Over a year since the plan was mooted, the Brihanmumbai Municipal Corporation (BMC) has revived its ambitious multi-modal tunnel connectivity project which is estimated to cost a whopping Rs 4,392 crore. Eyeing to prepare a layout for the project, the civic body has floated afresh a tender, inviting consultants to prepare a feasibility report and master plan for a tunnel network across the region. Aimed at decongesting the city's traffic as well as boosting connectivity across Mumbai Metropolitan Region (MMR), the 'multi-modal' plan seeks to introduce a new layer of transport network in the MMR in the way of a network of tunnels. It was in October 2023 that the Maharashtra government had formed an eight-member committee to chalk out the master plan for this smart tunnel network to ease connectivity in the region, taking into consideration the MMR's growth in the next 30 years. Earlier in February 2024, the civic body had first floated tenders to rope in consultants to chalk out a master plan to implement the project. However, the tender drew feeble responses from the bidders while the process also faced lags owing to technical challenges. Bringing the project back on the drawing the board, the civic body this month floated a fresh tender to appoint a project management consultant to conduct a feasibility study, prepare a master plan project report, overlook the bidding process as well as carry out supervision during the course of the construction. As per initial estimates, the project is slated to cost the civic body Rs 4,392 crore, with each six-km tunnel proposed to cost Rs 732 crore. According to officials from the BMC, the consultants will be tasked with conducting traffic studies, gauging the feasibility studies as well as preparing a design for the layout of tunnel network. 'The project is aimed at creating a significant master plan for connectivity in the Mumbai Metropolitan Region. In the past one year, the process has been prolonged owing to some technical lags as well as the term clauses. Now, in the fresh tender, we have called for consultants who can carry out the analysis of high traffic area, check feasibility, finalise the locations as well as prepare designs for the tunnel network,' said a civic official. Considering the scale of the project, the civic body has said that only consultants who have had experiences of working of projects valued at least Rs 5,000 crore and having developed either an eight-km long tunnel or two five-km long tunnels with a minimum width of five metres over the past ten years will be eligible for the bidding. Furthermore, the consultant will also be required to have experience of working with tunnel boring machine (TBM) technology and on the twin decker design. Despite the revival, sources in BMC alluded that the project has remained on the backburner owing to concerns of increased vehicular congestion. 'Currently, the city is already witnessing a large number of big-ticket projects ranging from GMLR, Madh-Versova project, second phase of coastal road among others. With so many projects underway, there have been some concerns over the practicality of the traffic studies now and the possibility of increased traffic woes,' said a source.

New Delhi, July 6 (UNI) Defence Minister Rajnath Singh will inaugurate the Controllers' Conference 2025 tomorrow, hosted by Defence Accounts Department (DAD). A flagship forum for policy dialogue, strategic review, and institutional innovation, the Controllers' Conference brings together top leadership from DAD, civil services, academia, think tanks, and stakeholders across the defence and finance sectors. It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness, a Defence Ministry statement said. The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department repositioning DAD from a finance and accounts body to a future-ready institution focused on Defence Finance and Economics. This transformation, guided by the strategic vision articulated by the Defence Minister on October 1, last year, is internally driven, inclusive, and aligned with emerging national security imperatives. The transition is anchored in DAD's new mission statement and motto 'Alert, Agile, Adaptive' which will be formally released during the event. The conference from July 7 to 9, will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of Integrated Financial Advisors (IFAs) in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry. Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice. Over the past year, the department has made significant strides in digital transformation. Since the last Controllers' Conference, DAD has conducted 206 outreach programmes and established over 200 service centres across India strengthening last-mile delivery and stakeholder engagement. Training and upskilling remain central to the transformation, with institutions like NADFM Pune and CENTRAD Delhi driving officer education in defence economics, data analytics, and digital resource management. DAD's audit functions are also evolving into advanced Management Information Systems (MIS) that provide early risk indicators, performance benchmarks, and decision-support frameworks. Aligned with the Defence Ministry's declaration of 2025 as the Year of Reform, the conference is expected to yield actionable outcomes that will fortify India's defence financial architecture—driven by Atmanirbhar Bharat, and committed to maximum governance with minimum government. The deliberations will lay a robust fiscal foundation to strengthen national defence capabilities and ensure that financial systems are agile, responsive, and strategically aligned with India's long-term security goals. Union Minister of Cooperation and Home Amit Shah on Sunday called upon the cooperative sector to follow three principles — transparency, acceptance of technology and prioritising a member's interest — to make the cooperative movement last. Shah made these remarks during an event to celebrate the fourth foundation day of the Ministry of Cooperation at Amul Dairy in Anand district. During the programme, Shah also launched several projects, including a cooperative of salt producers of Kutch district. Shah said, 'Today, all the cooperative leaders are present. It is my strong insistence to all of you that in the current Year of Cooperation, we should strongly follow three things on ground; transparency, acceptance of technology and to bring the member in core focus.' 'Until and unless there is no transparency, the cooperative movement cannot last long. In many countries, the movement has finished and when the reasons behind the same were studied, (it was found that) lack of transparency damaged the feeling of cooperation,' Shah asserted. He said, 'Wherever, technology has not been accepted, the cooperative movement hasn't survived competition. Even in the cooperatives, where a member's interest is not given supreme priority, (it) too gets finished.' Shah asked all the leaders to practice the three principles on ground and make it a 'work culture'. Prime Minister Narendra Modi-led Union Government had on July 6, 2021 formed the Ministry of Cooperation and Shah was appointed its first minister. The Union Minister said that the 'feeling of cooperation has been prevalent in the country since the Vedic times'. And PM Modi, he added, 'gave it a legal status'. The minister said that four years ago, Modi laid the foundation of the Ministry of Cooperation with the mantra of 'Prosperity through Cooperation,' giving a new life to the cooperative system. The Cooperation Minister said that under PM Modi's leadership, the ministry has taken 60 initiatives. And all the initiatives are based on five Ps; 'People', 'PACS' (primary agriculture cooperative societies), 'Platform' (digital and national), 'Policy' and 'Prosperity'. Shah said, 'I am speaking from the land of Amul. At least 36 lakh women of Gujarat and 20 lakh (other) women of the country toil daily and collect milk. The annual turnover of the milk cooperative Amul will reach Rs 1 lakh crore next year, up from Rs 80,000 crore. And its profit will go to the bank accounts of these 56 lakh women.' During the occasion, a number of projects were launched such as Sardar Patel Dairy Federation Limited (SPCDF), a cooperative of salt producers of Kutch and several projects of Amul like a mozzarella cheese manufacturing facility, an ultra modern cheese warehouse and expansion of Amul chocolate plant Mogar. SPCDF is a dairy cooperative of Gujarat Cooperative Milk Marketing Federation (GCMMF) registered under the Multi-State Cooperative Societies Act. It aims to bring together the village-level dairy cooperatives outside Gujarat under a unified federation, expanding the cooperative model nationally. The salt producers' cooperative has been formed by Sarhad Dairy in association with the Amul federation. Speaking on the new salt cooperative launched in Kutch district, Shah said, 'In coming days, I am confident that like Amul, it will be a strong cooperative model for our salt producing workers.' Shah also congratulated Sarhad Dairy Chairman Valamji Humbal for taking the initiative of setting up the salt cooperative. Shah also paid tributes to Syama Prasad Mookerjee on the occasion of his birth anniversary stating that Kashmir would never have become an integral part of India without Mookerjee. 'Mookerjee sacrificed his life for Kashmir, raising the slogan 'Ek desh mein do Vidhan, do Pradhan, aur Do Nishan nahi chalenge' (There can't be two Constitutions, two flags and two leaders in the same country),' he said. The Union Home Affairs Minister said the entire credit goes to Mookerjee and Swami Pranavananda for West Bengal becoming a part of India. 'Mookerjee (who was the then industry minister) resigned from Jawaharlal Nehru's Cabinet in protest against the policy of appeasement. The party, Jan Sangha, which he started with 10 members, has today become the world's largest political party, as the BJP, with a membership of 12 crore people,' Shah said.
