In an accompanying planning report by consultants John Spain, it states that 'the scale of the proposed development is considered to integrate appropriately with its surroundings, whilst introducing increased height'.
However, in an objection, the Dodder Anglers Association, which represents over 1,300 members, states that it is very concerned the proposals 'could damage the biodiversity of River Dodder green/blue corridor and are in breach with Dublin city council's biodiversity action plan as well as the EU habitats Directive and water Framework Directive'.
On behalf of the Eglinton Residents Association, Robin Mandal has hit out at what he believes to be 'a proposed gross over-development of this sensitive site'.
'We believe that the proposed development would constitute over-development of the site by virtue of its height, scale, bulk and massing at this sensitive and highly visible site on the banks of the River Dodder,' he said.
Mr Mandal contends that the scheme's 'impact on the biodiversity and flora and fauna of the riparian setting will be profound, obliterating much of value'.
He said the site 'has remained vacant and unused for more than 20 years'.
Chair of the Richview Residents Association, Marion Cashman, said: 'There have been seven planning applications on this site over 20 years.
'The number of units proposed ranged from 130 units in 2005 to the now proposed 440 student bed spaces and 30 residences.
'The current proposal is an overdevelopment of the site and would set an undesirable and unacceptable precedent for this sensitive location on the River Dodder and other such sites.'
The market for student accommodation provision in south Dublin is a lucrative one with UCD generating €42.8m in rental income from student residences on campus in 2024.

Eoin Hayes readmitted to Social Democrats after eight-month suspension
Eoin Hayes has been readmitted to the Social Democrats after an eight-month suspension over incorrect statements about shares he held in a company linked to the Israeli military. Mr Hayes said he should have not held the shares as long as he did and has donated the equivalent of €43,443 to three aid organisations working in Gaza. He said the amount reflected the increase in the value of the shares he held over the course of Israel's military offensive in Gaza. The Social Democrats won 11 seats in November's election but Mr Hayes was indefinitely suspended from the parliamentary party in December – just a month after being elected. He had initially told the media and his party colleagues that he divested shares in his former employer, Palantir Technologies, prior to being elected to Dublin City Council last June. The company supplies technology to Israel's military. But he later revealed that he sold the shares last July – after taking office – for a pre-tax figure of €199,000. The Social Democrats had been calling for economic sanctions against Israel months before Mr Hayes' election to the council. The Dublin Bay South TD's suspension was reviewed by the national executive of the party before being considered further by the parliamentary party. Just after 6.30pm on Friday, the Social Democrats said his suspension had been lifted. It said in a statement the decision was made by acting leader Cian O'Callaghan in line with the party's constitution. "Eoin has been suspended from the parliamentary party for nearly eight months and I believe he should be given a second chance," Mr O'Callaghan said. "Eoin has a lot to offer as a Social Democrats TD and I look forward to working with him." Plans for residential scheme on Terenure College lands gets approval
An Coimisiún Pleanála (ACP) has granted planning permission for a 284 residential-unit scheme on lands at Terenure College . In granting planning permission to Lioncor subsidiary, 1 Cellbridge West Land Ltd, for the large scale residential development (LRD), the planning commission has overturned decision to refuse permission by Dublin City Council issued earlier this year. The scheme for Fortfield Rd, Terenure, D6 comprises 265 apartments and 19 four-bed houses with the apartments located across four blocks with one block rising to six storeys. In the one reason for refusal linked to transport issues, the council found that the proposed car parking provision was considered inadequate to serve the needs of future residents of the development. READ MORE the Lioncor subsidiary appealed and the planning commission inspector in the case recommended a refusal on two other grounds including flood risk. In granting planning permission, ACP did not accept the inspector's recommendation to refuse and has concluded that the scheme 'would constitute an acceptable scale and density of development at this location and would not seriously injure the residential or visual amenities of the area or of property in the vicinity'. The planning commission also concluded that the scheme 'would be acceptable in terms of urban design, height, and quantum of development, as well as in terms of traffic and pedestrian safety and convenience, and would not have any significant adverse effects on biodiversity or water quality'. The 4.6-hectare (11.5-acre_ proposed development site is located on the northwest corner of the grounds of Terenure College Senior school and the main part of the site is an open field that was formerly used as playing pitches associated with the now closed junior school. The current scheme is 'build to sell' compared to the 'build to rent' 364-unit scheme and 21 houses that were refused planning permission two years ago by An Bord Pleanála. The council received 86 third-party submissions with the bulk of submissions from local residents opposed to the scheme. However, in a letter lodged with the application, the provincial of the Irish Province of Carmelites, Fr Simon Nolan, said that 'the college board of management and the Carmelite Order recognises the enormous benefit that this proposed development has for the school and the order'. 'It will allow for a capital injection into Terenure College and secure the College's future viability as a secondary school as well as benefit the ongoing work and ministry of the Carmelite Order in Ireland, Zimbabwe, and other parts of the world,' he said.

