School feeding scheme in crisis as payments stall

Amid payment chaos, the DA and unions demand urgent action to save the school nutrition programme.
The KwaZulu-Natal education department yesterday made an undertaking to pay National School Nutrition Programme (NSNP) service providers amid threats by the DA to have the department placed under administration for its 'poor management' of the programme.
While the department insists it has so far paid 78% of the NSNP service providers, the contractors said those who have been paid have not been paid in full.
NSNP association representative Siboniso Xulu said despite the government having set aside funds for the NSNP programme, the KZN education department has shifted the financial burden for running the programme to the service providers.
Unpaid National School Nutrition Programme contracts
'We have not been paid for the work we did in March and April. We are forced to use our own money to keep the feeding scheme going because if we don't, the children will starve,' he said.
'As things stand, some of us have not been paid a cent in the past two months while those who have been paid, have been paid half of what is due to them.'
South African Democratic Teachers Union provincial secretary Dolly Caluza said the union believes 'the department has collapsed; it can't do anything. As we speak, some Grade R practitioners have not been paid'.

'The department is struggling to pay service providers for the school nutrition programme, acting personnel are not paid their acting allowances and some officials cannot attend important workshops.'
She said Grade R teachers have had their employment contracts terminated by the department. The teachers were on annual renewable contracts that ended at the end of March every year.
'This does not make sense as the department always renews the contracts.
Grade R teachers not paid
'We don't understand why they remove them in the first place, so that workers are not subjected to the pain of not getting their salaries,' Caluza said.
'These workers are also subjected to a salary that does not match the qualifications and experience they have.
'We have engaged the employer on this and it promised to ask the office of the premier to assist with review of the issue, but it appears that was unsuccessful as there is no indication that these Grade R teachers would be relieved of this pain any time soon.'

The DA's KwaZulu-Natal education spokesperson and MPL Sakhile Mngadi said this was not an administrative hiccup but a 'gross dereliction of duty and a broader systemic failure' by the provincial education authorities.

Image: File DA leader John Steenhuisen said President Cyril Ramaphosa should act on the allegations made by KZN Police Commissioner Lt Gen. Nhlanhla Mkhwanazi as he did with DA MP Deputy Minister of Trade, Andrew Whitfield. Ramaphosa fired Whitfield after an unauthorised trip. Steenhuisen spoke to the media on the sidelines of the post-budget vote media briefing on Tuesday. However, Steenhuisen said Ramaphosa set a very high bar for his cabinet when he sacked Andrew Whitfield for travelling abroad without permission. 'I would at least think that this requires a full parliamentary inquiry through the committee.I think Mkhwanazi should be given and allowed to come to parliament and set out these allegations. 'But then I think there needs to be a full and thorough investigation,' he said. Steenhuisen said Mkhwanazi was not a person to make wild and unsubstantiated allegations. 'I was completely shocked by these allegations. I've known Lieutenant General Mkhwanazi for many years. I'm a KZN resident and citizen as well and I've known him for his work there. Next Stay Close ✕ Steenhuisen said it was 'very' serious that top politicians and top police officials were accused of colluding with organised crime. 'This is a very serious allegation, and it frankly requires, I think, slightly more action than what we have seen to date,' he said. The minister added: 'It cannot be that we in South Africa are suffering with a huge crime problem and have this allegation that underworld kingpins are being protected by the very people who should be at the forefront of putting them in jail.' Steenhuisen's remarks come after the commissioner alleged that top law enforcement figures — including Police Minister Senzo Mchunu and Deputy National Commissioner Shadrack Sibiya — are entangled in a powerful syndicate backed by drug cartels and influential business interests. No country in the world would tolerate this, nor should there be a government that tolerates this, Steenhuisen said. 'I think the sooner the situation is clarified, the better it's going to be. But just simply ducking and weaving on this one isn't going to cut it,' he said. Meanwhile, Ramaphosa said he will look closely into the matter when he returns to the country. IOL Politics

3 Tshwane municipal workers accused of stealing R7m transformer granted bail

JOHANNESBURG - Three Tshwane municipal workers accused of stealing a R7 million transformer have been released on bail. The trio appeared before the Atteridgeville Magistrates Court on Tuesday, where the first accused, Siphiwe Mahlangu, was granted R35,000 bail, while Thomas Baloyi and Daniel Kubayi were released on R30,000 bail each. In total, five suspects have been arrested in connection with the theft at the Laudium substation in November last year. The fifth suspect handed himself over to police after a warrant of arrest was issued.
