50% discount for differently abled citizens on all means of transportation: Egyptian law

CAIRO - 15 May 2025: Egypt's Law No. 10 of 2018 on the Rights of Persons with Disabilities established clear guarantees for persons with disabilities to receive all their entitlements and be fairly integrated into society.
The law includes numerous unprecedented acquired rights, all of which aim to empower persons with disabilities after appropriate rehabilitation. The state works to provide all aspects of empowerment for persons with disabilities, including rehabilitation, healthcare, integration, and equal educational opportunities.
Article (30) of the same law stipulates that the state, ministries responsible for transportation, and other relevant authorities shall be committed to establishing the necessary systems to facilitate the movement of persons with disabilities, including allocating spaces for them on all means of transportation of all classes, categories, and types, reducing the fare by at least 50% of the paid value for the person with a disability and their assistant, and using technological accessibility tools in transportation and communication.
The executive regulations of Law No. 10 of 2018 on the Rights of Persons with Disabilities include mechanisms to facilitate the integration of people with disabilities into society across various categories, sectors, and specialties nationwide, and across various ministries and agencies.
The regulations also facilitate the integration and access to the acquired rights stipulated in the legislation. These regulations include allocating designated spaces for people with disabilities and granting them discounts on all public transportation.
The regulations emphasize that the ministries responsible for transportation and relevant authorities are committed to taking the necessary measures to facilitate the use of roads, sidewalks, and crossing points by people with disabilities. They are also committed to providing the necessary technologies, information, electronic services, and emergency services to address the impacts of their disabilities. They also provide complementary means, equipment, and furniture at reception and information offices, as well as the necessary sanitary and electrical equipment and personnel to facilitate interaction with people with disabilities.
In addition, places will be allocated for people with disabilities on all types, classes, and categories of transportation, and fares for all these means will be reduced by no less than 50% for people with disabilities and their assistants.

Police clash with anti-government protesters calling for early elections in Serbia
Belgrade Associated Press — Riot police fired tear gas at thousands of anti-government protesters in Serbia's capital on Saturday. The major rally in Belgrade against Serbia's populist president, Aleksandar Vucic, was called to back a demand for an early parliamentary election. The protest by tens of thousands was held after nearly eight months of persistent demonstrations led by Serbia's university students that have rattled Vucic's firm grip on power in the Balkan country. The huge crowd chanted 'We want elections!' as they filled the capital's central Slavija Square and several blocks around it, with many unable to reach the venue. Tensions were high before and during the gathering. Riot police deployed around government buildings and close to a camp of Vucic's loyalists in central Belgrade. Skirmishes erupted between riot officers and groups of protesters near the camp. 'Elections are a clear way out of the social crisis caused by the deeds of the government, which is undoubtedly against the interests of their own people,' said one of the students, who didn't give her name while giving a speech on a stage to the crowd. 'Today, on June 28, 2025, we declare the current authorities illegitimate.' At the end of the official part of the rally, students told the crowd to 'take freedom into your own hands.' University students have been a key force behind nationwide anti-corruption demonstrations that started after a renovated rail station canopy collapsed, killing 16 people on Nov. 1. 'We are here today because we cannot take it any more,' Darko Kovacevic said. 'This has been going on for too long. We are mired in corruption.' Vucic and his right-wing Serbian Progressive Party have repeatedly refused the demand for an early vote and accused protesters of planning to spur violence on orders from abroad, which they didn't specify. Vucic's authorities have launched a crackdown on Serbia's striking universities and other opponents, while increasing pressure on independent media as they tried to curb the demonstrations. While numbers have shrunk in recent weeks, the massive showing for Saturday's anti-Vucic rally suggested that the resolve persists, despite relentless pressure and after nearly eight months of almost daily protests. Serbian police, which is firmly controlled by Vucic's government, said that 36,000 people were present at the start of the protest on Saturday. Saturday marks St. Vitus Day, a religious holiday and the date when Serbs mark a 14th-century battle against Ottoman Turks in Kosovo that was the start of hundreds of years of Turkish rule, holding symbolic importance. In their speeches, some of the speakers at the student rally on Saturday evoked the theme, which was also used to fuel Serbian nationalism in the 1990s that later led to the incitement of ethnic wars following the breakup of the former Yugoslavia. Hours before the student-led rally, Vucic's party bused in scores of its own supporters to Belgrade from other parts of the country, many wearing T-shirts reading: 'We won't give up Serbia.' They were joining a camp of Vucic's loyalists in central Belgrade where they have been staying in tents since mid-March. 'People need not worry – the state will be defended and thugs brought to justice,' Vucic told reporters on Saturday. Serbian presidential and parliamentary elections are due in 2027. Earlier this week, police arrested several people accused of allegedly plotting to overthrow the government and banned entry into the country, without explanation, to several people from Croatia and a theater director from Montenegro. Serbia's railway company halted train service over an alleged bomb threat in what critics said was an apparent bid to prevent people from traveling to Belgrade for the rally. Authorities made similar moves back in March, before what was the biggest ever anti-government protest in the Balkan country, which drew hundreds of thousands of people. Vucic's loyalists then set up a camp in a park outside his office, which still stands. The otherwise peaceful gathering on March 15 came to an abrupt end when part of the crowd suddenly scattered in panic, triggering allegations that authorities used a sonic weapon against peaceful protesters – an accusation officials have denied. Vucic, a former extreme nationalist, has become increasingly authoritarian since coming to power more than a decade ago. Though he formally says he wants Serbia to join the European Union, critics say Vucic has stifled democratic freedoms as he strengthened ties with Russia and China.

