Govt embarrassed as CAT revokes IPS officer's suspension
Bengaluru: In a significant setback to the Karnataka state government, the Central Administrative Tribunal (CAT) on Tuesday revoked the suspension of IPS officer Vikas Kumar Vikash, who was among the six police officials suspended in connection with the stampede near M. Chinnaswamy Stadium during RCB's IPL victory celebration last month. The stampede, which occurred on June 4, led to the tragic death of 11 individuals and left over 60 injured. Following public outrage and criticism over the failure to manage the crowd, the government had ordered a magistrate-level inquiry and suspended several officials, including then Additional Commissioner of Police (East Division), Vikas Kumar, and then Bengaluru City Police Commissioner B. Dayananda. Challenging his suspension, Vikas Kumar had approached CAT. A bench comprising Justices B.K. Srivatsava and Santosh Mehra had reserved its order on June 24 and delivered its ruling today, directing the state to revoke the suspension and reinstate the officer. The tribunal also ruled that Vikas Kumar is entitled to all service-related benefits. Senior advocate Dhyan Chinappa, representing Vikas Kumar, argued that the suspension violated service rules and lacked procedural backing. With this decision, focus now shifts to similar cases involving other suspended officers, including Dayananda and DCP H.T. Shekhar, which are currently under CAT review and may also see relief soon. The suspensions were executed under All India Services (Discipline and Appeal) Rules, 1969 for the IPS officers and Karnataka State Police (Disciplinary Proceedings) Rules, 1965 for the ACP and Police CAT's order exposing legal and procedural lapses in the government's handling of the disciplinary action, the episode has become a source of political embarrassment. It also raises questions about accountability mechanisms and the fairness of immediate punitive measures following high-profile public incidents. However, on Wednesday the government approached the High Court challenging the Central Administrative Tribunal's (CAT) order reinstating Additional Commissioner of Police Vikash Kumar Vikash, who was suspended following the tragic stampede at Chinnaswamy Stadium here last month, which claimed 11 lives and injured 56 others. It contended that the CAT overstepped its jurisdiction by making determinations on the incident without the benefit of a full-fledged departmental inquiry. It termed the Tribunal's reasoning as 'perverse' and inconsistent with established legal principles concerning suspension.

Anbumani has no power to remove R. Arul from PMK's primary membership, says Ramadoss
Pattali Makkal Katchi (PMK) founder S. Ramadoss on Thursday (July 3, 2025) said the party's 'working president' Anbumani Ramadoss does not have the power to remove Salem West MLA R. Arul from its primary membership. The founder alone is vested with the powers to remove him, he said. Speaking to reporters at his Thailapuram residence near Tindivanam, Dr. Ramadoss said Mr. Arul is the party's whip in the Assembly, and at most, honorary president and Legislature Party leader G.K. Mani could only recommend his removal to the Speaker of the Legislative Assembly. The 'working president' has no power to remove the party whip, he said. On Wednesday (July 2), Dr. Anbumani announced the expulsion of Mr. Arul from the primary membership of the party, accusing him of acting in a manner that went against the party's disciplinary rules and bringing disrepute to the party by making statements to the media. Decision on alliance Replying to a question, Dr. Ramadoss said a decision on the PMK's alliance for the 2026 Assembly elections would be made only after consulting party workers at the executive council and general council meetings. Until then, speculations about an alliance are merely rumours, he said. Welcoming the Tamil Nadu School Education Department's new initiative 'Level Up' to improve students' proficiency in English, Dr. Ramadoss said the project should be expanded to cover students of classes I to V as well. With farmers expecting an enhanced target of 5 lakh acres in the delta districts for the ongoing Kuruvai cultivation, the State government should ensure adequate stock of fertilisers, he said. Dr. Ramadoss also urged the government to provide a compensation of ₹1 crore to the next of kin of the Sivaganga custodial death victim, B. Ajith Kumar.

You are in public glare – maintain good conduct: DGP to cops
Hyderabad: Telangana state Director General of Police, Dr Jitender, on Wednesday reviewed the prevailing law and order situation and issued suitable instructions based on his vast experience of over 32 years in policing. During a review meeting with Assistant Superintendents of Police (ASPs) working across various sub-divisions in the state, the DGP emphasised the importance of regular inspections of police stations under their jurisdiction, stating that such inspections help in assessing how victims are being treated and and strengthening case investigation skills. During the meeting, Dr Jitender advised the young IPS officers to actively engage with their duties, noting that their actions today will define their effectiveness for the next three decades of their service. He stressed that IPS officers are constantly observed by the public and institutions, and their conduct must reflect the democratic value of public welfare. He advised ASPs to maintain the highest order of integrity, discipline, and zero tolerance for any act of insubordination. As local body elections are likely to be conducted soon in Telangana, he asked ASPs to initiate a village police officer system and begin regularly surprising and inspecting police stations in their jurisdiction. The DGP particularly stressed the importance of fair investigation supervision by ASPs in suspicious or unnatural death cases registered under 194 BNSS (174 CrPC). Highlighting the importance of technology, Dr Jitender said that improved communication systems would facilitate better monitoring of police stations. He called for strict action to curb the menace of drugs and ganja in the state, suggesting that by identifying and targeting key criminals, drug-related crimes could be effectively eradicated. He also advised the officers to take steps towards the appointment of village-level officers and the constitution of anti-ragging committees in view of the reopening of colleges.
