High court issues notice to Punjab on plea against land pooling policy

Chandigarh: The Punjab and Haryana high court on Wednesday issued notice to the Punjab govt on a petition challenging the Land Pooling Policy-2025.
Gurdeep Singh Gill, 72, a resident of Phagla village in Ludhiana district, has sought directions to quash the notification dated June 4, 2025, along with the Land Pooling Policy 2025, being ultra vires and an act of "colourable legislation", violating fundamental rights.
Gill, who claimed to have turned unproductive land capable of producing multi-crops with a fully developed irrigation system, said the policy includes his land without following the mandatory procedure under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (LARR Act) 2013.
"There are also no enabling provisions under LARR 2013 to frame or implement such a land pooling policy.
Instead, the competent statutory framework for such urban development and land pooling in Punjab is the Punjab Regional and Town Planning and Development Act 1995, which has been arbitrarily bypassed," the petition said, adding no social impact assessment report was either prepared or published according to provisions of law.
Moreover, according to the petition, none of the gram panchayats or gram sabhas were approached or consulted by the state before bringing the policy.
A division bench comprising Justice Anupinder Singh Grewal and Justice Deepak Manchanda issued the notice after taking cognisance of the petition.

Less than 12 hours after prominent Punjab real estate developer Ranjit Singh Gill was inducted into the BJP by Haryana Chief Minister Nayab Singh Saini, the Punjab Vigilance Bureau conducted a search at his Sector 2 residence in Chandigarh on Saturday. The search was ongoing till this report was filed. No one was being allowed to enter or leave the premises. Gill is the founder of the Gillco Group, a real estate development company based in Mohali, Punjab, and was the 'halka in-charge' of Kharar for the Shiromani Akali Dal (SAD) till he quit the party in July. He was widely tipped to join Aam Aadmi Party (AAP), especially after the sitting Kharar MLA Anmol Gagan Maan announced her resignation and decision to quit politics on July 19. However, she took back her resignation the very next day. Gill is a real estate baron and agrarian entrepreneur who began his career in real estate in Ropar in 1990 before moving to Kharar, where he founded the Gillco Group. The company is known for developing luxury residential, commercial, entertainment, and educational projects, including the notable Gillco Valley township, one of the largest in Mohali, spread over nearly 200 acres. Beyond his business ventures, Gill has been politically active. He was a close confidant of SAD president Sukhbir Singh Badal and served as the party's general secretary. He contested the Punjab Assembly elections from Kharar in 2017 and 2022 on an SAD ticket but was unsuccessful, finishing third in 2017 and losing to Mann in 2022. Gill's assets were reported to be worth Rs 74 crore in 2022, a significant increase from Rs 29 crore in 2017, as per his election affidavit. He faced an income tax raid in December 2022 at his Gillco Valley office and residences in Chandigarh, alongside associates, with cash recovered during the operation. Additionally, an FIR was registered against him in 2021 under the Disaster Management Act for gathering more than 10 people against the district commissioner's prohibitory orders in force.

In a bizarre attack on BJP leader Arun Jaitley, who died in August 2019, Congress leader Rahul Gandhi said on Saturday that the government sent the veteran politician to threaten him to stop opposing the farm laws. Notably, the three farm laws in question were brought in by the Centre in June 2020 as an ordinance, nearly a year after Jaitley's demise at the All India Institute of Medical Sciences (AIIMS) in New Delhi after a prolonged illness. Addressing the Annual Legal Conclave- 2025 in the national capital, Rahul described the alleged conversation with Jaitley and said, 'I remember when I was fighting the farm laws, Arun Jaitley ji was sent to me to threaten me. He told me 'if you carry on opposing the govt, fighting the farm laws, we will have to act against you". I looked at him and said 'I don't think you have an idea who you are talking to"." He was the Leader of the Opposition in Rajya Sabha from 2009 to 2014 and Leader of the House in Rajya Sabha from 2014 to 2019. He was also the Minister for Commerce and Industry and Law and Justice during the Vajpayee government. Rahul Gandhi NEW DELHI: Congress leader Rahul Gandhi on Saturday launched one of his strongest attacks yet on the Election Commission , declaring that the country's election system is 'already dead' and alleging that the recent Lok Sabha elections were rigged. "The truth is that the election system in India is already dead. The Prime Minister of India is the Prime Minister of India with a very slim majority... If 15 seats were rigged, he would not have been the Prime Minister of India," Gandhi said while speaking at the Annual Legal Conclave- 2025 in New Delhi. He added, "We are going to prove to you in the coming few days how a Lok Sabha election can be rigged and was rigged." Holding up a copy of the Constitution of India, Gandhi said, "It's very clear that the institution that holds this and protects this has been obliterated and taken over." Sharpening his criticism of the Election Commission, he said, "We have such proof that will show the whole country that the institution of the Election Commission does not exist. It has disappeared." "It has taken us 6 months of non-stop work to find this proof... You will see with zero doubt how a Lok Sabha election is stolen. 6.5 lakh voters vote and 1.5 lakh of those voters are fake," Gandhi claimed. "You will see the shockwave that is going to go through the electoral system when we release this data. It is literally like an atom bomb," he added. Gandhi also said he had long suspected irregularities in elections since 2014. "I've been speaking recently about the election system. I always had a suspicion that there was something wrong, right from 2014. I had a suspicion in the Gujarat Assembly elections already. This ability to win sweeping victories. Congress Party doesn't get a single seat in Rajasthan, Madhya Pradesh, Gujarat. This was surprising to me. .." "Whenever we spoke, people said, 'where's the proof'? Then, something happened in Maharashtra. In the Lok Sabha, we won the election. And then 4 months later, we didn't just lose, we were obliterated (in Maharashtra assembly elections). Three formidable parties suddenly just evaporated. We started to look seriously for electoral malpractice. We found it in Maharashtra, 1 crore new voters show up between the Lok Sabha and Vidhan Sabha elections. The bulk of those votes go to the BJP... Now I say with absolutely no doubt that we have proof (of cheating)," Gandhi said. Earlier, on Friday also Rahul Gandhi claimed to have "open and shut" evidence of alleged poll irregularities by the poll authority and said that it would have no place to hide. "Most importantly, whoever in the Elections Commission is involved in this exercise, right from top to bottom, we will not spare you. You are working against India and this no less than treason. Wherever you are, even if you are retired, we will find you," said the Lok Sabha LoP. "The Election Commission ignores such baseless allegations being made on a daily basis, and despite the daily threats being given, asks all election officials to ignore such irresponsible statements and work in a fair and transparent manner," the EC had said on Friday in response to the comments made by Gandhi, as quoted by PTI.
