Stocks removal from index may lead to RM146mil fund outflows

KUALA LUMPUR: The removal of six stocks from the MSCI Malaysia Small Cap Index is expected to lead to fund outflows of RM146 million, according to CIMB Securities.
In its latest review, MSCI removed British American Tobacco (Malaysia) Bhd, D&O Green Technologies Bhd, Dayang Enterprise Holdings Bhd, Pentamaster Corp Bhd,Sports Toto Bhd and UWC Bhd from the index.
MSCI said the six stocks accounted for around 4.4 per cent of the total free float adjusted market capitalisation.
Non-strategic foreign shareholdings in these stocks are relatively low ranging between 4.7 per cent and 17.7 per cent.
"We project that potential fund outflows - assuming all identified passive holders within the top 30 shareholders fully exit their positions - could amount to about RM146 million," it said.
All changes will take effect at the close of trading on May 30, 2025, according to MSCI.
"Given the absence of major changes in the MSCI Malaysia Index, which represents 85 per cent of the Malaysian stock market, we expect minimal market impact from the latest index review," it added.
Separately, CIMB Securities noted that daily foreign fund inflows surged to a record-high of RM796.1 million on May 13, a day after the US and China agreed to lower tariffs on each other's products for the next 90 days.
This marked a de-escalation in the ongoing trade war between the world's two largest economies.
"To put things in perspective, foreign funds' net buy of RM2.6 billion from April 10 to 14 May, 2025 represented only 21 per cent of the total net sell from Jan 1 to April 9, 2025 of RM12.4billion.
"This suggests there is room for foreign funds to return to the Malaysian equity market especially in light of the low foreign shareholding of 19.4 per cent and improving market sentiment," it added.

PETALING JAYA: Moody's Ratings has maintained a stable outlook on CIMB Group Holdings Bhd (CIMB Group), CIMB Bank Bhd (CIMB Bank), CIMB Islamic Bank Bhd (CIMB Islamic) and CIMB Investment Bank Bhd (CIMB IB). In a report, the credit rating agency said it affirmed CIMB Group's Baa1 issuer ratings, thus reflecting its strong market position as the second-largest banking group in Malaysia by assets, and its successful de-risking initiatives in recent years. 'We expect CIMB Group's solvency and liquidity metrics to remain broadly stable over the next 12 to 18 months. The key risk to our expectation stems from the evolving US tariffs on Malaysia and other Asian countries,' Moody's Ratings said. It also said it affirmed CIMB Bank's A3 issuer ratings and its deposit ratings which is a notch higher than the bank's baa1 baseline credit assessment (BCA). 'Based on our assessment, the probability of support from the government of Malaysia (A3 stable) will be very high in times of need. CIMB Group's Baa1 issuer ratings are one notch below those of CIMB Bank, reflecting structural subordination risk for holding company debt. 'We assess CIMB Bank's BCA based on CIMB Group's overall financial performance, given that the two entities are highly integrated,' the agency said. Subsequently, Moody's Ratings had also affirmed CIMB Islamic's A3 issuer and deposit ratings, baa1 adjusted BCA and baa2 BCA, reflecting its strong asset quality, stable but moderate capital and liquidity, and modest profitability. 'The affirmation also reflects our assumption of a very high probability of support from its parent, CIMB Bank, and the Malaysian government in times of need, given CIMB Islamic's substantial contribution to CIMB Bank's domestic franchise,' it noted. As for CIMB IB, Moody's Ratings affirmed the A3 issuer, saying it was a highly integrated entity of CIMB Group. 'CIMB IB does not have a meaningful independent business franchise and relies heavily on CIMB Group's wholesale banking business. The investment bank also transfers risk exposure arising from investment banking to CIMB Bank. 'We therefore equalise CIMB IB's issuer ratings with those of CIMB Bank,' it said. Meanwhile, Moody's Ratings said an upgrade for CIMB IB and CIMB Bank was unlikely because they are already at the same level as Malaysia's sovereign rating and the formers' outlook is stable. 'However, we could upgrade CIMB Group's issuer ratings if CIMB Bank's BCA is upgraded, if CIMB Group's problem loans ratio falls below 1.5% and its market funds ratio decreases to below 15%,' the agency said. It noted it could downgrade CIMB Group, CIMB Bank and CIMB IB's issuer ratings if CIMB Bank's BCA is downgraded by more than one notch. As for CIMB Islamic's issuer and deposit ratings, Moody's Ratings said an upgrade was unlikely because they were already at the same level as Malaysia's sovereign rating and the latter's outlook is stable. 'We could downgrade CIMB Islamic's issuer and deposit ratings if CIMB Bank's BCA is downgraded by more than one notch. We could downgrade CIMB Islamic's BCA if the bank's problem financing ratio rises above 3% and its return on tangible assets falls below 0.5%.'

