Centre launches new portal for disability welfare scheme proposals

District Disability Rehabilitation Centres
(DDRC) Scheme to streamline the application process.
According to an official communication dated July 7 from the Department of Empowerment of Persons with Disabilities (DEPwD), the
e-Anudaan portal
(grants-msje.gov.in) has now been discontinued for DDRS and DDRC-related proposals.
In its place, a new exclusive instance of the e-Anudaan portal has been rolled out and is live at https://grants.depwd.gov.in, according to the communication.

"All data from the previous portal has been successfully migrated to the new platform, ensuring seamless continuity and accessibility of existing records," said Ram Charan Meena, Under Secretary to the

, in the letter addressed to all state and district authorities and Project Implementing Agencies (PIAs).
Authorities and agencies have been instructed to use the new portal for both fresh applications and for accessing older submissions under the DDRS and DDRC schemes.

Forest tag stalls land allotment for Haveri industrial corridor
Haveri: The industrial corridor planned near Ganajur and Koluru villages in Haveri is experiencing setbacks concerning 68 acres of forest or revenue land confusion. Despite local farmers cultivating this land for years without proper documentation, the Karnataka Industrial Areas Development Board (KIADB) is unable to provide compensation owing to its legal classification as forest land, thereby impeding the project. Over 125 entrepreneurs requested land allocation to establish industries near Haveri's district headquarters. Sources indicate that while the 68 acres originally belonged to the revenue department, forest authorities previously planted saplings there. Subsequently, residents of Kolur began cultivation without proper documentation. The forest department now asserts its ownership of this land. Previously, the govt decided to establish an industrial corridor between Ganajur and Kolur across 407 acres, comprising both govt and private land. Within this, the first phase involving a 200-acre industrial layout was contracted to Bengaluru-based SRC Infra. While the initial phase is 80% complete, farmers are resisting development in the second phase. "At least 59 farmers have been claiming that they are cultivating 68 acres of land in Koluru village, but these farmers don't have any documents. Deputy commissioner Vijay Mahantesh Danammanavar conducted a meeting with KIADB officials, Haveri tahsildar, and forest authorities, delegating land-related responsibilities to the tahsildar. "I asked for a detailed report from the tahsildar of Haveri after receiving applications from the farmers who claim to have been cultivating govt land for a long time. We will submit the report to the govt, and the govt will make a decision. We will complete the development works of the first phase of the industrial corridor by the end of Dec," assured DC Danammanavar. Entrepreneur Ramesh Ballari noted that numerous individuals waiting to establish industries have applied for land in the new corridor. However, land disputes persist despite ongoing construction. "Following this, many entrepreneurs are frustrated because they are not able to execute their ideas through their startups. Min drafts policy to allow direct land buy for industries
1 2 Nagpur: Seeking to ease land acquisition process for industries, Maharashtra minister of state for finance, planning, agriculture, labour, relief and rehabilitation, Ashish Jaiswal, has moved a draft proposal to permit direct land purchases, instead of going by the Land Acquisition Act, which calls for paying a four-time rate. Jaiswal's proposal also calls for giving full ownership of the land to an industry. The current system only allows industries to hold land on lease. At present, it's the Maharashtra Industries Development Corporation (MIDC) that does the acquisition on behalf of an industry. After paying the four-time price, the industry can only hold it on lease, said Jaiswal. As per the draft proposal, any company planning to buy huge land parcels would be allowed to buy through mutual negotiations with the landholders, said the minister. "If the land is purchased directly, there would be no question of providing jobs to the oustees. Under the Land Acquisition Act, even resettlement and rehabilitation have to be done," he said, confirming that buying land under his plan would do away with these conditions. Under the Land Acquisition Act, the buyer is exempt from stamp duty, and the seller need not pay capital gains tax. It has been mooted that the two exemptions should be made available in the proposed mutually negotiated land purchase policy too, said Jaiswal. The minister said he is also working on a policy to fix fair wages. "There is a concept of minimum wages, but there should be policy also for fair wages. The wages a worker would get at the time of retirement can be calculated on joining itself by factoring in inflation and other aspects," he said. Jaiswal said he is also working on a proposal to get industry status for mining, which would allow additional benefits for the sector. "While safeguarding the labourers' interests, one has to ensure that industrialists are not unnecessarily harassed. I attended a meeting chaired by chief minister Devendra Fadnavis a couple of days ago. The chief minister said no wrongful harassment of the industries will be tolerated. Immediate action will be taken in such cases. If not, the concerned superintendent of police will face action," he said.