After 20 years of neglect, a notorious Dublin building can finally be brought back to life
The redevelopment of one of Dublin city's most notorious derelict buildings as a potential template for inner-city regeneration recommended by the Taoiseach's Dublin taskforce can finally proceed following the resolution of an ownership dispute. Dublin City Council has become the legal owner of the former Neary's pub and hotel at 77-78 Parnell Street, after the High Court dismissed judicial review proceedings against the council's acquisition of the buildings under the Derelict Sites Act. The prominent Victorian building close to the O'Connell Street end of Parnell Street has been vacant for at least 20 years and has become increasingly derelict over the last decade. In 2015 it was taken over by squatters claiming to be anarchists and the building was given the moniker the Barricade Inn. The squatters stayed for almost a year before being evicted by order of the High Court in 2016 following an application by Vandelure Ltd, a company with a freehold interest in the property. READ MORE The company at the time said the eviction was essential because the building was in an extremely dangerous condition and the floors on each level had rotted and partially fallen through. The building, a protected structure, mostly dates from the 1850s when it was developed as a hotel. However, substantial parts of the structure are at least 100 years older, with a mid-18th-century staircase in the centre of it. It had previously been operated as a guest house by Ellen McGuill, who died in 2002, with the property understood to have been left to Scottish Catholic clergy. But the will was never executed due to McGuill having no known living relatives to enact it, with a series of legal issues following. Vandelure had during the 2016 court proceedings said it intended to sell the building, but this did not happen and the company was dissolved in March 2021. The council placed the property on a derelict register in December of 2021 and subsequently moved to acquire it under the Derelict Sites Act. The 'vesting orders', which confer all rights and titles to the building to the council, came into force in May 2024. However, these orders were challenged in the High Court by Telstar Investments, which had earlier acquired the property. Telstar, which is connected to publican and hotelier Noel Murray, who owns several venues in the city centre including Fibber Magees next door to Neary's, had sought to have the vesting order quashed. [ Derelict Dublin: Too often, it feels like a place designed by people who despise its inhabitants Opens in new window ] The High Court this month ruled that the company was outside the time limitation for taking the challenge, there was no 'good and sufficient reason' for the delay in taking the challenge and the delay was not outside the company's control. The new special purpose vehicle (SPV) recommended by the Taoiseach's Dublin taskforce is expected to be established in the coming months and will have a specific mandate to regenerate derelict inner-city buildings, particularly in the O'Connell Street area. Green Party councillor Janet Horner said the SPV could be used as the 'developer' of Neary's, providing a 'cheaper and more efficient way of turning around derelict sites'. We should be acquiring derelict properties, renovating them to include housing and then finding cost-efficient ways to sell the housing to AHBs [approved housing bodies] to operate as social housing, or selling on any commercial or housing aspects if that is what is best for the site.' The council said it is considering the future use and development of Neary's. Attempts to contact Telstar Investments for comment were unsuccessful.
