Cooper orders ‘crackdown' on suspected illegal working for delivery apps

Officers will carry out checks in hotspots across the country where they suspect asylum seekers are working as delivery riders without permission.
It comes after Deliveroo, Uber Eats and Just Eat said they would ramp up facial verification and fraud checks over the coming months after conversations with ministers.
Last week the shadow home secretary, Chris Philp, claimed in a post on X to have found evidence of people working illegally for the food delivery firms during a visit to a hotel used to house asylum seekers.
On Saturday, the Home Office said anyone caught 'flagrantly abusing the system in this way' will face having state support discontinued, whether entitlement to accommodation or payments.
'Strategic, intel-driven activity will bring together officers across the UK and place an increased focus on migrants suspected of working illegally whilst in taxpayer-funded accommodation or receiving financial support,' the Home Office said.
'The law is clear that asylum seekers are only entitled to this support if they would otherwise be destitute.'
Businesses who illegally employ people will also face fines of up to £60,000 per worker, director disqualifications and potential prison sentences of up to five years.
Asylum seekers in the UK are normally barred from work while their claim is being processed, though permission can be applied for after a year of waiting.
It comes as the Government struggles with its pledge to 'smash the gangs' of people-smugglers facilitating small boat crossings in the English Channel, which have reached record levels this year.
Some 20,600 people have made the journey so far in 2025, up 52% on the same period in 2024.
Ms Cooper said: 'Illegal working undermines honest business and undercuts local wages, the British public will not stand for it and neither will this Government.
'Often those travelling to the UK illegally are sold a lie by the people-smuggling gangs that they will be able to live and work freely in this country, when in reality they end up facing squalid living conditions, minimal pay and inhumane working hours.
'We are surging enforcement action against this pull factor, on top of returning 30,000 people with no right to be here and tightening the law through our Plan for Change.'
Home Office director of enforcement, compliance and crime, Eddy Montgomery, said: 'This next step of co-ordinated activity will target those who seek to work illegally in the gig economy and exploit their status in the UK.
'That means if you are found to be working with no legal right to do so, we will use the full force of powers available to us to disrupt and stop this abuse. There will be no place to hide.'
Deliveroo has said the firm takes a 'zero tolerance approach' to abuse on the platform and that despite measures put in place over the last year, 'criminals continue to seek new ways to abuse the system'.
An Uber Eats spokesperson has said they will continue to invest in tools to detect illegal work and remove fraudulent accounts, while Just Eat says it is committed to strengthening safeguards 'in response to these complex and evolving challenges.'
Responding to the announcement, Mr Philp said: 'It shouldn't take a visit to an asylum hotel by me as shadow home secretary to shame the Government into action.'
He added: 'The Government should investigate if there is wrongdoing by the delivery platforms and if there is a case to answer, they should be prosecuted.
'This is a very serious issue because illegal working is a pull factor for illegal immigration into the UK – people smugglers actually advertise it.'
Mr Philp also said women and girls were being put at risk because deliveries were being made to their homes by people 'from nationalities we know have very high rates of sex offending', without specifying which nationalities he was referring to.

Marcus Fakana, 19, from Tottenham, North London, was jailed in the United Arab Emirates last year after having a holiday romance with a fellow British national while the pair were in the Middle East in August 2023. ‌ The woman, now 18, had not disclosed to Marcus she was underage under UAE law when the relationship began. Sex involving anyone under the age of 18 is a criminal offence in the UAE, regardless of consent. ‌ Fakana was arrested after the girl's mother reported the relationship to local police. He was later held at Dubai's al-Awir prison, where he spent his birthday and New Year. Fakana's release was secured after a sustained campaign led by the advocacy group Detained in Dubai, with support from the British Embassy and a letter from Foreign Secretary David Lammy. The teen personally appealed to the ruler of Dubai for a royal pardon, which was eventually granted. Radha Stirling, CEO of Detained in Dubai, described Fakana as 'an extraordinary young man caught in a deeply unjust system'. 'Marcus should never have been put through this,' she said. 'What was meant to be a short family holiday turned into a nightmare. We're relieved and overjoyed that, after months of work, Marcus has been pardoned and is now back in the UK with his loved ones.' ‌ His family and supporters had protested outside Parliament in Westminster to demand action, calling the one-year sentence unjust and unnecessary. Stirling said while Marcus is now safe, the ordeal has left him with lasting trauma. ‌ 'He was 18 at the time, and the woman involved is now also 18 — a fact she did not reveal. The UAE had the option to fine or deport him, but instead chose imprisonment. The emotional and psychological toll has been immense,' she said. She added the case should prompt the UK government to review its travel advice and strengthen its stance on human rights when dealing with the UAE. 'No one should have to endure what Marcus has been through,' Stirling said. 'His case highlights the risks faced by young travellers unaware of local laws and the urgent need for better protections.'

