Comelec set to prep for 2028 presidential polls this year

The Commission on Elections (Comelec) is eyeing to start preparations for the 2028 presidential elections this year, chairperson George Garcia said Monday.
'2026 will become the research and development year. The preparation for an election should be two years. It should not be one year,' Garcia told reporters in an ambush interview.
'We will insist not only on our budget but also, with due respect, sa ating (with our) Executive (Branch) and Congress,' he added.
Garcia added 2026 would be for the drafting of the terms of reference and contract for the suppliers of the 2028 elections.
'That's probably everything before the procurement. Pagdating ng procurement, maayso na maayos na. So, by early part of 2027, may early delivery of the machines, siguro yung first 100,' Garcia said.

He added that this will give Comelec the time to test the machines and make some needed adjustments.
Comelec is also looking into the recommendations of the Parish Pastoral Council for Responsible Voting (PPCRV), which include bringing back the 25% shading threshold and using a stamping pen.
However, Garcia said it cannot be implemented for the 2025 Bangsamoro Parliament elections.

Based on the SOCEs, Senator Camille Villar was the biggest spender among senatorial candidates in Eleksyon 2025, reporting a total of P179.6 million worth of campaign expenditures for her senatorial bid. Comelec to resume voter registration for BSKE in August

The Commission on Elections (Comelec) is set to resume the voter registration for this year's Barangay and Sangguniang Kabataan Elections (BSKE) next month, poll chief George Erwin Garcia said Wednesday. Garcia said the ten-day nationwide registration for BSKE will start from August 1 to August 10, 2025. "Napag-usapan na ng en banc ang pagre-resume ng registration of voters para sa darating na BSKE," Garcia said. (The Comelec en banc decided to resume the voter registration for BSKE.) "Itong pagpaparehistro, inuulit natin, August 1-10 natin gagawin para magkaroon tayo ng botante lalo sa SK na 15 to 17 years old na boboto para sa BSKE ng December 1," he added. (The registration will start from August 1-10 for voters aged 15-17 years old.) The Comelec initially set the voter registration for BSKE in July but was suspended following the ratification of a bicameral conference committee report seeking to extend the term of office for barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. President Ferdinand Marcos Jr. has yet to decide whether to approve or veto the proposed measure. He also indicated receiving no campaign contributions on his SOCE. Other senatorial candidates who did not receive election contributions include retired Marine Colonel Ariel Querubin and former Rep. Eric Martinez. Section 13 of Republic Act No. 7166 provides the limitation of authorized expenses of candidates and political parties. It states that candidates vying for the presidency and vice-presidency shall spend P10 for every voter currently registered in the constituency where they filed their certificate of candidacy. Aspirants with political parties will be allowed to spend P3 for every voter, while independent candidates will be allowed up to P5. Political parties, for their part, are allowed up to P5 for every voter currently registered in the constituency or constituencies where it has official candidates.
