Akali Dal protests against Punjab govt's land pooling policy

As part of its series of State-wide protests, Shiromani Akali Dal (SAD) members held a demonstration on Monday against the Punjab government's land pooling policy in Bathinda town.
Terming the land pooling policy as anti-farming community, SAD president Sukhbir Singh Badal alleged that the policy was an attempt by the ruling government in the State to grab farmers' land.
Addressing a gathering, he said, 'We will not allow one inch of land to be acquired under the AAP government's land grabbing scheme. We will continue our agitation till the land pooling scheme is withdrawn.'
The Punjab government, in June this year, introduced a land pooling policy in the state to promote planned and sustainable development. The policy aims to involve landowners, promoters, and companies as stakeholders in the development process and to increase interest in land pooling among landowners.
Mr. Badal alleged that the State government was being run through the AAP's Delhi-based leadership, and hence, Punjab's and its people's interests were being sidelined. 'Farmers would be the worst sufferers of the policy. Only 11,000 acres of land have been acquired in Punjab over the last 25 years, out of which 3,000 acres are yet to be developed. Similarly, only 28,000 acres of land were acquired to establish Chandigarh seventy-five years ago, out of which 8,000 acres are still vacant. How can the AAP government think it will be able to develop 44,000 acres with 24,000 acres in Ludhiana alone?' he said.
'Farmers would face long years of waiting for the development of their land, which would not only destroy them but also the agri-economy of the areas where acquisition would be done,' he added.

The debate came a day after Education Minister Ashish Sood tabled the Bill, which aims to regulate fee hikes in private schools. BJP MLA Satish Upadhyay lauded it as a 'revolutionary step' in Delhi's education history, while party colleague Ajay Kumar Mahawar said, 'With this Bill, CM Rekha Gupta is wiping away the tears of lakhs of parents.' However, Aam Aadmi Party (AAP) MLA Prem Chauhan criticised the composition of the proposed fee regulation committees, pointing out that six out of 11 members would be from the school, potentially compromising impartiality. 'There should have been more parents than administrators,' he said, cautioning that the multilayered redress process could result in delayed justice. 'By the time a complaint is addressed, the child may have already passed out or left the school,' Mr. Chauhan said. He reiterated AAP's demand to refer the Bill to a Select Committee with members from both the BJP and AAP, and called for a freeze on fees for the current academic year, citing delays in the Bill's introduction. Responding to the Opposition, BJP MLA Mohan Singh Bisht said public turnout and support for the Bill demonstrated its urgency and relevance. Parent protests While the Assembly debated the Bill, some parent groups held protests and submitted their recommendations to Mr. Sood. One key demand of the protesters was that any parent, not just 15% of them, should be allowed to raise an issue with the district-level committee. On fee-related clauses, parents objected to subjective criteria such as the school's location and educational standard. They demanded a uniform fee structure and standardised fee heads across all schools to avoid ambiguity. 'False narratives' The Education Minister's office said he had met parents ahead of the Assembly debate and dismissed AAP's criticism as 'false narratives'. He clarified that the Bill supplements the Delhi School Education Act, 1973, by introducing stronger checks and balances to protect students and parents. The Minister assured that the Bill provides for three layers of oversight and includes penalties for violations.

Porvorim: Chief minister Pramod Sawant on Tuesday said govt will install AI-based traffic signals at 91 locations. He also mentioned that a Bhasha Bhavan would be constructed in Goa. Four-hour drinking water supply will be provided to households, the CM said, and added that govt is working to combat the water tanker mafia. Also, water filters would be provided to govt schools within two months, he said, and mentioned that the beautification of roads would be undertaken in two phases, with the first phase covering the area between Mopa and Old Goa. He announced that he made a Rs 100 crore allocation to MLAs for developmental work, and that the finance department is tracking the allocation. Sawant highlighted that the state has around 120 grounds, 112 coaches, and 46 associations in the sports sector, even as he urged MLAs to visit sports centres to observe the performance of coaches in their respective constituencies. Sawant expressed surprise that despite being the sports minister, he had never seen some of the coaches for badminton, swimming and boxing. He said that to establish Goa as a sports destination, govt has organised various events. He also mentioned that govt set a target to create 11,000 'Lakhpati Didi'.

Newly-elected Visavadar MLA and Aam Aadmi Party leader Gopal Italia on Tuesday met Gujarat Chief Minister Bhupendra Patel, for the first time since being sworn in, according to a statement issued by the party. During the meeting, Italia reportedly raised five questions concerning his constituency and the broader population across the state, the party said in a statement. 'I presented five policy issues of the Visavadar-Bhesan constituency before the Chief Minister. The biggest issue of our area is the eco-sensitive zones, which affects a total of three districts, 15 talukas and 196 villages… and is very disturbing to the farmers who are opposing it. I presented a reference from the Assam government that has abolished eco-zones. If this can be done in Assam, it can be done in Gujarat too,' AAP quoted Italia as saying. Italia reportedly also discussed the Chief Minister Kisan Sahay Yojana for farmers during the meeting. 'Under this scheme, farmers who have suffered crop damage will be given compensation but this scheme has not been implemented yet. If people, mobiles, houses, cattle are insured, then why not farmers'crops? According to this scheme, a compensation of Rs 20,000-25,000 per hectare, per farmer, has been planned, but this scheme has not been implemented,' said the statement The third issue, AAP said Italia raised was that the Town Planning scheme was being 'wrongly' implemented in the new municipal corporations. '…nowhere in the Town Planning law is it written that 40% land should be deducted or government reserved plots should be kept… Since the TP law is not being implemented properly, rainwater gets filled in most of the cities, sewers overflow, and traffic and parking problems arise. The draft TP that has been in place for years is not being implemented in the final TP. Instead of the original land of the farmers, plots are allotted in some other place and court cases go on for years,' the statement said. The fourth concern was that the 'production of renewable energy is increasing in Gujarat but no property tax is being levied on solar farms and windmills'. The fifth concern discussed by the MLA was that since cattle did not have land to graze their cattle, they were forced to do so on government land. Italia said he suggested the government give these herders a land on rent to graze their cattle.
