City of Danville receives $850K HUD grant to demo houses in central Danville

More than 30 city-owned vacant homes will be demolished in the coming months to make way for a rehab project in west-central Danville, thanks to a $850,000 grant from the U.S. Housing and Urban Development's Economic Development Initiative program.
The properties to be demolished are all located in a swath of land between Logan Avenue and Gilbert Street east and west, and Madison Street and Williams Street north and south.
The city's project, named the Madison Neighborhood Revitalization Plan, was developed in 2023 due to the state of the neighborhood, which the City said is one of 'despair.'
The project will primarily be focused on blight remediation and exterior rehabilitation of owner-occupied homes within the project area to revive the neighborhood, according to the official project description in the HUD grant application.
'Many structures in the neighborhood are in a dilapidated condition; thus, funds will be utilized to demolish these uninhabitable structures. The project will focus significantly on the demolition of these deteriorating buildings,' the grant application reads.
Of the total $850K, $610,000 is earmarked for demolitions. Not all the properties in the area will be torn down, however.
According to the grant application, $165,000 of the grant is to be set aside for repairs to several residential structures that have been identified for minor to moderate repairs.
The remaining $75,000 of the grant is set aside for contingencies, or problems which may arise during the course of the project.
Asbestos and Lead removal before demolition
Currently, environmental assessments and asbestos surveys are in progress and will be completed before any demolitions are slated to begin.
The city plans to utilize a portion of the grant to remove asbestos and lead in the properties prior to demolition, as required by law.
Redevelopment: next steps
Once the chosen properties are demolished, the project will move into its next phase: rehabilitation and development.
The northern block will have 56 affordable housing units built on it, which will be potentially funded by IHDA's low-income tax credits.
The southern portion, once demolished, will be left as green land until viable development plans are proposed, according to the language of the grant.
As to how developers will be found to revitalize the area, Mayor Rickey Williams, Jr. said at Tuesday's City Council meeting that there will be no RFP issued.
'We will probably not issue an RFP, because, as you know, then we'd have to go with the lowest bidder,' Williams said. 'We will probably issue an RGQ or an RFI and then receive proposals to review.'
An RFQ, or request for quotation, is a detailed document that lists specifications for a project plan, whereas an RFI is simply a request for information, inviting different companies to submit basic information about their ideas for the development of the area.
It remains unclear as to when demolition work will begin. Williams and David Ruwe, Director of Public Works, could not be reached for comment before press time.

TH: I hope you won't wait for there to be a 'next time' you catch your husband and the other woman in bed. I can't fault you if you feel like you have no other choice but to stay in this situation. But now, the onus is not on him to resolve it, it's on you. AR: We give away our power too much, and you, right now, are giving away your power. You're letting your husband decide what happens within your marriage and outside of it, inside your home. If you're threatening to burn the bed next time, I think you already know that there's going to be a next time. I would love for you to take your power back and make the decision that's best for you. You have to take it upon yourself to stay in this situation or to leave. Because your husband has shown you who he is, you just need to believe him. TH: He's telling you, as clearly as possible, what he thinks about you and the relationship. And it really sucks. I don't envy anybody in your position because sometimes it's difficult to leave for financial reasons. Amy and I have friends who are divorced but have to live together here in New York, because they can't afford to go anywhere. That is really a strain on your mental health and happiness. I, personally, would rather live in a shack and have peace than to be in a situation like yours, where your husband — who you apparently love — is just blatantly choosing another woman over you, and you have to watch it happen. I cannot imagine the mental trauma that is causing you, and when you have that kind of trauma, it manifests physically. I worry not only about your mental health, but also your physical health. I think your well-being is in jeopardy if you stay in that home. I would suggest you recognize that it's within your power to leave, and do whatever is possible to make that happen. Start planting whatever seeds you need to, financially or logistically, to get the heck out of there. TH: Making a plan is a good place to start right now. Your plan doesn't have to come together overnight, but you've got to start charting a course to resolve this. Yours is almost an explosive, dangerous scenario. You may love him, but the way he's treating you tells me you are not even a consideration in his life. AR: I am honestly begging you to focus not on the love you feel for your husband, but on loving yourself. That's where it starts: When you love yourself and respect yourself, you will never let someone treat you the way your husband is right now. A therapist once told me: When you're assessing whether your marriage is right or wrong for you, ask yourself, 'Is this a relationship that you would want for your child?' If the answer is no, then that's your answer.

BAY COUNTY, Fla. (WMBB) – A new viral video is making its way through the Bay County community. A dolphin tour team captured the moment crews on a commercial boat near Panama City Beach caught a manta ray on Saturday. The video shows the crew pulling the animal up onto the boat from a net. News 13 reached out to Florida Fish and Wildlife on Sunday about the incident, and they were able to confirm that the vessel did have a special permit for manta ray research, but did not have information on who the permit was filed by. Tow truck driver saved the day as car ignites in flames at gas station in Bay County Water Planet CEO Denis Richard was onboard the nearby boat when the whole thing went down. He says pulling an animal out of its natural habitat is not the only way to do research. 'You don't need to capture an animal and put it in a tank on display to educate the public. You can do it in the wild, and we do it in the wild, in the field. There are way less invasive techniques nowadays. There's drone technology. There is, you know, with whales and dolphins, they can extend the pole and collect the breath of the animal. That's an example,' Richard said. We reached out to the Office of Marine Fisheries Management, which is in charge of permits, but their office was closed on Sunday.