WELLINGTON: Malaysia is seeking to expand cooperation with New Zealand in disaster management, says Datuk Seri Dr Ahmad Zahid Hamidi. The Deputy Prime Minister said this comes as the national disaster management agencies of both countries are in talks to ink an agreement to strengthen collaboration in several areas. 'Malaysia and New Zealand have long established cooperation in various fields but disaster management still has ample room to be strengthened bilaterally,' he told reporters here yesterday. Ahmad Zahid, who also chairs the Central Disaster Management Committee (Nadma), said talks with New Zealand's National Emergency Management Agency (Nema) are at its final stage for the drafting of a memorandum of understanding (MOU). He noted that there is vast potential for both nations to strengthen bilateral cooperation in disaster management in a more holistic manner. 'I am confident this effort will become a milestone in fostering more organised, structured and effective cooperation between our two countries. 'Such efforts are crucial to ensure better safety of our people while developing stronger regional preparedness.' Ahmad Zahid added that the proposed collaboration will see strategic cooperation involving information sharing, disaster safety education and training. This includes rescue simulations and logistics management of disaster victims. Earlier, Ahmad Zahid visited the 'Beehive Bunker' located within New Zealand's Parliament building. The bunker serves as New Zealand's National Crisis Manage­ment Centre, which is designed to be self-sufficient in the event of a disaster. Meanwhile, Ahmad Zahid met up with the Malaysian community at a dinner gathering attended by some 250 Malaysians. He also announced a special allocation of RM250,000 to the Malaysian High Commission in New Zealand. He said the allocation would enable Malaysians in New Zealand to celebrate National Day on Aug 31 in a grander and lively manner this year. The Deputy Prime Minister said he noticed that Malaysians living abroad displayed a strong sense of unity and love for the country whenever he went abroad. He said events held at Rumah Malaysia in Wellington are usually sponsored by Malaysian companies in New Zealand. Ahmad Zahid will conclude his five-day working visit to New Zealand today.

REITs draw positive attention with ESG efforts

CIMB Research highlighted that Sunway Real Estate Investment Trust (Sunway-REIT) is a strong contender for F4GBM Index inclusion by year-end. PETALING JAYA: Malaysian real estate investment trusts (REITs) are expected to gain further traction in the sustainability space, with increasing potential for enhanced representation in the FTSE4Good Bursa Malaysia (F4GBM) Index in the coming review cycle this December. This momentum reflects the sector's growing alignment with environmental, social and governance (ESG) standards. CIMB Research highlighted that Sunway Real Estate Investment Trust (Sunway-REIT) is a strong contender for F4GBM Index inclusion by year-end. 'Our assessment indicates that Sunway-REIT is on track for potential inclusion in the F4GBM Index in December,' the research house said in a recent note. In the June review, Sunway-REIT joined Axis-REIT and Capitaland Malaysia Trust (CLMT) in attaining ESG Grading Band 4 – the second-highest tier – marking the highest number of REITs achieving this level in the last six cycles. Despite this, Sunway-REIT was not added to the index at that point as it was not a constituent of the FTSE Bursa Malaysia Emas Index as of end-May due to previously low liquidity. However, a turnaround in liquidity saw Sunway-REIT re-enter the FBM Emas Index following the June semi-annual review, paving the way for potential inclusion in the December F4GBM Index review. CIMB Research recommended 'hold' on Sunway-REIT with a target price of RM2.11. According to the research house, 'Only companies that are constituents of the FBM Emas Index as of the end of May are eligible for consideration in the June F4GBM Index review, while companies added thereafter are only eligible in the December review.' The REIT sector's weightage in the F4GBM Index has risen to 1.7% from 1.1% last December, following the inclusion of 19 new companies in the update last month. Among these were CLMT, KIP-REIT and YTL Hospitality-REIT, bringing the total number of REIT constituents to seven out of 160. 'To qualify for inclusion in the F4GBM Index, companies must achieve a minimum ESG score of 2.9 out of five,' CIMB Research noted. Based on its analysis, CLMT likely qualified due to liquidity, while YTL-REIT and KIP-REIT earned their spots through improved ESG performance. Still, five of the 10 largest REITs by market capitalisation – which represent 93% of the sector's total market capitalisation – remain absent from the index, including KLCC-REIT and IGB Commercial-REIT, mainly due to liquidity issues. Al-Aqar Healthcare-REIT was excluded for failing to meet the minimum ESG score. 'Overall, we are positive on the gradual progress made by REIT players in enhancing their ESG practices, as reflected by the increasing number of constituents in the F4GBM Index,' CIMB Research stated. The research house emphasised that further ESG gains lie within the environmental pillar, particularly in reducing carbon emissions and boosting energy efficiency. 'A key area for improvement is the reduction of carbon emissions through greater adoption of renewable energy or improving energy efficiency,' it said. REITs were encouraged to consider subscribing to Tenaga Nasional Bhd 's Green Electricity Tariff programme, which was revised this month to offer a more accessible flat rate of five sen per kilowatt-hour. KIP-REIT was singled out for retrofitting efforts across seven malls through a performance-based partnership that is expected to deliver energy savings of 15%. 'Sustainability-linked financing embeds pre-agreed sustainability performance targets into financing terms, directly linking borrowing costs to the achievement of ESG outcomes,' CIMB Research added, citing Sunway-REIT's RM3.4mil in savings from 2021 to 2023 as an example. With tenants increasingly favouring green-certified spaces and cost-effective financing tied to sustainability metrics, Malaysian REITs are positioned to benefit from continued ESG integration in the long term.
