2 days after dates given: High Court stays panchayat polls in Uttarakhand
Two days after the panchayat elections dates were announced in the state, the Uttarakhand High Court on Monday stayed all proceedings concerning the polls.
This came after a petition was filed by Bageshwar-resident Ganesh Dutt Kandpal, saying the government's decision to nullify the existing reservation rotation for the panchayat polls and bring about a new rotation from this year has prevented him from being able to contest the election.
Under the reservation rotation system, constituencies are reserved for various categories for three terms, after which the quota goes to other seats. With the existing rotation being nullified and a new rotation starting this year, Kandpal, represented by Advocate Shobhit Saharia, said a seat that had been reserved for the last three terms will again be reserved this year.
This, Kandpal argued, has prevented him from contesting the election. The petitioner argued that the High Court had already issued guidelines on this matter in the past.
The petition was filed on Thursday and the Division Bench of Chief Justice G Narender and Justice Alok Mahra heard the matter on Friday. On Monday, the court stayed the election proceedings until the state furnishes the notification for the new rules for panchayat polls. The state has also been asked to present its policy on reservation.
Following the stay order, Panchayati Raj Secretary Chandresh Kumar said, 'The High Court has currently stayed the panchayat elections as there is no gazette notification issued for Reservation Rules 2025 yet. In this connection, I have spoken to the Government Press, Roorkee, to make a copy of the gazette notification available to the state government, which can be submitted in the High Court to lift the stay.'
He said the state is 'committed to upholding the full dignity and directions of the court and to operating the Panchayati Raj system in accordance with the Constitution and the law'.
On Saturday, the state Election Commission announced the dates for elections to the three-tier panchayats in 12 districts of Uttarakhand, excluding Haridwar. Elections were supposed to be conducted in two phases, with the nomination process beginning on June 25. Polling was to take place on July 10 in the first phase and on July 15 in the second phase, and counting on July 19. The Model Code of Conduct had been enforced in all areas of the state except urban areas and Haridwar district.

LONDON — Human rights groups lost their legal challenge Monday to the British government's decision to supply Israel with parts for F-35 fighter jets and other military equipment. The Palestinian group Al-Haq and the U.K.-based Global Legal Action Network alleged that the government broke domestic and international law and was complicit in atrocities against Palestinians by allowing essential components for the warplanes to be supplied to Israel. The government last year suspended about 30 of 350 existing export licenses for equipment deemed to be for use in the conflict in Gaza because of a 'clear risk' the items could be used to violate international humanitarian law. Equipment included parts for helicopters and drones. But an exemption was made for some licenses related to components of F-35 fighter jets, which are indirectly supplied to Israel through the global spare parts supply chain and have been linked to bombing the Gaza Strip. While rights groups argued the U.K. shouldn't continue to export parts through what they call a 'deliberate loophole' given the government's own assessment of Israel's compliance with international humanitarian law, the government said the parts were distributed to a collaboration involving the U.S. and six other partners to produce the jets. Components manufactured in the U.K. are sent to assembly lines in the U.S., Italy and Japan that supply partners — including Israel — with jets and spare parts, the court said. Two High Court judges ruled that the issue was one of national security because the parts were considered vital to the defense collaboration and the U.K.'s security and international peace. They said it wasn't up to the courts to tell the government to withdraw from the group because of the possibility the parts would be supplied to Israel and used to violate international humanitarian law in Gaza. 'Under our constitution that acutely sensitive and political issue is a matter for the executive, which is democratically accountable to Parliament and ultimately to the electorate, not for the courts," Justices Stephen Males and Karen Steyn wrote in a 72-page judgment. Compared with major arms suppliers such as the U.S. and Germany, British firms sell a relatively small amount of weapons and components to Israel. The Campaign Against Arms Trade nonprofit group estimates that the U.K. supplies about 15% of the components in the F-35 stealth combat aircraft, including its laser targeting system.

NGO loses bid to block U.K. export of military equipment to Israel
The High Court in London rejected a legal challenge on Monday (June 30, 2025) brought by a Palestinian rights group seeking to block the U.K. from supplying components for Israeli F-35 fighter jets. Israel has used the jets to devastating effect in its bombardment of Gaza. Both sides have been accused of atrocities during a conflict that has killed tens of thousands -- the vast majority of them Palestinian civilians, according to figures the United Nations deems reliable. The U.K. government suspended some export licences for military equipment after concluding there was a risk Israel could be breaching international humanitarian law but made an exemption for some parts for Lockheed Martin F-35 stealth jets. In its claim to the High Court, rights group Al-Haq called for a judicial review, saying the 'carve out' was unlawful and alleging the government had misunderstood the applicable rules of international law. It was supported by Amnesty International, Human Rights Watch, Oxfam and others in its case. Judges Stephen Males and Karen Steyn said they 'reject all' of the grounds for challenging the government's decision. The case was not about 'whether the U.K. should supply arms or other military equipment to Israel', said the judges. Rather, the case was concerned with 'whether it is open to the court to rule that the U.K. must withdraw from a specific multilateral defence collaboration' because of the prospect that some U.K. manufactured components may be used by Israel in the Gaza war in actions that could break international humanitarian law. 'Under our constitution that acutely sensitive and political issue is a matter for the executive, which is democratically accountable to parliament, and ultimately to the electorate, not for the courts,' said the judges. 'Once the true nature of the issue is identified, it is clear that the claim must fail. Accordingly, permission to bring a judicial review claim is refused,' they added. Shawan Jabarin, General Director of Al-Haq, said in a statement issued to AFP: 'By exposing serious government failings in facilitating international crimes against Palestinians through its arms exports, civil society and human rights organisations have achieved a crucial breakthrough. 'We will continue to persevere in the U.K. and beyond until governments are held accountable. Israel's impunity is challenged and justice for the Palestinian people is realised,' he added. 'Loophole' The U.K. contributes components to an international defence programme that produces and maintains the F-35s. Defence Secretary John Healey argued a suspension would impact the 'whole F-35 programme' and have a 'profound impact on international peace and security'. Lawyers for Al-Haq said the government had known there was a 'clear risk' Israel would use the jet parts to commit violations of international law. But government lawyer James Eadie said the court was not placed to rule on the legality of Israel's actions, and that attempting to do so could have a 'potentially deleterious' effect on 'foreign relations with a friendly state, namely Israel'. In September 2024, the new Labour government announced it was suspending around 30 of 350 export licences following a review of Israel's compliance with international humanitarian law. But the partial ban did not cover British-made F-35 parts, which include refuelling probes, laser targeting systems, tyres and ejector seats, according to Oxfam. Mr. Healey has previously said suspending F-35 licences would 'undermine U.S. confidence in the U.K. and NATO' but lawyers for Al-Haq have described the exemption as a 'loophole'. U.K.-based NGO Campaign Against Arms Trade has said that licencing figures showed the government had made a 'shocking increase in military exports to Israel' in the months after its September 2024 announcement of partial suspensions. It said the figures showed the U.K. approved £127.6 million ($170 million) in military equipment to Israel in single-issue licences from October to December 2024, saying this was more than for the period from 2020 to 2023 combined. Most of the licences were for military radars, components and software, as well as targeting equipment, according to the NGO, which was involved in the case against the government. Israel launched war on Gaza after an attack by militants from Palestinian group Hamas on October 7, 2023, which resulted in the deaths of 1,219 people, mostly civilians, according to an AFP tally based on Israeli official figures. Israel's retaliatory campaign has killed at least 56,500 people in Gaza, an occupied Palestinian territory, most of them civilians, according to the territory's health ministry. The U.N. considers these figures to be reliable.
