DBM released P1.347B for E-gates project
The E-gates project modernizes and digitizes the primary inspection process at the country's international gateways to further strengthen national security, improve efficiency, and elevate the overall experience of passengers while addressing issues of immigration congestion, according to the DBM.
"To fulfill President Bongbong Marcos' directive of providing convenience to travelers, whether locals or foreign visitors, and reduce long queues at immigration counters, the DBM already released the budget allocation for the E-gates project for 2025 amounting to P1.347 billion," said Budget Secretary Amenah Pangandaman.
"I would also like to note that in 2024, we were also able to release P1.976 billion to the Bureau of Immigration (BI) for them to procure for the phase 1 of the project. Magpapatuloy po 'yan hanggang phase 3 sa 2026. This year, nasa phase 2 na po tayo and we are appealing to the BI na tapusin na agad ang procurement process para maging fully operational na ang E-gates project as soon as possible," added the Budget chief.
Several existing e-gates were installed at the Ninoy Aquino International Airport (NAIA) and will be expanded to other premier international gateways in the country's, according to the DBM.
The expansion of the E-gates project is set to enhance the efficiency of security and immigration processes by catering to arriving and departing passengers, regardless of their citizenship, the Budget Department said.
The project is expected to replace 50% of the overall manned inspection counters with modernized technology.
Based on the project's modernization plan, the deployment of e-gates and corresponding funding provision will be distributed to the following airports/seaport:
NAIA Terminals I & III
Clark International Airport
Mactan Cebu International Airport
Davao International Airport
Kalibo International Airport
Boracay-Caticlan International Airport
Zamboanga International Seaport
Laoag International Airport
Bohol-Panglao International Airport
Puerto Princesa International Airport
Meanwhile, the target date for the full employment of operational e-gates is set on or before December 15, 2025, according to the DBM.— AOL, GMA Integrated News

DBM releases P3.627B for continuous gov't rural electrification program
The Department of Budget and Management (DBM) on Tuesday announced it has approved the release of P3.627 billion for the continuous implementation of the government's rural electrification initiative. In a statement, the DBM said Budget Secretary Amenah Pangandaman approved the Special Allotment Release Order (SARO) for the 2025 Strategized Rural Electrification and Operational Reliability for Electric Cooperatives (ECs) to the National Electrification Administration (NEA). "We have released more than P3.627 billion to cover the continuous implementation of NEA's Rural Electrification Program. Of this amount to cover the energization of 1,752 sitios and five barangays under the 2025 subsidy," said Pangandaman. Broken down, of the P3.627-billion released funds, P3.439 billion will be used to cover the energization of 1,752 sitios under the subsidy for Fiscal Year 2025 for the Sitio Electrification Program under the 2025 General Appropriations Act (GAA). Another P68.839 million will be allotted for the rehabilitation of five barangays that were previously served by off-grid solutions but deemed unsustainable, through the Barangay Line Enhancement Program. The DBM, moreover, said a total of P120 million will be utilized to procure and distribute 4,000 units of Solar Photovoltaic Mainstreaming to provide electricity to communities without access to reliable power sources. The Budget Department said that, from 2017 to 2024, the NEA has already energized a total of 9,645 sitios, leaving a balance of 9,622 unenergized targeted sitios to be funded by the national budget until 2028. —AOL, GMA Integrated News

Teodoro: PH military needs airborne warning, control system
Defense Secretary Gilberto Teodoro Jr. said the Philippine military needs to obtain airborne warning and control system (AWACS) capability to make the multi-role fighter (MRF) jets, which the country plans to buy, operational. 'It is not only the purchase of the MRF per se which we need to deal with but also to make the MRFs operational as a force package, meaning to say we need the AWACS capability,' Teodoro said. 'A lot of countries have experienced the fact that they are realizing that they need AWACS, notwithstanding the fact that their satellite capability is not enough. We need tankers and we need sustainment,' he added. He pointed out that the Philippines must take into account that these assets need to be maintained and used with adequate stores, reserves, and munitions, which add to the cost of the package. Teodoro said the Department of National Defense is in constant coordination with the Department of Finance and the Department of Budget and Management for the continuity of funding available. According to him, the proposals for the purchase of MRFs are still being reviewed. Last week, Philippine Air Force (PAF) chief Lieutenant General Arthur Cordura said the country is not discounting the possibility of acquiring Japanese fighter jets in the future. ''Mitsubishi fighters, the Japanese-made multi-roles (fighter aircraft) are very potential platforms also. The selection for the multi-role will depend upon the appreciation of the department in terms of how these are incorporated, this can be effectively incorporated in the whole CADC (Comprehensive Archipelagic Defense Concept) concept ano,'' Cordura said. PH bags UN E-Government Award for improved digital governance

The country's ranking in the E-Government Development Index (EGDI) has improved from 2022 to 2024, a UN report stated. The UN E-Government Award was conferred to the Philippines by the UN Department of Economic and Social Affairs (UN DESA) during the 2025 UN Public Service Forum held in Samarkand, Uzbekistan. It was indicated in the report that the Philippines has improved its classification from 'High' to 'Very High' after increasing its spot in the EGDI global ranking. Further, its rank also moved from 'High' to 'Very High' in the Online Service Index (OSI) after achieving an increase of over 15% between 2022 and 2024. ''These countries have made significant progress in their digital transformation journeys, focusing on enhancing their telecommunications infrastructure, improving online services, and investing in human capital development,'' the report stated. ''They have implemented various strategies and initiatives to boost their digital capabilities, such as expanding broadband access, developing e-government platforms, and promoting digital literacy among their populations,'' it added. Department of Information and Communications Technology (DICT) Undersecretary for E-Government David Almirol Jr. underscored that these milestones reflect the government's sustained efforts to digitalize public services as well as make them more accessible and secure. 'This global recognition by the UN validates the Philippines' digital transformation roadmap under President Ferdinand R. Marcos Jr., aligning with his vision to make government services more efficient, inclusive, and future-ready,' Almirol said in a press release. Almirol said the recognition follows the successful rollout of several major digital platforms by the DICT, particularly the eGov PH Super App, which has more than 13 million users and offers 47 integrated service modules with over 150 million transactions.
