LSP officials said an initial investigation shows that 25-year-old Herby Louis-Jeune was riding an electric scooter south on LA 23 when a Ford F250 also heading south reportedly hit the scooter.
Louis-Jeune was pronounced dead at the scene. The driver of the Ford was wearing a seatbelt and was uninjured.
Suspect sought in New Orleans hit-and-run investigation
LSP troopers said Louis-Jeune was wearing dark clothing, no helmet and did not have lights when the crash happened.
According to the LSP, troopers 'observed no signs of impairment in the Ford driver and determined that the driver was not impaired.'

2 Dead and 1 Missing After Plunging From Oregon Waterfall, Officials Say
Search crews pulled the body of a second woman from the Deschutes River in Oregon on Monday and were still looking for a third person, two days after a group of people plunged from a waterfall, the authorities said. Three other people in the group were rescued on Saturday above Dillon Falls, west of Bend, Ore., according to emergency responders, who said that a man was still missing and presumed dead. The search teams were using drones, a helicopter and dogs to look for his body, the authorities said. It was not clear whether the people had been kayaking or rafting down the river, which Jason Carr, a spokesman for the Deschutes County Sheriff's Office, said in an interview on Monday turns into rapids that are particularly treacherous. 'The chances of anybody surviving going down the falls is very minimal,' Mr. Carr said. The authorities had not yet released the names of the victims and said it was not clear how they had strayed into the falls, which have about a 15-foot drop. 'There are sections that have some really dangerous white-water and falls,' Mr. Carr said. 'The river above the falls is super calm.' Around 3 p.m. Saturday, emergency responders received a 911 call that the group of people had strayed into the area of the falls, according to the sheriff. There are several signs warning of danger ahead, Mr. Carr said, noting that there is a spot with a boat ramp for people to safely exit the water. When search and rescue crews arrived, they found two men and a woman near a lava flow area on the opposite side of the river above the falls, the authorities said. They were taken by boat across the river with what Mr. Carr described as minor injuries. The body of the first victim, a woman, was pulled from the water on Saturday, according to the sheriff's office. At the time of the episode, temperatures were in the upper 80s, typical summer weather for the area, Mr. Carr said. From time to time, he said, emergency responders get calls about people getting stuck on the rocks or an island in the river. 'This type of incident,' he said, 'is rare at this magnitude.'

Police chief candidate for Fort Worth withdraws application
One of the four candidates for Fort Worth Police Chief has withdrawn her application, the city announced Monday. Fort Worth City Manager Jesus "Jay" Chapa learned Monday, the city said, that Emada Tingirides with the Los Angeles Police Department withdrew her application for police chief at the Fort Worth Police Department. Tingirides was recently promoted from Deputy Chief, overseeing one bureau, to Assistant Chief as the Director of the Office of Operations, now overseeing five bureaus within LAPD, the city of Fort Worth said. She will be the first African-American woman to hold this position. "Chief Tingirides exemplified professionalism throughout the interview process and was a strong candidate," said Chapa. "We respect her decision to withdraw for this historic opportunity at LAPD and wish her the best." The remaining candidates include interim Police Chief Robert Alldredge, former Dallas Police Deputy Chief Vernon Hale III and former Dallas Police Chief Eddie Garcia, who is currently an Austin assistant city manager, overseeing public safety. Puerto Rican-born Garcia was appointed to the position in 2021. He was the first Latino to serve as Dallas Police chief in the department's 140-year history. One of his goals when he joined the department was to reduce violent crime. Data shows overall violence has decreased by 19% since then. In September 2024, Garcia left his position before his agreement with Dallas ended in May 2027 for a city management role in Austin. In a statement issued at the time, Garcia said he was retiring from his career in law enforcement. During the spring of 2024, there was speculation about other Texas cities wanting Garcia as their chief of police. The interim police chief has been with the department for over 25 years, most recently as the executive assistant chief. Alldredge took over after Neil Noakes retired in May. Hale is known for his support of community policy. Hale started with the Dallas Police Department in 1992 and served as deputy chief of the Southeast Patrol Division and commander of the Dallas Underwater Recovery Team. Hale left DPD in 2017 to become the chief of police in Galveston.

US immigration says it did not deport Chilean man living in Pennsylvania, refuting report
WASHINGTON (AP) — U.S. immigration authorities on Monday denied reports that they detained or deported a Chilean man living in the country on a green card. The Morning Call of Allentown, Pennsylvania, reported that Luis Leon, 82, ended up in Guatemala after being handcuffed in a Philadelphia immigration office, where he went to replace his lost green card June 20. The report, which said he won asylum in 1987, relied on family accounts. The Morning Call reported Sunday that Leon was recovering from pneumonia in Guatemala and did not plan to return to the United States, according to his granddaughter. A phone message left Monday at a number linked to the granddaughter was not returned. The Department of Homeland Security said it had no record of Leon appearing for an appointment in or near Philadelphia June 20 and said he legally entered the U.S. in 2015 as a visitor. A U.S. Immigration and Customs Enforcement spokesman, Jason Koontz, said the agency didn't deport Leon anywhere. The Guatemalan Migration Institute said in a statement Sunday that it coordinates with ICE on all deportations from the United States and that no one matched Leon's name, age or citizenship.
