Report pans waiver of 71cr to Eway toll firm amid Covid
Mumbai: The Comptroller and Auditor General (CAG) has flagged an irregular Rs 71.07 crore waiver granted by the Maharashtra govt to IRB MP Expressway Pvt Ltd, operator of the Mumbai-Pune Expressway, for Covid-19 lockdown losses. The CAG noted that the sub-concession agreement with Mumbai Pune Expressway Ltd (MPEL) made IRB responsible for insuring against "force majeure" events like pandemics, with no liability on either side for such losses. "IRB requested (on March 24, 2020) MPEL to bear the losses of toll revenue and grant a waiver in the sub-concession fee. MPEL rejected the claims citing the relevant clauses pertaining to non-political force majeure events," it said. Despite this clause and an initial rejection, MPEL's board approved the waiver, which the CAG termed an "undue favour" and a contract breach. IRB reportedly had no insurance cover for such risks. The state govt has confirmed that recovery of the Rs 71.07 crore has been initiated from IRB. PTI

Falling for the second straight day, the 30-share BSE Sensex declined by 501.51 points or 0.61 per cent to settle at 81,757.73. During the day, it shed 651.11 points or 0.79 per cent to hit a low of 81,608.13. Mumbai, Jul 18 (PTI) Benchmark Sensex tanked 501 points while Nifty closed below the 25,000 mark on Friday due to selling in banking shares after muted quarterly earnings and foreign fund outflows. Analysts said investors turned cautious over banking stocks in response to Axis Bank's latest financial results, which fell short of market expectations. Among Sensex firms, Axis Bank tumbled the most by 5.24 per cent after it reported a 3 per cent dip in its June quarter consolidated net profit at Rs 6,243.72 crore, impacted by the implementation of changes in non-performing assets and loan upgrade policy. Devarsh Vakil, Head of Prime Research, HDFC Securities, said Axis Bank's latest financial results fell short of market expectations. 'Notably, Axis Bank's GDR tumbled 4.8 per cent to USD 64.30 on Thursday, following a deterioration in the bank's asset quality during the June quarter,' he said. Among blue-chip bank stocks, Axis Bank, HDFC Bank, Kotak Mahindra Bank and State Bank of India ended lower. Following the decline in bank stocks, the BSE Bankex ended 1.33 per cent lower at 62,741.65. Bharat Electronics, Bharti Airtel, HDFC Bank, Kotak Mahindra Bank, Titan and Eternal were also among the laggards from the Sensex pack. However, Bajaj Finance, Tata Steel, ICICI Bank, HCL Tech and Infosys were among the gainers. Foreign Institutional Investors (FIIs) offloaded equities worth Rs 3,694.31 crore on Thursday, according to exchange data. 'A broad-based sell-off was observed amidst a disappointing initial set of earnings from the finance and IT sectors. Elevated valuations in large-cap stocks, coupled with significant net short positions held by FIIs, have contributed to a cautious sentiment among investors,' Vinod Nair, Head of Research, Geojit Investments Limited, said. 'Additional tariff threats are also casting a shadow on India over its trade relationship with Russia. Despite these pressures, the medium-to-long-term outlook for India remains optimistic, supported by low inflation levels and proactive monetary authority committed to sustaining economic growth,' Nair added. The BSE smallcap gauge declined 0.64 per cent and midcap index dipped 0.62 per cent. Among BSE sectoral indices, capital goods dropped 1.50 per cent, followed by bankex (1.33 per cent), industrials (1.08 per cent), telecommunication (0.99 per cent), power (0.90 per cent) and consumer durables (0.90 per cent). India poised to account for 25 pc of global growth in crude oil demand: Hardeep Puri
New Delhi: Union Minister for Petroleum and Natural Gas Hardeep Singh Puri said that despite global volatility, India accounted for 16 per cent of global growth in crude oil consumption and is projected to contribute 25 per cent of such growth over the next three decades. In his address at the plenary session of the All India Petroleum Dealers Association (AIPDA) conclave, the minister said that the Government has ensured affordable and uninterrupted energy supply to citizens, even during times of global uncertainty. Highlighting India's achievements in the biofuels sector, the Minister noted that nearly 20 per cent ethanol blending has been achieved in 2025, a significant rise from 1.53 per cent in 2014. This accomplishment has resulted in Rs 1.4 lakh crore in foreign exchange savings, substitution of 238 lakh metric tonnes of crude oil, a reduction of 717 lakh metric tonnes in CO2 emissions, and direct payments of Rs 1.21 lakh crore to farmers. He also cited the expansion of CNG stations from 738 in 2014 to over 8,100 today and the provision of 10.33 crore LPG connections under PMUY, empowering women and improving health outcomes. 'These numbers are not just achievements; they are milestones on our journey towards a cleaner, self-reliant energy future,' he said. Recognising the pivotal role played by petroleum dealers in the energy ecosystem, Puri acknowledged concerns related to dealer commissions, operational costs, and other issues. He assured the gathering of petroleum retail outlet dealers that the Ministry believes in 'consultation, not confrontation,' and cited the revision of dealer margins in October 2024 and the implementation of intra-state freight rationalisation as concrete steps taken to address disparities. Puri further said that structured platforms for feedback and grievance redressal would continue to be strengthened. Reflecting on the challenges of the past five years—including the COVID-19 pandemic and global geopolitical conflicts—Puri noted that India not only navigated these disruptions effectively but also emerged as a global leader in energy growth. The minister called for a transformation of retail outlets into centres of customer excellence, where digital payments, automated billing, clean toilets, strict safety protocols, and effective grievance redressal become the norm. Puri urged the adoption of technologies that enable zero pilferage, zero tampering, and complete transparency. He also emphasised the growing relevance of non-fuel services at outlets, such as convenience stores, EV charging, utility bill payments, and fintech services, which can enhance customer experience and provide new revenue streams. The Minister laid out a roadmap for dealers to reposition themselves as energy entrepreneurs. He advised the community to upskill their workforce through structured training in customer service, digital tools, and safety standards. He encouraged collaboration with Oil Marketing Companies (OMCs) to implement EV charging points, rooftop solar installations, and energy-efficient infrastructure. Puri also stressed the importance of adopting digital dispensing systems, automated monitoring, and transparent auditing to strengthen consumer trust. He highlighted the strategic importance of the dealer network in supporting national objectives like disaster response, public health drives, and voter awareness campaigns. Puri particularly urged the petroleum dealer fraternity to leverage the prime locations of their retail outlets to generate Non-Fuel Revenue (NFR) by offering services such as communication hubs, battery swapping stations, water kiosks, and digital financial services.