Final deadline for tax dispute settlement requests is 30 June: ETA chief
Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), announced that Monday, 30 June 2025, is the final deadline for submitting requests to settle outstanding tax disputes currently under review by appeal committees and courts. She stressed that no applications will be accepted beyond this date, in strict adherence to the provisions of Law No. 160 of 2024. Abdel Aal stated that the Authority has taken significant steps to streamline the process for taxpayers by making all relevant forms accessible electronically via the Authority's official portal. This move comes as part of the government's broader digital transformation agenda, in line with directives issued by the Minister of Finance to expand and facilitate electronic tax services. The initiative aims to reduce burdens on taxpayers, enhance tax fairness, increase the efficiency of the tax system, and save both time and effort by eliminating the need for in-person visits to tax offices. Among the forms now available online are the application for settling tax disputes under Law No. 160 of 2024, the real estate transaction tax form, and the tax form for transactions involving unlisted securities. Abdel Aal confirmed that all these documents are easily downloadable and can be submitted electronically through the Authority's portal. She urged taxpayers with pending disputes to promptly access the portal and submit their applications before the deadline. To support taxpayers throughout the process, the Authority has provided extensive technical assistance and guidance tools, including the dedicated hotline (16395), which is available to respond to inquiries regarding procedures, documentation, and application requirements. Abdel Aal reiterated the Egyptian Tax Authority's commitment to building stronger trust and cooperation with the taxpaying community. She emphasised that the Authority continues to focus on transparency, procedural simplification, and strengthening governance in order to foster an investment-friendly environment and support the development of a modern, integrated tax administration system.

MSMEDA disburses EGP 57.5bn in project funding over 11 years: CEO
Bassel Rahmy, CEO of the Micro, Small and Medium Enterprise Development Agency (MSMEDA), announced that the agency has disbursed a total of EGP 57.5bn in funding for micro, small, and medium enterprises from July 2014 to May 2025. This figure marks a substantial increase compared to pre-2014 levels and reflects the state's intensified support for the sector since President Abdel Fattah Al-Sisi took office. Rahmy noted that this funding has contributed to the creation of more than 3.4 million job opportunities for Egyptian men and women, underpinning the agency's role in promoting employment and entrepreneurship nationwide. He added that 47% of total funding was channelled to governorates in Upper Egypt, aligning with the region's development priorities and financial needs. The announcement coincided with the celebration of World Micro, Small and Medium-sized Enterprises Day, held annually on 27 June. Rahmy highlighted the state's strategic commitment to supporting the small enterprise sector through comprehensive care, funding mechanisms, and the creation of an enabling environment that fosters the establishment and growth of industrial and productive projects. Since President Al-Sisi's inauguration, Rahmy explained, the state has launched numerous initiatives aimed at supporting citizens and encouraging them to embrace entrepreneurship and self-employment as a path to economic empowerment. These efforts reflect a deep understanding by the political leadership of the sector's critical role in driving economic development and industrial advancement. He emphasised that all relevant government bodies have worked in coordination to enhance the investment climate for small businesses, thereby maximising their contribution to the national economy. These efforts are in line with the directives of Prime Minister Mostafa Madbouly, who also chairs MSMEDA's Board of Directors. Rahmy also pointed to landmark progress in 2025, including successful cooperation with the Ministry of Finance and the Egyptian Tax Authority to implement Law No. 6 of 2025. The law addresses longstanding tax challenges for small businesses and introduces several key facilitations—most notably a simplified tax regime starting with a rate of 0.4% of annual turnover for businesses generating up to EGP 500,000, scaling up to 1.5% for those with turnover between EGP 10m and EGP 20m. The law also offers exemptions from stamp duties and other taxes. He affirmed MSMEDA's active role in integrating the informal economy into the formal sector through structured plans to regularise and legalise informal enterprises. These efforts are aimed at ensuring long-term project sustainability, improving productivity, and enabling access to the benefits offered under Law No. 152 of 2020 on Enterprise Development. The agency provides documentation and licensing services to help businesses operate legally, paving the way for them to access incentives such as marketing support and eligibility for the government's 40% procurement allocation to small enterprises. In the area of capacity building, Rahmy noted that MSMEDA has provided entrepreneurship training to more than 83,000 individuals. This initiative seeks to foster a new generation of skilled and capable entrepreneurs across Egypt. To enhance product marketing and commercial exposure for its clients, MSMEDA has organised 1,441 exhibitions featuring 32,492 project owners. These events generated total sales and contract values exceeding EGP 2.1bn. Rahmy concluded by calling on young people to take initiative by visiting the agency's branches across governorates or accessing its website to learn more about its financial and technical services. These services, he said, can support aspiring entrepreneurs in launching or expanding businesses across a wide range of sectors. World MSME Day was officially designated by the United Nations on 27 June following a proposal submitted by Egypt in 2016 via the World Association for Small and Medium Enterprises. The day aims to celebrate and recognise MSMEs globally as a fundamental pillar of economic growth and stability.
