
Visa's 24/7 war room takes on global cybercriminals
ASHBURN, United States: In the heart of Data centre Alley – a patch of suburban Washington where much of the world's internet traffic flows – Visa operates its global fraud command centre.
The numbers that the payments giant grapples with are enormous. Every year, US$15 trillion (RM63.55 trillion) flows through Visa's networks, representing roughly 15% of the world's economy. And bad actors constantly try to syphon off some of that money.
Modern fraudsters vary dramatically in sophistication.
To stay ahead, Visa has invested US$12bil (RM50.84bil) over the past five years building AI-powered cyber fraud detection capabilities, knowing that criminals are also spending big.
"You have everybody from a single individual threat actor looking to make a quick buck all the way to really corporatised criminal organisations that generate tens or hundreds of millions of dollars annually from fraud and scam activities," Michael Jabbara, Visa's global head of fraud solutions, told AFP during a tour of the company's security campus.
"These organisations are very structured in how they operate."
The best-resourced criminal syndicates now focus on scams that directly target consumers, enticing them into purchases or transactions by manipulating their emotions.
"Consumers are continuously vulnerable. They can be exploited, and that's where we've seen a much higher incidence of attacks recently," Jabbara said.
Scam centres
The warning signs are clear: anything that seems too good to be true online is suspicious, and romance opportunities with strangers from distant countries are especially dangerous.
"What you don't realise is that the person you're chatting with is more likely than not in a place like Myanmar," Jabbara warned.
He said human-trafficking victims are forced to work in multi-billion-dollar cyber scam centres built by Asian crime networks in Myanmar's lawless border regions.
The most up-to-date fraud techniques are systematic and quietly devastating.
Once criminals obtain your card information, they automatically distribute it across numerous merchant websites that generate small recurring charges – amounts low enough that victims may not notice for months.
Some of these operations increasingly resemble legitimate tech companies, offering services and digital products to fraudsters much like Google or Microsoft cater to businesses.
On the dark web, criminals can purchase comprehensive fraud toolkits.
"You can buy the software. You can buy a tutorial on how to use the software. You can get access to a mule network on the ground or you can get access to a bot network" to carry out denial-of-service attacks that overwhelm servers with traffic, effectively shutting them down.
Just as cloud computing lowered barriers for startups by eliminating the need to build servers, "the same type of trend has happened in the cyber crime and fraud space," Jabbara explained.
These off-the-shelf services can also enable bad actors to launch brute force attacks on an industrial scale – using repeated payment attempts to crack a card's number, expiry date, and security code.
The sophistication extends to corporate-style management, Jabbara said.
Some criminal organisations now employ chief risk officers who determine operational risk appetite.
They might decide that targeting government infrastructure and hospitals generates an excessive amount of attention from law enforcement and is too risky to pursue.
'Millions of attacks'
To combat these unprecedented threats, Jabbara leads a payment scam disruption team focused on understanding criminal methodologies.
From a small room called the Risk Operations centre in Virginia, employees analyse data streams on multiple screens, searching for patterns that distinguish fraudulent activity from legitimate credit card use.
In the larger Cyber Fusion centre, staff monitor potential cyberattacks targeting Visa's own infrastructure around the clock.
"We deal with millions of attacks across different parts of our network," Jabbara noted, emphasising that most are handled automatically without human intervention.
