7 dists face heat for failing to upload student enrolment data

Ranchi: The Jharkhand Education Project Council (JEPC) on Wednesday issued show-cause notices to seven underperforming districts for failing to update data related to the School Chalo Abhiyan 2025 and enrolment of out-of-school children.
The decision came after a review meeting chaired by administrative officer Sachidanand D. Tigga in the morning.
Under the primary direct enrolment module, districts such as Giridih, Hazaribag, Khunti and Lohardaga were found to have zero enrolment data, and therefore show-cause notices were issued to these districts. At the secondary level, Chatra, Pakur, and West Singhbhum have been issued show-cause notices.
According to officials, enrolment data from Palamu and Seraikela-Kharsawan under the School Chalo Abhiyan was unsatisfactory. Both districts have been directed to upload 100% updated data by July 10, failing which strict administrative action will follow. So far, the campaign has enrolled 1,38,945 children, including 4,019 children with special needs (CwSN).
The meeting also reviewed the state's achievement of re-enrolling 26,741 children at the primary level and 8,529 at the secondary level who were previously out of school or dropped out.
Tigga instructed officials to conduct random sample verification of district data and ensure that all information is uploaded on the UDISE portal by the end of July. The review of Parent-Teacher Meetings (PTMs) revealed that over 12,273 schools have not uploaded PTM-related data.
Tigga said, "Any subject where more than 20% of students have failed in the Matric and Intermediate board exams will lead to action against the subject teacher." He instructed districts to compile and submit names of such teachers to the department for further evaluation.
The JEPC also announced the reactivation of Special Training Centres for out-of-school children, starting in July. District-level officers, trained as master trainers, will oversee the centres.

Amid demands for the resignation of State Education Minister Madan Dilawar, the Bharatiya Janata Party government in Rajasthan on Saturday announced an ex-gratia assistance of ₹10 lakh each to the next of kin of seven children killed in the school building collapse in Jhalawar district. One member of each family will also get a contractual job with the State government. The bodies of six children were cremated together in Piplodi village, where a portion of the government school in which they were studying collapsed on Friday morning, amid the cries of grieving families. The seventh child was cremated in Chandpura Bheelan village, situated nearby. The police stopped Congress MLA from Khanpur, Suresh Gurjar, and student leader from Jaipur, Nirmal Choudhary, on the Kota-Jhalawar road when they were going to meet the injured students admitted to the hospital. Another political leader, Naresh Meena, was detained when he staged a dharna outside the District Hospital in Jhalawar. Chief Minister Bhajan Lal Sharma announced the formation of a permanent committee to review the safety of government schools, colleges, hostels and Anganwadi centres and undertake the repairing of dilapidated buildings. He also announced an increase from 15% to 20% in the permissible allocation for these buildings in the Dang, Magra and Mewat regions. Mr. Sharma said at a high-level meeting here that a provision of Rs.375 crore was made in this year's budget for repairing of schools and construction of new school buildings, besides the release of Rs.3 crore to each Assembly constituency for the purpose. 'The MLAs will also be entitled to recommend an expenditure of 20% of their annual allocation under the local area development fund in schools,' Mr. Sharma said. Civil rights groups in the State have termed Friday's mishap in Piplodi village an instance of 'gross administrative negligence' and demanded an immediate resignation of Education Minister Mr. Dilawar, holding him responsible for the deaths. The death of seven children and serious injuries to several others reflected the State government's utter failure, said the activists. People's Union for Civil Liberties (PUCL)-Rajasthan president Bhanwar Meghwanshi said there was a widespread danger to children studying in the dilapidated buildings amid the deterioration of school infrastructure. 'On the other hand, Mr. Dialwar's sole focus has been on communalising educational institutions,' Mr. Meghwanshi said. According to the Unified District Information System for Education (UDISE) 2023–24 data, 78 out of 94 students in the Government Upper Primary School in Piplodi belonged to tribal communities, as it is situated in the predominantly tribal area. 'This makes it clear that the government is not serious about the safety and education of children from tribal and backward regions,' Mr. Meghwanshi said. The PUCL urged the State government to learn from the Piplodi accident and immediately conduct a comprehensive safety audit of all school buildings. Mr. Meghwanshi said the dilapidated schools must be vacated, and children shifted to safe and secure learning environments without delay. The Opposition Congress also criticised the BJP government over the children's death, with Leader of Opposition in the Lok Sabha Rahul Gandhi demanding a probe and strict punishment for the culprits. While pointing out that most of the victims were from the Bahujan community, Mr. Gandhi asked if their lives held no value for the BJP. Congress president Mallikarjun Kharge said in a post on X: 'A government that cannot even repair the roofs of schools for children, who are our country's future, despite complaints, shows big dreams of 'Viksit Bharat'.' Education Minister reports 87.14 lakh dip in govt school enrolment, defends data changes as cause
NEW DELHI: Enrolment in government schools across the country in 2023-24 dipped by 87.14 lakh as compared to the previous academic year, Union Minister of Education Dharmendra Pradhan informed the Lok Sabha on Monday. The Minister added that there was no need to read too much into the drop in figures as there has been a complete change in the manner of collection of data from 2022-23, making comparison of data from previous years 'statistically different/inchoate'. Replying to a question from MPs Sougata Ray and Kishori Lal regarding 'Drop In enrolment in government schools, Pradhan also highlighted the schemes initiated to reduce the dropout rate. The Minister said financial assistance provided to States/UTs for the year 2024-25, central release under Samagra Shiksha stood at Rs 34,45,820.90 lakh. Pradhan claimed that it may not be justified to compare dropout rate data from previous years, as there has been a complete change in the manner of collection of data from 2022-23 onwards, from gross enrolment data to individual student data. "It makes comparison of data from previous years statistically different/inchoate," said the Minister in his reply, adding that based on the recommendations of National Education Policy 2020 (NEP 2020), with effect from 2022-23 the Unified District Information System for Education Plus (UDISE+) system has been revitalised, to capture individual student wise data and created student's registry. He said the UDISE+ system, to records data on indicators of school education provided by all the States and Union Territories, has been developed by the Department of School Education and Literacy (DoSEL), Ministry of Education. The data presented by the Minister indicated that in the National Capital Delhi, the enrolment in government schools in 2023-24 stood at 25,71,404 as compared to 27,76,216 in 2022-23 - a drop of over 2.04 lakh. In Karnataka, the enrolment in government schools in 2023-24 stood at 49,85,661 as compared to 53,27,221 in 2022-23 - a drop of over 3.41 lakh. In Kerala, the enrolment in government schools in 2023-24 stood at 18,01,570 as compared to 18,54,934 in 2022-23 - a fall of 53,364. In Punjab, the drop in enrolment in government schools in the 2023-24 academic year as compared to the previous year was 78,955; in Tamil Nadu, it was 2.01 lakh, in Maharashtra, it was 1.55 lakh, and in Himachal Pradesh, it was 40,213. While highlighting steps taken to check the dropout rate, Pradhan said, "Education is in the concurrent list of the Constitution, and the majority of the schools are under the domain of respective state and UT governments. Central government assists States and UTs through the Centrally Sponsored Scheme of Samagra Shiksha and Mid Day Meal provided from Balvatika to class 8 under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Yojna."
