Rs 306-crore tetrapod seawall project at Kannamali gets nod

Kochi: In a major relief to Chellanam residents, cabinet granted approval for the second phase of the tetrapod seawall project on Wednesday. The Rs 306-crore second phase will be implemented along a 3.6km stretch from Puthenthodu to Cheriyakadavu, in Chellanam panchayat, where sea surges threaten hundreds of houses.
Industry minister P Rajeeve said revised administrative sanction for the seawall — which will be implemented as a KIIFB project — and the revised administrative sanction would be provided this week.
The tetrapod seawall project's 7.3km-long first phase, from Chellanam to Puthenthodu, was completed in 2023 at a cost of Rs 347 crore. The project was initially designed to build a tetrapod seawall over a distance of 10km and breakwater structures (pulimuttu) at two locations.
However, the authorities could complete only 7.3km due to cost escalation.
Now, a revised detailed project report (DPR) for the second phase has been prepared which needs fresh administrative approval. The minister said KIIFB's financial approval would also be made available soon.
Chellanam is one of the 10 hotspots identified by the irrigation department that faces the most severe sea erosion. Though the tetrapod seawall prevented sea erosion on the Chellanam-Puthenthodu stretch during this monsoon, the Puthenthodu-Kannamali-Cheriyakadavu stretch witnessed the highest ever sea surge in the last four years.
More than 500 houses were badly affected in the area and one of the houses in the Cheriyakadavu region was completely damaged.
The geobags placed in several parts of the area were also washed away in the sea surge.
Social organisations in the coastal area have joined hands and launched various protest programmes demanding tetrapod seawall construction in more areas of the Chellanam coastal area to protect their homes and lives from coastal erosion. The authorities failed to implement any temporary protective measures along the Chellanam-Kochi coast, which is severely threatened by sea erosion this monsoon. After organising more than 10 protest programmes in various parts of Chellanam and in the city demanding a permanent solution to the sea erosion issue, Chellanam-Kochi People's Forum had taken out a protest march to the district collectorate on April 11, demanding immediate steps before the onset of the monsoon.
But authorities failed to intervene.
The forum's working chairperson Thushar Nirmal said around 25 homes were completely washed away by waves in the past two years and more than 50 families were relocated in Chellanam area alone.

"It is deeply distressing to learn that many of them are being targeted solely because they speak Bengali — their mother tongue — and are being unjustly labelled as Bangladeshi infiltrators. This sweeping generalisation is not only unfair and discriminatory, but also deeply hurtful to citizens who have every right to dignity and protection under the law," Pant added. New Delhi: The Defence Acquisition Council (DAC) on Thursday gave the go-ahead for 10 proposals to buy military hardware, including missiles and electronic warfare systems, worth approximately Rs 1.05 lakh crore through indigenous sourcing. The DAC works under the chairmanship of Defence Minister Rajnath Singh. The DAC gave its "Acceptance of Necessity (AoN) for the procurement of Armoured Recovery Vehicles, Electronic Warfare System, Integrated Common Inventory Management System for the Tri-Services and Surface-to-Air Missiles. These procurements will provide higher mobility, effective air defence, better supply chain management, and augment the operational preparedness of the Armed Forces", the Defence Ministry said in a statement. AoNs were also given for procurement of Moored Mines, Mine Counter Measure Vessels, Super Rapid Gun Mount and Submersible Autonomous Vessels. These procurements will enable the mitigation of potential risks posed to the naval and merchant vessels. To provide further impetus to indigenous design and development, AoNs were accorded under the Buy (Indian-Indigenously Designed Developed and Manufactured) category, the statement said. India's indigenous defence production has surged to an all-time high of Rs 1.46 lakh crore, with exports increasing to a record Rs 24,000 crore in 2024-25, according to Mr Singh. "Our defence production, which was only Rs 43,000 crore 10 to 11 years ago, has now crossed a record figure of Rs 1,46,000 crore, with the private sector's contribution of over Rs 32,000 crore. Our defence exports, which were around Rs 600-700 crore 10 years ago, have surpassed a record figure of Rs 24,000 crore today," the minister stated in his address at the Confederation of Indian Industry (CII) annual summit recently. "Our weapons, systems, sub-systems, components, and services are reaching around 100 countries. Over 16,000 MSMEs, associated with the defence sector, have become the backbone of the supply chain. These companies are not only strengthening our self-reliance journey, but are also providing employment to lakhs of people," the minister said. He said the Advanced Medium Combat Aircraft (AMCA) programme execution model will open an opportunity for the private sector to participate in a mega defence project along with public sector companies for the first time, further bolstering the Make In India drive in the defence industry, he added.

DAC clears ten capital acquisition proposals worth over Rs 1.05 lakh crore