Visa maintains identical facilities in London and Singapore, ensuring 24-hour global vigilance. – AFP

ICC seeks arrest of Taliban leaders over persecution of women
THE HAGUE: The International Criminal Court on Tuesday issued arrest warrants for two senior Taliban leaders, accusing them of crimes against humanity for persecuting women and girls. Judges said there were "reasonable grounds" to suspect Taliban Supreme Leader Hibatullah Akhundzada and chief justice Abdul Hakim Haqqani of committing gender-based persecution. "While the Taliban have imposed certain rules and prohibitions on the population as a whole, they have specifically targeted girls and women by reason of their gender, depriving them of fundamental rights and freedoms," the court said in a statement. The Taliban had "severely deprived" girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion, ICC judges said. "In addition, other persons were targeted because certain expressions of sexuality and/or gender identity were regarded as inconsistent with the Taliban's policy on gender." The court said the alleged crimes had been committed between August 15, 2021, when the Taliban seized power, and continued until at least January 20, 2025. Taliban authorities rejected the warrants as "nonsense". The ICC warrants "won't affect the strong commitment and dedication to sharia (Islamic law)" of Taliban authorities, spokesman Zabihullah Mujahid said in a statement. The ICC, based in The Hague, was set up to rule on the world's worst crimes, such as war crimes and crimes against humanity. It has no police force of its own and relies on member states to carry out its arrest warrants -- with mixed results. In theory, this means anyone subject to an ICC arrest warrant cannot travel to a member state for fear of being detained. After sweeping back to power in August 2021, the Taliban authorities pledged a softer rule than their first stint from 1996 to 2001. But they quickly imposed restrictions on women and girls that the United Nations has labelled "gender apartheid". Edicts in line with their interpretation of Islamic law handed down by Akhundzada, who rules by decree from the movement's birthplace in southern Kandahar, have squeezed women and girls out of public life. The Taliban government barred girls from secondary school and women from university in the first 18 months after they ousted the US-backed government, making Afghanistan the only country in the world to impose such bans. Authorities imposed restrictions on women working for non-governmental groups and other employment, with thousands of women losing government jobs -- or being paid to stay at home. Beauty salons have been closed and women blocked from visiting public parks, gyms and baths as well as travelling long distances without a male chaperone. A "vice and virtue" law announced last year ordered women not to sing or recite poetry in public and for their voices and bodies to be "concealed" outside the home. The ICC prosecutor's office welcomed the warrants as "an important vindication and acknowledgement of the rights of Afghan women and girls." "Through the Taliban's deprivation of fundamental rights to education, privacy and family life... Afghan women and girls were increasingly erased from public life," said ICC prosecutors. "The decision of the judges of the ICC affirms that their rights are valuable, and that their plight and voices matter." When requesting the arrest warrants in January, chief prosecutor Karim Khan warned that he would seek warrants for other Taliban officials. Agnes Callamard, secretary general of Amnesty International, said the ICC warrants gave hope to women and girls inside and outside of Afghanistan.

Trump Says New Tariff Deadline Not 100 Percent Firm
Trump sent letters to trading partners including key US allies Japan and South Korea, announcing that duties he had suspended in April would snap back even more steeply in three weeks, AFP reported. Tokyo and Seoul would be hit with 25 percent tariffs on their goods, he wrote. Countries including Indonesia, Bangladesh, Thailand, South Africa and Malaysia were slapped with duties ranging from 25 percent to 40 percent. But in a move that will cause fresh uncertainty in a global economy already unsettled by his tariffs, the 79-year-old once again left the countries room to negotiate a deal. I would say firm, but not 100 percent firm, Trump told reporters at a dinner with visiting Israeli regime prime minister Benjamin Netanyahu when asked if August 1 deadline was firm. Pressed on whether the letters were his final offer, Trump replied: I would say final but if they call with a different offer, and I like it, then well do it. The US president had unveiled sweeping tariffs on imports on what he called Liberation Day on April 2, including a baseline 10 percent tariff on all countries. But he quickly suspended all tariffs above 10 percent for 90 days following turmoil in the markets. They were due to kick back in on Wednesday and Trump sent the letters in advance of that deadline. Trumps near-identically worded letters to Japanese and South Korean leaders said he would impose 25 percent tariffs as their trading relationships with Washington were unfortunately, far from Reciprocal. He warned of further escalation if there was retaliation against the levies. But Trump on Monday also signed an order formally extending the Wednesday deadline, postponing it to August 1. The new August date