Sabah approves 723MW in gas, hydro and wind projects to meet power demand
Chief Minister Datuk Seri Hajiji Noor said two gas-fired power plants in Kimanis and Tawau with a total capacity of 360MW, as well as renewable energy projects from hydro and wind energy sources producing a total 363MW capacity, have been given conditional technical and commercial approval.
'This is in line with the state's economic growth, the needs of the industrial sector and consumers' ability to bear reasonable energy generation costs,' he said after chairing the meeting this morning.
'I believe that with the commitment and cooperation of all parties, the council will continue to serve as the highest platform for coordinating the state's energy policies in an integrated manner.'
He said that several fast-track projects approved during the energy council's meetings last year were beginning to show productivity.
Among them was the increase in the power generation reserve margin from 10 per cent in January 2023, before the Energy Commission of Sabah assumed regulatory authority, to 17 per cent currently.
It is expected to further increase to 30 per cent by the end of this year.
'The fast-track projects had also resulted in a reduction in Sabah's System Average Interruption Duration Index, from 363 minutes in the first six months of 2023 to 215 minutes in the first six months of 2024, and further down to 162 minutes in the first six months of this year,' he said.

Hajiji to set Sabah polls direction at Gagasan Rakyat AGM on July 27
KOTA KINABALU: Datuk Seri Hajiji Noor says he will be setting Parti Gagasan Rakyat Sabah's (Gagasan Rakyat) direction for the state election in his policy speech at its annual general meeting on Sunday (July 27). Giving few hints as to whether his party would push Gabungan Rakyat Sabah (GRS) to go solo or enter an electoral pact with Sabah Pakatan Harapan in the 17th state election, due by Nov 11, the Gagasan Rakyat president told reporters the answer would come at the AGM. 'Just wait for my speech this Sunday," he said when met on Friday (July 25). The AGM on Sunday is expected to see over 2,000 delegates from 74 divisions in Sabah and Labuan attending. It will be closely watched by the party's coalition partners in GRS, who prefer the local grouping to contest on its own. Observers anticipate Hajiji's speech to indicate to party members if he prefers that GRS continue its electoral arrangements with Sabah Pakatan, in line with creating political stability for the state as well as the federal unity government led by Datuk Seri Anwar Ibrahim. Hajiji, the Sabah Chief Minister, is also expected to indicate the likely dates for the dissolution of the state assembly, which could be in August or closer to the full term of the 16th state assembly in October. Three key components of GRS – Sabah STAR led by Datuk Seri Dr Jeffrey Kitingan, Sabah Progressive Party (SAPP) led by Datuk Seri Yong Teck Lee, and Usno led by Tan Sri Pandikar Amin Mulia – are pushing for the coalition to go solo amid growing calls for Sabah to regain its autonomous political rights through local parties. However, Hajiji has hinted that he preferred GRS to have a dominant role in any electoral pact with Sabah Pakatan. Another GRS partner, Parti Bersatu Sabah (PBS), is also agreeable to Hajiji's idea of retaining dominance. The Gagasan Rakyat gathering begins on Saturday (July 26) with the Youth, Wanita and Beliawanis meetings. The wings are also expected to state their preference for the upcoming polls, while pushing for younger candidates to be fielded. On Friday, Hajiji officiated the party's closed-door Gasak17 information seminar at the Sabah International Convention Centre here. He asked the information chiefs from all divisions to activate their machinery to explain party objectives, what has been done for the state, and current political issues. He said all levels of the party must disseminate information needed to boost support and answer questions from the ground on arising issues.

CGS International maintains bullish view on Malakoff ahead of tenders
CGS International Securities Malaysia Sdn Bhd remains positive on Malakoff Corporation Bhd, citing its strong position to secure upcoming Energy Commission tenders amid rising power demand and the urgent need to ensure supply stability and reserve margins. The brokerage stated that its outlook is underpinned by Malakoff's established track record in thermal plant development and operations, supported by its ready-to-deploy plans, sites, and assets. 'We estimate the plant extensions could generate at least RM40 million in annual net profit from 2026,' it said in a research note. 'This will be further supported by the RM950 million mini-hydro project and the RM660 million waste-to-energy (WTE) plant, which we forecast could contribute a combined RM35 million in net profit annually.' CGS International said a potential win for a 1.4 gigawatt greenfield gas plant could add at least RM200 million in recurring annual net profit and RM1 billion in equity value, equivalent to 20 sen per share, based on its back-of-the-envelope calculations. Together, these projects offer strong earnings visibility, backed by long-term power purchase agreements (PPAs) and concessions. While Malakoff's share price has rebounded from its recent lows, the firm sees further upside potential, driven by a pipeline of unpriced assets, including the mini-hydro and WTE plants, its stake in E-Idaman, and potential PPA extensions for the GB3, Prai Power, and Segari plants. 'We also see Malakoff as a strong contender for new gas-fired plant contracts,' it said. On May 10, 2025, the Energy Commission called for proposals for new gas-fired generation capacity in Peninsular Malaysia through competitive bidding, comprising two categories: (1) an expansion of existing plants and (2) development of new plants. Malakoff has submitted bids to extend the PPAs for three of its gas plants, GB3 640 megawatts (MW), Prai Power (350 MW), and Segari (1,303 MW), through to 2029, and plans to participate in bids under Category 2. CGS International maintained its 'Add' recommendation on Malakoff with a target price of RM1.20 per share, based on a conservative assumption of just one joint venture win. — BERNAMA
