
IMF's Washington Consensus versus Beijing Consensus
"Practical men, who believe themselves to be quite exempt from any intellectual influence, are usually the slaves of some defunct economist. Madmen in authority, who hear voices in the air, are distilling their frenzy from some academic scribbler of a few years back," said John Maynard Keynes, the founder of Keynesian thought in economics, in the final chapter of his pathbreaking book — The General Theory of Employment, Interest and Money in 1936.
Today, Keynes's words may well apply to the economic policies that govern Pakistan. In our case, the defunct economist was a certain John Williamson, who returned to his Lord some four years ago. Dr Williamson, who held a PhD in Economics from Princeton and taught there and at other prestigious universities such as MIT, served as the chief economist for South Asia at the World Bank from 1996 to 1999. He is best known for coining the term "Washington Consensus" — this was a set of 10 economic policy prescriptions, emphasising fiscal discipline, trade liberalisation, and privatisation.
In its original form, Williamson had intended the Washington Consensus to be a rough set of guidelines, to be applied with common sense and flexibility in accordance with the specific needs of the country. Unfortunately, Williamson's carefully laid out treatise fell into the hands of the minions of the World Bank and the International Monetary Fund (IMF). These are institutions known for hiring some of the smartest people and then doing their utmost to squeeze all creativity and independence of thought from their new recruits, rendering them automatons committed to the unquestioning enforcement of what they preach.
And so it was that Williamson's loose set of guidelines became gospel, immune to doubt, flexibility, or change — to be applied ruthlessly to "saving" sinking developing economies around the world. It is this prescription — the Washington Consensus – that the IMF has foisted on Pakistan.
The ten principles of the consensus are: fiscal discipline, cutting subsidies, tax reform, market-based interest rates, competitive exchange rates to encourage exports, trade liberalisation such as reducing duties on imports, encouraging foreign direct investment, privatisation, deregulation, and finally, respect for property rights. All these principles, for some time now, have been pushed down the throat of Pakistan's government. The question is: has the Washington Consensus worked for Pakistan? A simple comparison with China, which followed sufficiently distinct policies to merit the name "Beijing Consensus," may provide an answer.
The numbers tell the story. In 1962, China's GDP per capita was $70, while Pakistan's was $90. By 1973, there was a brief reversal: China had $155 and Pakistan still $90. By 1980, China's figure was $308 and Pakistan's $479. This gap continued until 1993, when China decisively began pulling ahead. Today, China's GDP per capita is more than eight times that of Pakistan. To understand why, let's contrast the Washington Consensus as applied to Pakistan with the Beijing Consensus followed by China. Pakistan adopted many Washington Consensus-style reforms, especially under IMF programmes and structural adjustment policies.
Here's how they played out: 1) Fiscal discipline: Pakistan struggled with high fiscal deficits. Reforms aimed to reduce government borrowing, but persistent debt and inefficient spending remained challenges. 2) Tax reform: Efforts to broaden the tax base were made, but Pakistan's large informal economy and tax evasion limited success. 3) Privatisation & deregulation: State-owned enterprises were privatised, but outcomes were mixed, some sectors saw efficiency gains, others faced backlash due to job losses and poor regulation. 4) Trade liberalisation: Tariffs were reduced and markets opened, but domestic industries often couldn't compete, leading to trade imbalances. 5) Foreign direct investment (FDI): Policies encouraged FDI, but political instability and weak infrastructure deterred sustained inflows. Despite these reforms, Pakistan's average growth rate hovered around 3% - far below the 7% needed to reduce debt and create jobs.
Now, contrast this with the Beijing Consensus: China's model emphasises state-led development, gradual reform, and pragmatic experimentation.
Key features include: 1) Strong government role: The state controls key sectors like energy and finance, guiding long-term planning. 2) Incremental reform: Instead of shock therapy, China implemented changes step-by-step, allowing adaptation and stability. 3) Focus on welfare: Development isn't just about GDP – it includes poverty reduction, infrastructure, and quality of life. 4) Export-led growth: China used manufacturing and trade to drive growth, supported by strategic investments and incentives. 5) Merit-based bureaucracy: Officials are rewarded for economic performance, creating incentives for innovation and efficiency. The Beijing Consensus has turbocharged China's growth, transforming it from a neglected backwater into a global economic powerhouse. Since 2000, about 400 million people have been lifted out of extreme poverty in China. The poverty rate has declined from about 40% in 2000 to about 10% today. Contrast this with Pakistan: under the Washington Consensus, poverty has increased from about 35% in 2000 to 45% in 2025.
So, what is the lesson here? Any set of policy prescriptions for economic development must not be based on blind dogma, as is the case with the IMF's implementation of the Washington Consensus. Policies must be tailored to the specific circumstances and needs of the country to which they are applied. In this sense, the IMF has rendered a great disservice to Pakistan by compelling us to adopt policies that do more harm than good.