effectively marks a further delay and Trumps latest comments threaten to compound the uncertainty over when the deadline really is. According to letters posted to Trumps Truth Social platform, products from Indonesia will face a 32 percent tariff, while the level for Bangladesh is 35 percent and Thailand, 36 percent. Most countries receiving letters so far had duties similar or unchanged from rates threatened in April, although some like Laos and Cambodia saw notably lower levels. The Trump administration is under pressure to show results after promising 90 deals in 90 days. So far only two firm deals have emerged, with Britain and Vietnam, plus an agreement to dial back super-high tit-for-tat tariffs with China. Japans Prime Minister Shigeru Ishiba said at a cabinet meeting Monday that the announcement of the 25 percent tariffs is genuinely regrettable, local media reported. South Koreas National Security Adviser Wi Sung-lac meanwhile met with his US counterpart Marco Rubio in Washington, expressing hope that a bilateral summit could soon be held to achieve mutually beneficial outcomes across key pending issues. Asked why Trump opted to start with Japan and South Korea, White House Press Secretary Karoline Leavitt said: Its the presidents prerogative, and those are the countries he chose. Thailands acting Prime Minister Phumtham Wechayachai said Tuesday he wanted a better deal than the 36 percent tariff Trump threatened to impose, adding: The most important thing is that we maintain good relations with the US. Malaysia said it was committed to continuing engagement with the US toward a balanced, mutually beneficial, and comprehensive trade agreement, its trade ministry said in a statement, after Washington imposed a 25 percent tariff on the Southeast Asian nation. US Treasury Secretary Scott Bessent said Monday that there would be more deals coming up: We are going to have several announcements in the next 48 hours. Trump has also threatened an extra 10 percent tariff on countries aligning themselves with the emerging BRICS nations, accusing them of Anti-American policies after they slammed his duties at a summit. But partners are still rushing to avert Trumps tariffs altogether. The European Commission said EU chief Ursula von der Leyen had a good exchange with Trump on trade when the pair spoke Sunday.

NST Leader: Data centre surge
MALAYSIA, a small hydrocarbon producer by world standards, is eyeing the new oil of the 21st century: data centres. Glowing bromide hype on such centres match their power demand surge. On Monday, Hong Leong Investment Bank Bhd (HLIB Research) said in a thematic note to Business Times that Malaysia is no longer a spillover market from Singapore and that it is a go-to destination for hyperscalers. Johor is partly the reason for the hype. From 10 megawatts (MW) of data centres in 2021, the state grew to 1.3 gigawatts last year, according to media reports. Not so fast, we must say. They are not just guzzlers of water and energy, but gobblers of land, too. Sure, there is ample land, as HLIB Research reckons, but only for now. Even cost competitiveness is under threat with the recent Tenaga Nasional Bhd tariff hike. A Reuters report on July 1 quoted industry and government officials as saying that the new tariff hike would add 10 to 14 per cent to the electricity costs of data centres. According to Gary Goh of Sprint DC Consulting, a data centre advisory firm that the news agency quotes, for a 100 MW facility, that works out to be an additional US$15 to US$20 million per year, not including fuel surcharge. Fuel surcharge is announced by the government every month based on fuel prices and foreign exchange. Goh also said many in the industry were caught unprepared for the scale of increase and that some investors were already on the wait-and-see mode. Be that as it may, Reuters, pointing to a joint report issued in May by Bain & Co, Google and Singapore's state-owned Temasek, said Malaysia is set for the region's fastest surge in data centre power demand, tripling to 21 per cent by 2027 from seven per cent in 2022. Malaysia, committed as it is to tame climate change, is slowly but surely phasing out black gold due to its Earth-warming effect. But data centres aren't exactly problem-free. Think guzzlers and gobblers. According to one estimate, a 100 MW data centre consumes electricity equivalent to what 45,000 households use. A data centre with similar capacity is said to use water equivalent to a 10,000-person city in the calculation of Lawrence Berkeley National Laboratory, an American entity. Malaysia may have enough energy and water for now, but what about in the years to come? Many will argue that the data centres are paying a premium for access to energy and water, but both are drawn from the same sources. As more and more data centres come chasing cheap land and energy, electricity infrastructure and rivers will be stressed beyond their capacity. This is precisely why Singapore imposed a moratorium on data centres between 2019 and 2022. On Jan 5, then natural resources and environmental sustainability minister Nik Nazmi Nik Ahmad admitted in an interview with the Financial Times that data centres had put "a lot of pressure" on Malaysia's energy and water resources. For sure, data centres, especially the hyperscalers, bring in billions of investment dollars, but they come attached with a heavy price tag. Can we afford it? Only if the benefits outweigh the costs.
