The HC was hearing a petition on Wednesday seeking direction to the authorities concerned to release the compensation amount with interest to the displaced families belonging to Badanuagaon, Dungajhore, Ranipia and Maldihi villages in accordance with law within a stipulated period.
The petition filed in 2021 by 12 people representing 339 displaced families also sought direction to extend the benefits as per the
rehabilitation policy
formulated by the state irrigation department in 1990.
According to the case records, the executive engineer, Sundargarh irrigation division, had deposited Rs 4,38,89,000 in 2014 for disbursement to the displaced families of Kansbahal irrigation project as per sanctioned estimate and rules in force.
Subsequently, the Sundargarh district collector, in a letter to the director resettlement & rehabilitation (state water resources department) on Feb 5, 2014, sought clarification in connection with the rehabilitation assistance to the affected persons of the irrigation project.
Advocate Sanjeev Udgata, representing the petitioners, pointed to the court that there has been an inordinate delay in disbursement of compensation as even though the amount has been deposited way back in 2014 and clarification had been sought for as to what rate rehabilitation assistance would be paid, the Sundargarh district collector has received no such clarification till date.
Expressing displeasure over the state of affairs, the bench of Justice Sangam Kumar Sahoo and Justice Sibo Sankar Mishra pulled up the director resettlement & rehabilitation (state water resources department) and directed him to immediately provide the clarification sought by the Sundargarh district collector for disbursal of the amount by May 13.

Kejriwal slams Gujarat govt over lathi charge on protesting livestock farmers in Sabarkantha

New Delhi: Aam Aadmi Party (AAP) national convenor Arvind Kejriwal on Tuesday criticised the Gujarat government for the lathi charge and use of tear gas on livestock farmers protesting outside the Sabar Dairy facility in Sabarkantha district. The farmers protested on Monday, demanding a fair share in the dairy's profits and a hike in milk procurement prices. Kejriwal condemned the use of force against the demonstrators, calling it an act of "brutality". Taking to X, he posted, "The BJP government has crossed all limits of brutality by ordering a lathi charge and tear gas on the livestock farmers peacefully protesting outside Gujarat's Sabar Dairy. Demanding a share in the dairy's profits is not a crime." He also paid tribute to a dairy farmer who died while going home after the protest concluded. "The people of Gujarat will surely respond to this dictatorship of the BJP," Kejriwal added. What began as a peaceful protest quickly turned volatile when agitators forced their way into the premises, damaging property, tearing down metal barriers, smashing CCTV cameras, and hurling stones. At least three people were injured in the ensuing chaos, prompting police to resort to tear gas and lathi charges to restore order. The protest also spilt onto the Himmatnagar-Talod highway, bringing traffic to a standstill for several hours. In response, heavy police forces were stationed in and around the dairy facility to prevent further escalation. Protesters claimed that private security guards were deployed to silence dissent rather than address their grievances. At the core of the unrest is a sharp dip in incentive payouts. Farmers said that while Sabar Dairy had allocated Rs 602 crore in bonuses last year, resulting in a 17 per cent rise in milk prices, this year's allocation has been slashed to Rs 500 crore, leading to a meagre 9.75 per cent increase. With operational costs rising, farmers argue that this year's incentives fail to match their labour and input expenses, leaving them with no choice but to take to the streets.

Pink tickets mark Shakti's 500cr ridership, CM plays conductor

Chief minister Siddaramaiah took on the role of a city bus conductor Monday, issuing pink tickets to mark the popular Shakti scheme crossing the 500-crore ridership milestone. He was joined by his deputy DK Shivakumar, transport minister Ramalinga Reddy , other cabinet colleagues and chief secretary Shalini Rajneesh on the occasion. As part of the event, the chief minister felicitated a woman passenger, Latha P, a resident of Chamarajpet who works in a bag factory, and gifted Ilkal sarees to nearly 30 commuters, including elderly citizens and students. Members of Odala Dhwani, a self-help group that has benefited from the scheme, presented their products to the ministers in gratitude. The group, which brings homemade items like roti and holige from Vijayapura to sell in Bengaluru, credited the scheme with helping them expand their operations. The chief minister explained how his administration implemented the scheme, while Shivakumar reiterated that all five guarantees of the state govt would continue despite criticism from opposition parties. "Women who commute daily to their workplaces by bus can save up to Rs 1,000 per month through this free travel facility," Shivakumar pointed out. To provide free bus travel for women on ordinary and express services, the four road transport corporations have spent Rs 12,699 crore. The RTCs claim their daily ridership has increased from over 85.8 lakh to nearly 1.8 crore since the scheme's introduction. To meet the growing demand, the number of buses in operation has been increased from 23,948 to 26,130 over the past two years. However, while implementing the scheme, RTCs have faced criticism of overcrowding and bus shortages. Reddy said the govt has approved the induction of 5,800 buses, of which 5,049 have already been added to the fleets of the four RTCs. To address staff shortages, 6,700 appointments have been made, and an additional 1,000 people were recruited on compassionate grounds.