Beyond the equity cliff
In 2025, interest in venture capital (VC) in Pakistan reached a new high — at least online. Google Trends recorded a fresh peak in search activity. But investor capital did not follow. While global VC funding grew by 6 percent last year, Pakistan moved in the opposite direction. Total VC inflows fell by 70 percent to just USD 22.5 million. This followed an already weak 2023, when funding had barely crossed USD 76 million. By contrast, regional peers raised significantly more: India attracted USD 13.7 billion (up 43 percent year-on-year), while even Bangladesh, despite a pullback, secured USD 41 million. Most of the global VC rebound remained concentrated in the United States. According to Dealroom, US-based startups accounted for nearly 57 percent of total VC funding in 2024. That shift matters. With most of that capital retained within American borders, the US-backed wellspring of VC funding for Pakistani startups has run dry. Amid this capital drought, only a handful of funds appear to have the bandwidth to support promising ventures. Several investors have quietly withdrawn from deals — suggesting not just selective hesitation, but a deeper structural malaise. This is often overlooked by critics eager to dismiss 'startup culture' as a fleeting trend. Are investors reacting to persistent inflation and regional instability? Or have they simply found better risk-adjusted returns elsewhere? Since the pandemic, broader country risk has receded across much of South Asia. India has seen rating upgrades. Bangladesh has stabilized under an IMF programme. Even Sri Lanka has begun to rebuild investor trust following its exit from sovereign default. Pakistan remains the outlier. Despite a modest compression in its risk premium, investor confidence has yet to recover. Policy inconsistency, weak reform momentum, and macroeconomic fragility continue to weigh heavily on sentiment. Meanwhile, as local interest rates trend toward single digits, startups in other markets are increasingly opting for debt rather than equity. The challenge: Pakistan lacks dedicated venture debt or private credit funds. That absence stifles innovation—particularly in sectors such as agribusiness, where volatility and asset-light models deter conventional lending. With banks largely unwilling to lend without hard collateral, early-stage firms often resort to alternative structures such as revenue-based or royalty financing—models that tie repayments to topline revenue, allowing working capital support without equity dilution. Other regions are adapting. In the MENA region, alternative financing is becoming mainstream. According to Clear World's MENA Early-Stage Data Handbook, valuations, and deal sizes continue to rise, even as equity dilution in Series A rounds appears to be declining. A growing share of deals now includes credit facilities alongside equity. Pakistan has yet to make that leap. The result is a widening mismatch. While the broader private sector sits on idle capital, that liquidity is not flowing to high-risk, early-stage businesses. The startup economy finds itself squeezed between shrinking global VC and a domestic financial system that has not evolved to underwrite innovation. Founders cannot rely on traditional banks. Institutional investors capable of backing new ventures operate with limited capacity — and often, even more limited appetite — for risk. Pakistan's startup ecosystem cannot remain tethered to US-driven venture flows. If early-stage businesses are to endure economic turbulence and eventually scale, the domestic financial architecture must evolve. That means regulatory clarity, credit instruments suited to early-stage risk, and a funding environment that enables ambition without demanding immediate ownership. Absent these reforms, Pakistan risks losing the embedded value of its emerging sectors—either through attrition or through relocation to jurisdictions where non-dilutive capital is more accessible and less punitive. Pakistan achieves 5.4% budget deficit, 2.4% primary surplus in FY25
Pakistan's budget deficit was recorded at Rs6.17 trillion, i.e. 5.4% of the GDP, during the fiscal year 2024-25, marking a 9-year low, showed data released by the Ministry of Finance. A summary of consolidated federal and provincial fiscal operations for July-June 2024-25, released by the Finance Division showed that total revenue stood at Rs17.997 trillion (15.7% of the GDP) against the total expenditure of Rs24.165 trillion (21.1% of the GDP) during the fiscal year, hence budget deficit has been recorded at Rs6.168 trillion (5.38% of the GDP). 'The deficit of 5.38% is better than the government's revised forecast of 5.6% of GDP (earlier budgeted 5.9%) for FY25,' said Topline Securities. 'Similarly, the International Monetary Fund (IMF) also projected a deficit at 5.6% of GDP.' 2.4% of GDP: Jul-Mar budget deficit stands at Rs2.97trn The primary balance posted a surplus of Rs2.719 trillion, accounting for 2.4% of GDP. 'Pakistan has recorded a primary balance of 2.4% of GDP, the highest surplus % in the recent past (over 2 decades),' said Topline Securities. The brokerage house noted that a higher primary surplus was achieved as revenue growth surpassed expenditure growth. 'This surplus of 2.4% of GDP is better than the government's revised projection of 2.2% of GDP and the IMF forecast of 2.1%,' it noted. As per figures provided by the Finance Division, the total revenue of Rs17.997 trillion included Rs12.722 trillion in tax and Rs5.274 trillion in non-tax revenue. Of the tax revenue, the Federal Board of Revenue (FBR)'s tax collection remained Rs11.744 trillion during FY25. 'FBR tax (with petroleum development levy [PDL]) to GDP ratio has increased to 11.3% in FY25, a 7-year high compared to 9.7% in FY24 and an average of 9.9% in the last five years (FY20 to FY24,' said Topline. Provincial governments' tax collection was recorded at Rs978 billion in FY25. During FY25, Pakistan's total GDP stood at Rs114.692 trillion. 'Pakistan is expected to post its third consecutive year of primary surplus in FY26 after 2 decades. While overall fiscal deficit is expected to clock in at 4-4.1% of GDP in FY26, the lowest in 2 decades,' said Topline Securities.
