
Egypt's government proposes 3 housing options for old rent law tenants
Minister of Housing Sherif al-Sherbiny, presented these choices during the House of Representatives' general session on Wednesday.
According to the minister, the proposed alternative housing options include:
Subsidized rent based on household income.
Rent-to-own schemes over a period of 20 to 30 years.
Apartments available through real estate financing.
Al-Sherbiny added that the ministry will provide units under the subsidized rent system, for low-income individuals, and even luxurious finished units.
These provisions will be tailored to each request and social status, ensuring the seven-year transition period is sufficient for the completion and delivery of these units.
A long running issue
The Egyptian Parliament back in May 2024 had worked to legislate a new law on old rent contracts in an effort to resolve the old rent crisis.
Legislators have placed great importance to resolving the crisis and finding better ways to coordinate the relationship between the property owner and the tenant – done by taking into account the commitment to the rights of all without putting pressure on one party at the expense of the other.
The first steps of the House of Representatives were to conduct a census of the apartments in Egypt that fall under the umbrella of old rent apartments.
In April 2025, the government submitted a bill to amend a law concerning old rents to the House of Representatives, aiming to address the long-running crisis impacting the lives of millions, both tenants and landlords.
This came after an official announcement by Prime Minister Mostafa Madbouly during a press conference held after the weekly cabinet meeting, stressing that the new amendments will take into account all social dimensions and achieve fair balance between the two parties in the rental relationship.
Among the most prominent features of the new draft law is the setting of a new rental value for housing subject to the old rent law, whether in cities or villages, with a transitional period of no less than five years.
During this period, rental values will gradually increase, taking into account the social and economic dimensions of the population.

Syria ready to work with US to return to 1974 disengagement deal with Israel - Region
Syria said on Friday it was willing to cooperate with the United States to reimplement the 1974 disengagement agreement with Israel, a deal that created a United Nations-patrolled buffer zone separating the two countries' forces on the Golan Heights. In a statement following a phone call with his US counterpart Marco Rubio, Syrian Foreign Minister Asaad al-Shaibani expressed Damascus's 'aspiration to cooperate with the United States to return to the 1974 disengagement agreement.' The accord, reached a year after the 1973 Arab-Israeli war, established an 80-kilometre (50-mile) UN-monitored buffer zone between Israeli-occupied territory and Syrian-controlled land. While the Golan Heights is internationally recognised as Syrian territory, Israel captured around two-thirds of the area during the 1967 Arab-Israeli war and unilaterally annexed it in 1981—a move not recognised by most of the international community. Following the ouster of President Bashar al-Assad in December 2024, the Israeli army occupied outposts on the Syrian-controlled sector of Mount Hermon, inside the UN Disengagement Observer Force (UNDOF) buffer zone. Israeli Prime Minister Benjamin Netanyahu claimed Syrian forces had abandoned their positions after Assad's fall and said he ordered the army to 'temporarily' seize the area until new security arrangements could be made. Netanyahu later declared the 1974 agreement 'collapsed' and expanded Israeli military control into parts of the demilitarised zone, citing security concerns. The UNDOF condemned the move as a 'severe violation' of the ceasefire and said Israeli activity breached the terms of the agreement. At the 34th Arab League Summit in May 2025, al-Shaibani described Israel's ongoing violations as posing 'a direct threat to regional stability,' urging international pressure for Israeli withdrawal, according to Anadolu Agency. Despite widespread international condemnation, Israel has shown no intention of pulling back. In recent weeks, Washington has intensified diplomatic efforts to broker a normalisation deal between Syria and Israel. US envoy Thomas Barrack told The New York Times that the two sides were engaged in 'meaningful' US-brokered talks aimed at ending their decades-long border conflict. Israeli Foreign Minister Gideon Saar said on Monday that Israel had an 'interest' in normalising relations with Syria and Lebanon. However, he insisted the Golan Heights 'will remain part of the State of Israel' under any future agreement. Syrian state media reported that al-Shaibani and Rubio also discussed US sanctions, the chemical weapons dossier, Iranian involvement in Syria, counterterrorism efforts against ISIS, and repeated Israeli attacks on southern Syria. Rubio reportedly warned that the worst outcome would be a fragmented Syria or a return to civil war. Syria and Israel have technically remained in a state of war since 1948. Egypt affirms support for Somalia stability at AU Peace, Security Council session - Foreign Affairs
Minister of Foreign Affairs Badr Abdelatty affirmed Egypt's firm support for Somalia's security, stability, unity, and territorial integrity, praising the Somali government's efforts to enhance governance and strengthen state institutions. FM Abdelatty made these remarks during a virtual session of the African Union Peace and Security Council, held at the ministerial level to follow up on developments in Somalia. The session tackled updates regarding the transition process from the African Union Transition Mission in Somalia (ATMIS) to the African Union Support and Stabilization Mission in Somalia (AUSSOM). During the session, Abdelatty reaffirmed Egypt's solidarity with the Somali government and people, aiming to bolster the capacities of Somalia's national institutions and facilitate the gradual handover of security responsibilities to Somali security forces. He also expressed Egypt's concern over the ongoing security challenges posed by terrorist groups, foremost among which is Al-Shabaab. Moreover, FM Abdelatty emphasized the importance of ensuring a smooth and coordinated transition from ATMIS to AUSSOM to preserve the security gains achieved and prevent the exploitation of security gaps. He further asserted the need to provide sustainable funding for AUSSOM to enable it to fulfil its mandate efficiently, warning that the lack of funding would undermine the mission's ability to perform its duties. This, in turn, would negatively impact the entire Horn of Africa region and the international community, including disrupting global maritime trade and increasing terrorist threats, Abdelatty noted. "Egypt is committed to supporting Somalia, both bilaterally and multilaterally, through capacity-building programmes, personnel training, supporting security and civilian institutions, and humanitarian assistance," he concluded. Similarly, Prime Minister Mostafa Madbouly addressed Somalia's security challenges during his speech at the AUSSOM summit hosted by Entebbe, Uganda, last April. "The international community's shifting of priorities in 2024 allowed the Al-Shabaab militant group to regain strength and undermined hard-won gains made by the Somali National Army in 2022 and 2023," Madbouly said during the summit. Madbouly, participating in the event on behalf of President Abdel-Fattah El-Sisi, reiterated Egypt's unwavering support for Somali President Hassan Sheikh Mohamud's vision of establishing a unified and prosperous state. He stressed the importance of providing Somalia with the necessary resources under AUSSOM to empower the Somali National Army to safeguard its substantial gains on the ground.
