2M's World Cup segment not political advertising, says Morocco's audiovisual authority
The complaints—lodged by the Party of Progress and Socialism (PPS), the Popular Movement (MP), and the Justice and Development Party (PJD)—claimed that the segment linked the upcoming World Cup to specific government programs, thereby amounting to political promotion. They argued that the content featured electoral messaging that could be perceived as endorsing the executive's accomplishments.
In its decision, announced on May 16, HACA stated that the segment did not include any political or financial endorsements of individuals or parties. Instead, it highlighted «citizen engagement around social projects of national interest», without any explicit or implicit reference to a political entity through visual elements (such as symbols, logos, or colors) or auditory cues.
«The content in question refers to various social programs. After review, it appears these initiatives are part of national projects launched by His Majesty King Mohammed VI, may God assist Him, and implemented by successive governments over different periods. These programs have already been widely announced and covered in the media», HACA noted in its official communiqué.
Therefore, the Council ruled that the segment did not meet the criteria for advertising under Article 2.1 of Law No. 77.03, nor those of prohibited political advertising as defined by Article 2.3 of the same law.

Rabat – Head of Government, Aziz Akhannouch, emphasized on Friday the urgent need to accelerate the expansion of telecommunications networks across the country, calling it a vital national priority that can no longer be delayed. Speaking at the board meeting of the National Telecommunications Regulatory Agency (ANRT) in Rabat, Akhannouch highlighted that, despite the progress achieved by telecom operators and regulatory bodies, large segments of the population — particularly in rural and mountainous regions — still lack reliable access to telecommunications services. 'Ensuring access to quality telecom services for all citizens is no longer optional — it is a pressing need that requires immediate action,' Akhannouch stated, underlining the role of connectivity in reducing regional and digital inequalities. He urged the ANRT and relevant ministries to identify underserved areas and work together to rapidly deploy telecom infrastructure that meets the needs of those communities. The government stands ready to fully support these efforts and mobilize the necessary resources to close the digital gap, he argued. Akhannouch also reaffirmed Morocco's commitment to a comprehensive digital transformation, guided by the national 'Morocco Digital 2030' strategy. He stressed that universal access to high-speed internet and digital tools is crucial for inclusive socio-economic development and for keeping pace with global technological shifts. Beyond service 'Telecommunications is not just a service — it's a driver of national development,' he said. 'It supports job creation, improves competitiveness across sectors, and lays the foundation for sustainable, inclusive growth.' He noted that Morocco has already made major strides, with over 57 million mobile subscribers and nearly 40 million internet users. These achievements have placed Morocco among the top-performing African countries in the International Telecommunication Union's ICT Development Index. Looking ahead, Akhannouch said that Morocco must be ready to meet the demands of upcoming international events it will host, including the 2025 Africa Cup of Nations and the 2030 FIFA World Cup, by strengthening its telecom infrastructure and internet coverage. He confirmed that efforts are underway to connect more than 5.2 million households by 2030 through expanded fiber optic networks and high-speed internet access. In addition, the rollout of 5G is in progress, with tender procedures already launched to introduce the technology in key cities. Akhannouch concluded by commending the efforts of telecom operators who continue to invest and innovate in the sector. He called on all stakeholders to remain committed to building a more connected, digitally inclusive Morocco. "From Peru, we observe with great admiration Morocco's modern, effective, and deeply humanistic diplomacy, which has made the country not only a trusted partner but also a model in a constantly evolving world," she told MAP-Buenos Aires on the occasion of the 26th anniversary of the enthronement of His Majesty King Mohammed VI. In this context, she welcomed the genuine structural transformation Morocco has undergone thanks to a sustained policy of investment in infrastructure, which has not only modernized the country but also redefined its regional and international positioning. "This transformation stems from His Majesty King Mohammed VI's strategic vision, aimed at strengthening the Kingdom's role as a bridge between Africa, Europe, and the Americas," the MP noted, adding that the most emblematic project they visited recently is undoubtedly the Tanger Med Port, a world-class logistics platform that has positioned Morocco as a maritime powerhouse. Another project that caught the Peruvian MP's attention is the high-speed rail line, the first of its kind in Africa. "Its design and execution in record time are truly impressive," she remarked. In the same spirit, she continued, Morocco has chosen to turn the city of Dakhla into a new maritime hub through the construction of the Dakhla Atlantic Port. This infrastructure will strengthen the Kingdom's integration with African and Latin American markets and reinforce the strategic role of the southern provinces as an intercontinental connection platform. She also noted that Morocco boasts a vast network of modern highways and international-standard airport infrastructure, making it the leading air hub on the African continent. On the diplomatic front, Barbarán emphasized that the Kingdom has emerged as a central and respected player in Africa, the Arab world, and globally, thanks to its proactive and dialogue-driven diplomacy. She stressed that Morocco has successfully balanced the firm defense of its national interests, particularly its territorial integrity, with an intelligent and constructive openness to the world. In this context, she noted that the autonomy plan presented by Morocco in 2007 to the United Nations to resolve the Sahara issue has received broad international support, with over 120 countries backing the proposal. These include key players such as the United States, Spain, France, the United Kingdom, and a growing number of countries across various continents, including Latin America. Barbarán also highlighted Morocco's commitment to strengthening multilateralism and building strong ties with Latin America, pointing out that Morocco's admission as an observer member of the Andean Community marked a significant step. Adoption of Criminal Procedure Code Reform, Major Step in Justice Modernization
The Moroccan Parliament has definitively adopted the bill reforming the Code of Criminal Procedure, marking a decisive step in the ongoing process of modernizing criminal justice and strengthening the rule of law, the Ministry of Justice stated. The result of a legislative process marked by extensive consultations and institutional debates, this bill is part of a broader reform vision led by the Ministry of Justice, aiming to enhance fair trial guarantees, promote the rights of the defense, and modernize the tools of criminal procedure, the Ministry said in a press release. The bill introduces major advancements, notably the broader use of alternatives to pre-trial detention, the strengthening of judicial oversight measures, enhanced protection of victims and witnesses, as well as the integration of digital technologies into legal procedures and the enshrinement of the principles of promptness and efficiency in handling criminal cases. "The definitive adoption of this fundamental text reflects the Kingdom's firm commitment to building a modern, accessible justice system that respects fundamental rights,' adding that this represents 'a key milestone in our comprehensive strategy to reform the judicial system, alongside the Penal Code and the law on alternative sentencing," said Minister of Justice Abdellatif Ouahbi as quoted in the release. In this regard, the Ministry of Justice welcomed the constructive involvement of all institutional actors, legal professionals, and civil society organizations who contributed to enriching the bill. The Ministry also reaffirmed its commitment to support the implementation of the reform through training, awareness campaigns, and capacity building, in accordance with the principles of transparency, legal security, and equity. On Tuesday, the House of Representatives approved, in a second reading and by majority vote, Bill No. 03.23 amending and supplementing Law No. 22.01 on the Code of Criminal Procedure.