UK Goverment chiefs say the Pension Schemes Bill could boost returns to pension saving by thousands of pounds. Changes will also make it easier for savers to access and manage their pensions, with the Bill set to transform the pensions landscape for years to come and put more money in people's pockets as part of the Plan for Change, they say. A DWP statement said: "Working people on an average salary who save into a pension pot over their career, could benefit by up to £29,000 by the time they retire thanks to major Government reforms that will consolidate small pension pots, ensure schemes are value for money, and create larger pension schemes. "The figure was revealed as the Pension Schemes Bill returns to Parliament for its second reading today [7 July 2025]. Reforms in the Bill, which have received wide-spread support from the pensions industry and consumer groups, will support 20 million pension savers to get more from their pension pots and be better prepared for retirement. "The Bill will bring together small pension pots worth £1,000 or less into one pension scheme that is certified as delivering good value to savers, making pension saving less hassle and more rewarding. At present many people struggle to keep track of multiple small pensions as they move jobs and can pay high fees as a result. "In future pension schemes will also need to prove they are value for money, helping savers understand whether their scheme is giving them good returns and protecting them from getting stuck in underperforming schemes for years on end. "These measures will lay the foundation for the upcoming Pensions Review to examine how we get to a fair and sustainable pensions system, supporting growth and delivering on the government's Plan for Change by putting more money into people's pockets. Minister for Pensions, Torsten Bell said: 'We're ramping up the pace of pension reform, to ensure that people's pension savings works as hard for them as they worked to save. 'The measures in our Pension Schemes Bill will drive costs down and returns up on workers' retirement savings – putting more money in people's pockets to the tune of up to £29,000 for an average earner and delivering on our Plan for Change.' Other measures include: New rules creating multi-employer DC scheme 'megafunds' of at least £25 billion, so that bigger and better pension schemes can drive down costs and invest in a wider range of assets. Simplifying retirement choices, with all pension schemes offering default routes to an income in retirement. Increased flexibility for Defined Benefit (DB) pension schemes to safely release surplus worth collectively £160 billion, to support employers' investment plans and to benefit scheme members. The DPW statement added: "The reforms will also unlock long-term investment in the UK economy by removing barriers to growth, strengthening the security and governance of pension schemes and ultimately delivering better returns for people saving for their retirement. "The pace of pension reform has ramped up with measures in the Bill set to revolutionise the pensions landscape in the coming years. While the benefits of the Bill are clear, significant challenges still remains with these benefits varied for different workers and different groups. This is why the upcoming Pensions Review will examine challenges such as pension adequacy to ensure underserved groups do not miss out on the benefits arising from these measures. "Reforms announced as part of the Bill will also future proof the Local Government Pension Scheme (LGPS) by leading to the consolidation of all £400bn of assets into a small number of expert asset pools which can invest in local areas infrastructure, housing and clean energy." Minister for Local Government and English Devolution, Jim McMahon OBE said: 'This Bill will ensure the Local Government Pension Scheme is fit for the future and harness its full potential, with assets due to reach £1 trillion by 2040, and will strengthen investment in local communities to accelerate growth as part of our Plan for Change.' Zoe Alexander, Director of Policy and Advocacy for PLSA (Pensions and Lifetime Savings Association) said: 'The introduction of the Pension Schemes Bill is a significant milestone, bringing forward necessary legislation to enact important reforms that have the full backing of the pensions industry. This includes small pots consolidation, the Value for Money regime, decumulation options and changes to give DB funds more options for securing member benefits over the long-term. 'Once fully implemented, these measures should reduce the cost of administering pensions, remove complexity for savers and help ensure schemes are maximising the value they provide members.'
