certification programme, which began with a training session in Dubai from February 17 to 21, 2025, aims to develop the expertise of financial professionals across federal ministries and entities. Participants included financial managers, department heads specialising in finance and accounting, and accountants.
The launch of this certification is part of the Financial and Accounting Capacity-Building Project for financial professionals in the federal government, within the framework of governmental collaboration and integration.
The IPSAS certification is designed to address the growing needs of financial and accounting professionals at the federal level by improving their analytical and technical capabilities to navigate complex accounting challenges while ensuring compliance with international financial reporting standards. The programme aims to certify and graduate 100 public sector professionals by 2025.

Her Excellency Mariam Mohamed Al Amiri, Assistant Undersecretary of the Government Financial Management Sector at the Ministry of Finance, said, "The launch of the IPSAS certification, in partnership with ACCA, reaffirms the Ministry's commitment to enhancing financial efficiency and improving transparency in the preparation of government financial reports.'
'This initiative will not only support our ongoing efforts to transition to international accounting standards, and strengthen financial governance, but will also ensure the optimal use of government resources and contribute to financial sustainability. Additionally, qualifying financial personnel in the federal government according to the latest global standards will further enhance the readiness of government entities to adapt to rapid economic changes, boosting their competitiveness on both the local and international stages."
'The IPSAS certification programme is a significant step in the right direction. It will bolster the Ministry of Finance's recently launched financial and accounting capacity-building project. The latter aims to equip accountants and financial professionals in federal entities with the skills needed to adopt accrual-based accounting standards, ensuring the UAE's leadership in financial innovation and governance,' Al Amiri added.
Promoting Transparency
The partnership with ACCA will play a key role in empowering government employees to implement international accounting standards effectively, enhancing transparency and financial efficiency. This, in turn, improves the quality of financial reporting and ensures greater accuracy in the data used for decision-making.
The workshop is part of the partnership agreement signed between the Ministry of Finance and ACCA back in November 2024, which outlines the launch of three specialised certifications in 2024 and 2025: the International Public Sector Accounting Standards Certificate (CERT IPSAS), Certificate in Public Financial Management (Cert PFM), and the Certificate in Sustainability for Finance (Cert SF)

Kuwait: Finance ministry issues regulations on MNE tax law
KUWAIT -- Kuwait's Ministry of Finance announced on Sunday the issuance of a decree introducing the executive regulations for the law on taxing multinational enterprise (MNE) groups marking a key step in the country's economic reform and commitment to fiscal balance and revenue diversification. In line with Kuwait Vision 2035, The Ministry said in a statement, the new decree (No. 55 of 2025) issues the executive regulations for Law No. 157 of 2024, which addresses the taxation of MNE groups. It introduced the Domestic Minimum Top-up Tax (DMTT) in compliance with the Organization for Economic Cooperation and Development (OECD) Pillar Two requirements. The Ministry said the regulation clarifies the law's provisions, outlines implementation procedures, and promotes transparency in accordance with international standards. Finance Minister and Minister of State for Economic and Investment Affairs, Eng. Nora Al-Fusam, stated that this regulation is pivotal for creating a fair investment environment and enhancing tax justice. It reflects Kuwait's effort to diversify income away from oil dependency, the statement continued. She added that expected annual revenues from the tax could reach around 250 million Kuwaiti Dinars, helping build a resilient and sustainable economy. Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, reviewed the 2024 annual report of the Ministry of Finance (MoF) titled 'Financial Sustainability and Global Leadership.' The report documents the MoF's key achievements, standout financial data and national initiatives as well as projects undertaken by the ministry throughout the year. It also highlights positive outcomes of the ministry's regional and international engagements, showcasing the role it plays in reinforcing the UAE's position as a leading player within the global financial and economic landscape. The report was reviewed during a meeting chaired by Sheikh Maktoum at the ministry's office in Dubai. Present during the meeting were Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs; Younis Haji AlKhoori, Undersecretary of the Ministry of Finance; as well as Assistant Undersecretaries and senior officials from the ministry. Sheikh Maktoum emphasised that in a world where changes are unfolding faster than ever with new economic challenges emerging every day, the UAE stands out as an attractive and leading hub for stability and growth thanks to the country's leadership, which has always placed emphasis on a forward-looking vision and adaptability to global shifts as the foundational elements of its development journey. Over the course of 2024, the Ministry of Finance achieved a series of significant milestones, as part of its strategic objectives to establish a comprehensive financial system driven by innovative policies and forward-looking programmes. The ministry's report also highlighted the sustained success of the Islamic T-Sukuk issuance programme, denominated in UAE dirhams. Since its launch in May 2023, the programme recorded successful outcomes across all 14 auctions conducted until the end of 2024, reaching a record issuance size of Dhs1.1 billion and a total nominal value of Dhs17.1 billion. In terms of public debt management, the report noted that the total outstanding domestic public debt reached Dhs23.45 billion by the end of 2024. This includes an outstanding balance of Dhs6.35 billion under the government treasury bond programme following the repayment of the first tranche of two-year bonds valued at Dhs4.85 billion and Dhs17.1 billion under the Islamic Treasury Sukuk programme. The report highlighted that 2024 was a landmark year for upgrading the UAE's legislative and financial framework. It featured a series of major developments, from approving the federal general budget and adopting the 2023 consolidated financial statements to introducing major updates to anti-money laundering and tax laws aimed at improving compliance. Additionally, several decisions were issued concerning leasing policies, inventory systems, and fixed asset management. As part of its commitment to revenue diversification and fiscal sustainability, the report outlined the ministry's continued efforts to develop forward-looking fiscal policies aimed at improving the efficiency of government spending, achieving a sustainable fiscal balance, and supporting strategic investment in economically vital sectors. Highlighting the UAE's journey toward digital transformation, the report noted that the Ministry of Finance launched a series of advanced digital initiatives designed to boost the efficiency of financial operations, transparency, and accelerated service delivery.
