AS Penang faces unprecedented transformations in land use and real estate, the proposed sale of the Penang Turf Club (PTC) land underscores a deeper issue: how should extraordinary land value gains – especially from land originally granted for public or recreational use – be recaptured for public benefit?

Localised travel pass could reduce private vehicle use in Klang Valley
The writer suggests the authorities consider introducing a localised travel pass similar to My50 to allow cheaper trips within a limited area. — Filepic A complementary service providing last-mile connectivity is one of the most crucial components for the success of public transport services such as the mass rapid transit (MRT) and light rail transit (LRT) systems. While options such as shuttle buses and on-demand services have been introduced, another method to increase ridership of rail services and reduce the use of private cars to commute within local neighbourhoods should be encouraged. The current My50 travel pass, offering Malaysians unlimited rides on all Rapid KL rail and bus services in the Klang Valley for 30 consecutive days for RM50, is a good example to wean users off private cars on their daily work commute. This versatile card allows rides on the LRT, MRT, Monorail, bus rapid transit (BRT) and Rapid KL bus services, as well as MRT feeder buses. My suggestion is for a similar initiative to be introduced to incentivise the use of public transport for travelling to local shops and commercial centres within a township or adjacent neighbourhood. The proposal, called My5 and priced at RM5 per month, could be introduced to allow travel within an immediate vicinity. For example, it could be limited to three stations. This will wean folk off using private cars for short trips to local shops and also increase ridership, especially for short journeys which would otherwise see low demand. Public transport operations should be justified by their total benefit, not just direct operating costs. This includes factoring in social, time, and pollution reduction costs. Johor set to thrive under new state secretary's leadership, says MB
ISKANDAR PUTERI: Johor will continue to prosper under the leadership of the newly sworn-in state secretary, says Mentri Besar Datuk Onn Hafiz Ghazi. Onn Hafiz, who was present at the swearing-in ceremony at Istana Bukit Serene here on Monday (July 7) morning, said Datuk Asman Shah Abd Rahman's appointment before Johor Regent Tunku Ismail went smoothly. 'I am confident that Johor will continue to prosper with his appointment and we will work well together for the betterment of the state,' he said after launching the FarmByte Archisen indoor vertical farm project here. Onn Hafiz also thanked former state secretary Tan Sri Dr Azmi Rohani for his eight and a half years of service before his appointment as Datuk Pengelola Bijaya Diraja at Istana Negara beginning July 1. His Majesty Sultan Ibrahim had consented to Azmi's appointment as Comptroller of the Royal Household. The Star had earlier reported that four senior government officials were in the running to become the next state secretary following Azmi's transfer. They are Johor financial officer Datuk Mohammed Ridha Abd Kadir, Asman, Johor lands and mines director Mohammed Shakib Ali, and Kumpulan Prasarana Rakyat Johor Sdn Bhd chief executive Datuk Lukman Abu Bakar.
